【摘要】:隨著中國航運事業(yè)的快速發(fā)展,船舶數(shù)量不斷增加,船舶交通秩序與航行水域環(huán)境愈發(fā)復(fù)雜,船舶交通事故數(shù)量隨之日益增長,由此帶來了巨大的人員與經(jīng)濟(jì)損失。船舶交通事故多發(fā)水域作為交通事故密集發(fā)生的區(qū)域,成為海事主管機(jī)關(guān)、航運企業(yè)關(guān)注的熱點問題。福建轄區(qū)水域是我國東南海域的重要水上交通要道。隨著臺灣海峽被列入“六區(qū)一線”重點監(jiān)管水域,福建轄區(qū)的船舶交通安全問題得到高度關(guān)注。為了掌握重點水域的基本交通環(huán)境情況及船舶航行風(fēng)險,保障水上交通安全,本文主要做了以下研究:(1)以福建轄區(qū)水域為研究對象,應(yīng)用統(tǒng)計分析法對福建轄區(qū)船舶的航行環(huán)境和主要船舶交通事故的特征進(jìn)行研究分析,總結(jié)外在環(huán)境因素和船舶交通事故內(nèi)在因果的關(guān)聯(lián)性;(2)結(jié)合船舶交通事故的地理位置信息和事故后果嚴(yán)重程度,應(yīng)用熱點分析、密度聚類等空間聚類方法識別判斷福建轄區(qū)船舶交通事故易發(fā)多發(fā)的水域,并通過Arcgis軟件和Matlab軟件實現(xiàn)聚類識別過程和結(jié)果的顯示,分析事故多發(fā)水域船舶交通事故的特點;(3)應(yīng)用事故因果連鎖理論和粗糙集理論建立船舶交通事故多發(fā)水域事故致因分析模型,研究分析事故多發(fā)水域的致因因素,總結(jié)事故多發(fā)水域船舶交通事故易發(fā)的原因。通過研究本文劃定了福建轄區(qū)船舶交通事故多發(fā)水域,分析了事故多發(fā)水域的主要致因。這將有助于加強事故多發(fā)水域的謹(jǐn)慎航行,減少船舶交通事故的發(fā)生。
[Abstract]:With the rapid development of China's shipping industry, the number of ships is increasing, the order of ship traffic and the environment of navigation waters are becoming more and more complex, and the number of ship traffic accidents is increasing day by day, which brings huge human and economic losses.As an area with dense traffic accidents, vessel traffic accident prone area has become a hot issue concerned by maritime authorities and shipping enterprises.Fujian's territorial waters are an important waterway in the southeast sea area of China.With the Taiwan Strait being listed as the "six areas" key regulatory waters, the issue of vessel traffic safety in Fujian has been highly concerned.In order to grasp the basic traffic environment and ship navigation risk in key water areas and to ensure the safety of water traffic, this paper mainly does the following research: 1) take the waters under Fujian jurisdiction as the research object.By using statistical analysis method, this paper studies and analyzes the navigation environment and the characteristics of major vessel traffic accidents of ships in Fujian Province.Summing up the relationship between external environmental factors and the inherent causality of ship traffic accidents. (2) combining with the geographical location information of ship traffic accidents and the severity of accident consequences, the application of hot spot analysis is discussed.The spatial clustering method such as density clustering is used to identify and judge the prone areas of marine traffic accidents in Fujian province, and the process and result of clustering identification are displayed by Arcgis and Matlab software.This paper analyzes the characteristics of shipborne traffic accidents in water areas with frequent accidents. (3) applying the theory of causality linkage of accidents and rough set theory to establish a model of cause analysis of accidents in water areas with frequent accidents, and to study and analyze the causes of accidents in water areas with frequent accidents.This paper summarizes the causes of marine traffic accidents in water areas prone to accidents.In this paper, the main causes of accident-prone waters in Fujian province are analyzed.This will help strengthen the careful navigation of accident-prone waters and reduce the occurrence of ship traffic accidents.
