【摘要】：為探索政府與社會(huì)資本合作(Public-Private-Partnership,PPP)項(xiàng)目中存在哪些重要的利益相關(guān)者以及哪些因素決定了利益相關(guān)者的影響力,本文以兩個(gè)高速公路PPP項(xiàng)目為例進(jìn)行了如下研究。根據(jù)項(xiàng)目過程交流、工作和合同關(guān)系建立了社會(huì)網(wǎng)絡(luò)模型,從而分析項(xiàng)目利益相關(guān)者的社會(huì)影響力、職權(quán)影響力和經(jīng)濟(jì)影響力;采用多元回歸分析方法來探究利益相關(guān)者影響力與利益相關(guān)者在不同類型的網(wǎng)絡(luò)所處的位置之間的關(guān)系。結(jié)果表明,社會(huì)網(wǎng)絡(luò)模型可以有效地尋找出PPP項(xiàng)目中核心或是邊緣的利益相關(guān)者,利益相關(guān)者的影響力可以通過各類網(wǎng)絡(luò)的中心度指標(biāo)來反映。利益相關(guān)者在交流關(guān)系網(wǎng)絡(luò)、工作關(guān)系網(wǎng)絡(luò)和合同關(guān)系網(wǎng)絡(luò)的位置極大地影響了它所擁有的社會(huì)影響力、職權(quán)影響力和經(jīng)濟(jì)影響力。研究最后提出PPP項(xiàng)目利益相關(guān)者管理的針對性建議。
[Abstract]:In order to explore which important stakeholders exist in Public-Private-Partnership PPP project and which factors determine the influence of stakeholders, this paper takes two expressway PPP projects as an example.According to the project process communication, work and contract relationship, the social network model is established to analyze the social influence, authority influence and economic influence of the project stakeholders.Multiple regression analysis is used to explore the relationship between the influence of stakeholders and the position of stakeholders in different types of networks.The results show that the social network model can effectively find out the core or edge stakeholders in the PPP project, and the influence of the stakeholders can be reflected by the centrality index of all kinds of networks.The position of stakeholders in the communication relationship network, the work relationship network and the contract relationship network has greatly affected its social influence, authority influence and economic influence.At the end of the study, the author puts forward some suggestions on stakeholder management of PPP project.
