【摘要】：市政項(xiàng)目作為城市化進(jìn)程重要的載體,而市政道路工程是市政項(xiàng)目主要方面,隨著現(xiàn)代經(jīng)濟(jì)社會(huì)與科學(xué)技術(shù)發(fā)展,現(xiàn)代的市政道路項(xiàng)目工程呈現(xiàn)出規(guī)模大、技術(shù)要求高、資金投入大的特點(diǎn),與之相伴的工程項(xiàng)目管理風(fēng)險(xiǎn)也日益增大,特別是大型市政道路工程項(xiàng)目具有規(guī)模大、建設(shè)周期長(zhǎng)、資金需求大等特點(diǎn),正是由于這些特點(diǎn),使得在大型市政道路工程建設(shè)項(xiàng)目的各個(gè)階段環(huán)節(jié),包括項(xiàng)目前期工作等,都不可避免地和不同程度的伴隨有各式各樣的潛在風(fēng)險(xiǎn),因此必須要對(duì)這些風(fēng)險(xiǎn)進(jìn)行合理有效的管理,避免導(dǎo)致項(xiàng)目遭受重大經(jīng)濟(jì)損失。由此看來(lái),加強(qiáng)和重視市政道路項(xiàng)目風(fēng)險(xiǎn)管理工作研究,發(fā)展項(xiàng)目風(fēng)險(xiǎn)管理理論,對(duì)推動(dòng)市政道路工程建設(shè)發(fā)展,具有非常重要現(xiàn)實(shí)意義。本文以欽州市揚(yáng)帆大道南延長(zhǎng)線道路工程項(xiàng)目工程為實(shí)例,以風(fēng)險(xiǎn)管理理論為依據(jù),運(yùn)用風(fēng)險(xiǎn)管理理論中風(fēng)險(xiǎn)識(shí)別、風(fēng)險(xiǎn)評(píng)估、風(fēng)險(xiǎn)響應(yīng)和風(fēng)險(xiǎn)控制等理論,采用頭腦風(fēng)暴法、德?tīng)柗品ā⒛繕?biāo)管理法、過(guò)程管理法等多種風(fēng)險(xiǎn)管理技術(shù)方法,結(jié)合市政工程施工的具體特點(diǎn),系統(tǒng)地分析了欽州市揚(yáng)帆大道南延長(zhǎng)線道路工程項(xiàng)目建設(shè)中存在的各種風(fēng)險(xiǎn),建立項(xiàng)目的風(fēng)險(xiǎn)評(píng)估報(bào)告,并進(jìn)行了風(fēng)險(xiǎn)識(shí)別,最后提出了風(fēng)險(xiǎn)控制,全面闡述了欽州市揚(yáng)帆大道南延長(zhǎng)線道路工程項(xiàng)目在風(fēng)險(xiǎn)管理方面的內(nèi)涵,為今后在小型城市開(kāi)展大型市政道路項(xiàng)目建設(shè)起到重要的參考作用。
[Abstract]:As an important carrier of the urbanization process, the municipal road project is the main aspect of the municipal project. With the development of modern economic society and science and technology, the modern municipal road project project presents a large scale and high technical requirements.Because of the characteristics of large capital investment, the risk of engineering project management is increasing, especially the large municipal road project has the characteristics of large scale, long construction period and large capital demand, which is due to these characteristics.It makes all kinds of potential risks inevitably and to varying degrees in all stages of large-scale municipal road engineering construction projects, including the preliminary work of the project.Therefore, it is necessary to manage these risks reasonably and effectively, so as to avoid the heavy economic loss caused by the project.From this point of view, it is of great practical significance to strengthen and attach importance to the research on the risk management of municipal road projects and to develop the theory of project risk management to promote the development of municipal road construction.Taking the road project of south extension line of Yangfan Avenue in Qinzhou City as an example, based on the theory of risk management, the paper applies the theory of risk identification, risk assessment, risk response and risk control, and adopts brainstorming method, which is based on the theory of risk management, such as risk identification, risk assessment, risk response and risk control, etc.Delphi method, objective management method, process management method and other risk management techniques, combined with the specific characteristics of municipal engineering construction, systematically analyzed the various risks in the construction of the road project along the south extension line of Yangfan Avenue in Qinzhou City.The risk assessment report of the project is established, and the risk identification is carried out. Finally, the risk control is put forward, and the connotation of risk management in the road project of south extension line of Yangfan Avenue in Qinzhou City is expounded comprehensively.It will play an important reference role in the construction of large-scale municipal road projects in small cities in the future.
