【摘要】：公私合營的建設(shè)模式是國家提倡的全新建設(shè)模式,在國民經(jīng)濟(jì)建設(shè)中具有的戰(zhàn)略性的深遠(yuǎn)影響。這種建設(shè)模式在我國出現(xiàn)時(shí)間較短,但這種模式發(fā)揮的作用是積極和明顯的,他適應(yīng)了我國建設(shè)現(xiàn)狀,所以如雨后春筍般大量涌現(xiàn),不過正因?yàn)檫@類建設(shè)模式在我國交通基礎(chǔ)設(shè)施建設(shè)中還處于初級(jí)階段,由于多種因素,客觀上,現(xiàn)在的管理還未規(guī)范,通過甬金高速鄞州連接線工程項(xiàng)目建設(shè)管理和實(shí)踐,建立操作可行、管理科學(xué)、風(fēng)險(xiǎn)可控的投資類項(xiàng)目管理體系,確保交通基礎(chǔ)設(shè)施建設(shè)規(guī)范、健康、有序地發(fā)展有著重要意義。本文圍繞甬金高速鄞州連接線工程項(xiàng)目的建設(shè)期管理,從項(xiàng)目的前期管理、項(xiàng)目組織架構(gòu)搭設(shè)、項(xiàng)目管理流程設(shè)計(jì)、工期規(guī)劃、質(zhì)量安全及成本控制等內(nèi)容分別展開,運(yùn)用各類管理理論、技術(shù)及經(jīng)驗(yàn),構(gòu)建實(shí)施方案,分析、優(yōu)化實(shí)際工程項(xiàng)目管理,實(shí)現(xiàn)防范各類風(fēng)險(xiǎn),確保工程質(zhì)量,達(dá)到經(jīng)濟(jì)效益和社會(huì)效益的全面豐收。通過工程項(xiàng)目的建設(shè)管理實(shí)踐,建立同類項(xiàng)目科學(xué)有效的建設(shè)管理體系,積累技術(shù)數(shù)據(jù),對(duì)未來同類項(xiàng)目科學(xué)規(guī)范管理提供借鑒。
[Abstract]:The construction mode of public-private joint venture is a brand new construction model advocated by the state and has a strategic and far-reaching influence in the national economic construction. This construction model has been around in China for a relatively short time, but it has played a positive and obvious role. He adapted to the current construction situation in our country, so it sprang up in large numbers, but precisely because this kind of construction mode is still in the initial stage in the construction of transportation infrastructure in our country, because of various factors, objectively speaking, the current management has not yet been standardized. Through the construction management and practice of Yongjin high-speed Yinzhou connecting line project, an investment project management system with feasible operation, scientific management and controllable risks is established to ensure the standard and healthy construction of transportation infrastructure. It is of great significance to develop in an orderly way. This paper focuses on the construction period management of Yongjin high-speed Yinzhou connecting line project, from the pre-project management, the project organization structure setting up, the project management process design, the time limit planning, The contents of quality safety and cost control are carried out separately, using all kinds of management theory, technology and experience, constructing the implementation plan, analyzing and optimizing the actual project management, realizing the prevention of all kinds of risks and ensuring the engineering quality, Through the construction management practice of engineering projects, the scientific and effective construction management system of similar projects is established, and the technical data are accumulated, which can be used for reference for the future scientific standard management of similar projects.
