具有中國特色市場(chǎng)經(jīng)濟(jì)的公路工程造價(jià)管理對(duì)策研究

【摘要】:隨著全面深化改革和依法行政的進(jìn)行,在政府職能部門簡(jiǎn)政放權(quán)、放管結(jié)合的改革思路指導(dǎo)下,引發(fā)了公路工程造價(jià)管理面臨的新挑戰(zhàn)以及管理組織機(jī)構(gòu)的創(chuàng)新思考,本文展開了具有中國特色市場(chǎng)經(jīng)濟(jì)的公路工程造價(jià)管理改革對(duì)策的研究。本文首先從研究國內(nèi)外公路工程造價(jià)管理背景入手,分別闡述了計(jì)劃經(jīng)濟(jì)和市場(chǎng)經(jīng)濟(jì)體制下工程造價(jià)管理內(nèi)容及方法,通過文獻(xiàn)查閱法總結(jié)了國內(nèi)外的先進(jìn)經(jīng)驗(yàn);然后使用問卷調(diào)查法歸納了目前我國公路工程造價(jià)管理所面臨的具體問題,為了確保調(diào)查問卷結(jié)果的準(zhǔn)確性,用信度和效度分析法對(duì)其進(jìn)行分析;在此基礎(chǔ)上運(yùn)用文獻(xiàn)查閱法和SWOT分析方法,分析了公路工程造價(jià)管理的發(fā)展需求和方向,結(jié)合SWOT策略提出了工程造價(jià)改革趨勢(shì)和改革措施;建立了一套涵蓋中央到地方的政府造價(jià)管理部門、中介機(jī)構(gòu)、社會(huì)監(jiān)督機(jī)構(gòu)的公路工程造價(jià)管理組織機(jī)構(gòu)體系并構(gòu)思了其運(yùn)行模式;最后使用模糊綜合評(píng)價(jià)法對(duì)此組織機(jī)構(gòu)的運(yùn)行做相關(guān)效益分析,并運(yùn)用層次分析法和專家調(diào)查法對(duì)該機(jī)構(gòu)運(yùn)行的效益影響因素進(jìn)行評(píng)分和定權(quán),得出運(yùn)行效益結(jié)論。本文主要的研究成果在于公路工程造價(jià)管理組織機(jī)構(gòu)的設(shè)定及運(yùn)行,以及為了確保機(jī)構(gòu)的正常運(yùn)行提出的關(guān)于政府職能部門、造價(jià)協(xié)會(huì)、監(jiān)理單位一些新的職能、措施和制度,對(duì)我國市場(chǎng)經(jīng)濟(jì)條件下,公路工程造價(jià)管理的改革提供一定的參考,對(duì)于提升公路工程造價(jià)管理的整體水平,促進(jìn)公路建設(shè)的健康發(fā)展意義重大。
[Abstract]:With the overall deepening of reform and administration by law, under the guidance of the reform thinking of the government functional departments to simplify the decentralization of power and the combination of release and management, the new challenges faced by the cost management of highway engineering and the innovative thinking of the management organization have been initiated.This paper studies the reform countermeasures of highway engineering cost management with Chinese characteristic market economy.Starting with the background of highway engineering cost management at home and abroad, this paper expounds separately the contents and methods of engineering cost management under the planned economy and market economy system, and summarizes the advanced experience at home and abroad by consulting literature.Then the paper summarizes the specific problems of highway engineering cost management in our country by using the questionnaire method. In order to ensure the accuracy of the questionnaire results, the reliability and validity analysis are used to analyze them.On the basis of this, the paper analyzes the development demand and direction of highway engineering cost management by using the method of literature reference and SWOT analysis, and puts forward the reform trend and measures of engineering cost combined with the strategy of SWOT.Set up a set of government cost management departments, intermediary organizations and social supervision organizations covering the central to local government cost management organization system and conceive its operation mode;Finally, the fuzzy comprehensive evaluation method is used to analyze the benefit of the organization, and the analytic hierarchy process and expert investigation are used to evaluate and determine the factors affecting the efficiency of the organization, and the conclusion of operational benefit is drawn.The main research results of this paper are the setting and operation of the organization of highway engineering cost management, and some new functions, measures and systems proposed by the government functional departments, cost associations and supervision units in order to ensure the normal operation of the organizations.It is of great significance to improve the overall level of highway engineering cost management and to promote the healthy development of highway construction by providing a certain reference for the reform of highway engineering cost management under the condition of market economy in our country.
