【摘要】：當(dāng)前,港口建設(shè)發(fā)展是實(shí)現(xiàn)21世紀(jì)海洋強(qiáng)國(guó)戰(zhàn)略的重要舉措,由于近幾年出現(xiàn)嚴(yán)重影響港口建設(shè)發(fā)展的因素,導(dǎo)致了港口建設(shè)工程管理方式落后與港口迅速發(fā)展不協(xié)調(diào)的局面。因此,本文通過(guò)對(duì)舟山某漁港工程管理關(guān)鍵問(wèn)題的探索研究,將提出我國(guó)港口工程建設(shè)和發(fā)展更多的借鑒措施和意義�；谥凵侥碀O港工程管理調(diào)研基礎(chǔ)上,為了能夠在已經(jīng)成熟的經(jīng)驗(yàn)基礎(chǔ)上得到進(jìn)一步的發(fā)展和應(yīng)用,課題組通過(guò)實(shí)地考證和走訪,對(duì)港口工程管理存在的問(wèn)題進(jìn)行專(zhuān)門(mén)分類(lèi)與分析探索。并通過(guò)與港口項(xiàng)目有關(guān)的設(shè)計(jì)方、承包方等進(jìn)行有針對(duì)性的交流溝通,取得港口工程管理中關(guān)鍵問(wèn)題的解決方案。主要結(jié)論有以下幾個(gè)方面:(1)優(yōu)化工程結(jié)構(gòu)模式:對(duì)工程管理結(jié)構(gòu)、管理體制、成本管理模式、質(zhì)量管理模式等進(jìn)行優(yōu)化管理,通過(guò)優(yōu)化加強(qiáng)港口成本預(yù)估算管理、計(jì)劃指導(dǎo)、節(jié)儉意識(shí)和港口質(zhì)量的設(shè)計(jì)管理、監(jiān)理管理、工期管理,提高了工程建設(shè)時(shí)效及質(zhì)量。(2)加強(qiáng)柔性管理:通過(guò)對(duì)道德現(xiàn)狀的研究提出了在項(xiàng)目工程管理過(guò)程中道德設(shè)計(jì)的三大原則和一大目標(biāo),加強(qiáng)柔性管理讓建設(shè)員工們更好的完成建設(shè)工作,使得員工與工程之間和諧相處。(3)加強(qiáng)溝通管理:運(yùn)用實(shí)地調(diào)查及專(zhuān)家的分析,得出了溝通管理在項(xiàng)目工程建設(shè)中重要作用,通過(guò)構(gòu)建樹(shù)狀選擇博弈模型圖來(lái)選擇溝通能力較好的建設(shè)隊(duì)伍。(4)加強(qiáng)安全管理:提高工程員工安全管理理念,建立并完善相應(yīng)安全技術(shù)決策,定期對(duì)員工進(jìn)行安全理論知識(shí)考核,成立專(zhuān)業(yè)培訓(xùn)機(jī)構(gòu),加強(qiáng)員工職業(yè)責(zé)任感�？傊�,通過(guò)上述研究方法和手段,本文提出了在體制管理上形成一種具有示范性的管理規(guī)范,在質(zhì)量管理上形成一種具有示范性的質(zhì)量管理模式,在溝通管理上形成一種具有示范引領(lǐng)作用的管理體制,在員工管理上摸索出一套公開(kāi)的柔性管理體制。
[Abstract]:At present, the development of port construction is an important measure to realize the strategy of ocean power in the 21st century. Due to the factors seriously affecting the development of port construction in recent years, the backward management mode of port construction project and the rapid development of port are out of coordination.Therefore, through the exploration and study of the key problems in the project management of a fishing port in Zhoushan, this paper will put forward more reference measures and significance for the construction and development of port engineering in China.Based on the project management investigation of a fishing port in Zhoushan, and in order to be further developed and applied on the basis of mature experience, the research group conducted field research and visits.The problems existing in port engineering management are specially classified and analyzed.And through the port project related designers, contractors and so on to carry on the targeted communication, obtains the port engineering management key question solution.The main conclusions are as follows: optimizing engineering structure mode: optimizing engineering management structure, management system, cost management mode, quality management mode, etc.Economical consciousness and port quality design management, supervision management, time limit management,Through the study of the present moral situation, three principles and one goal of moral design in the process of project management are put forward.Strengthen the flexible management to make the construction staff finish the construction work better, make the staff and the project get along with each other harmoniously, strengthen the communication management: by using the field investigation and the analysis of the experts, we draw the conclusion that the communication management plays an important role in the project construction.By constructing the tree selection game model diagram to select the construction team with good communication ability, strengthen the safety management, improve the safety management concept of the engineering staff, establish and perfect the corresponding safety technical decision.Regularly check the safety knowledge of employees, set up professional training institutions, strengthen the professional sense of responsibility of employees.In a word, through the above research methods and means, this paper puts forward a kind of exemplary management standard in the system management and a model quality management mode in the quality management.In the communication management, a kind of management system with demonstration and leading function is formed, and a set of open flexible management system is found out in the staff management.
