【摘要】：日照港地處山東半島南翼,北鄰青島港,南毗連云港,地處渤海咽喉,是山東東南和江蘇北部唯一港口,毗鄰日本及朝韓半島,是我國京滬線以西亞歐大陸橋沿線地帶最近的出海口,具有得天獨(dú)厚的區(qū)位優(yōu)勢和建港條件.本文將國內(nèi)外現(xiàn)有的項(xiàng)目風(fēng)險(xiǎn)管理理論及方法與該項(xiàng)目建設(shè)的實(shí)際密切結(jié)合,對日照港30萬噸級(jí)原油碼頭建設(shè)項(xiàng)目(二期)進(jìn)行全面深入的項(xiàng)目風(fēng)險(xiǎn)管理的研究。以項(xiàng)目管理的理論和模型為基礎(chǔ),對所開展的項(xiàng)目可能存在的風(fēng)險(xiǎn)進(jìn)行分析,從而加強(qiáng)該項(xiàng)目的施工風(fēng)險(xiǎn)管理。論文首先對日照港30萬噸級(jí)原油碼頭建設(shè)項(xiàng)目(二期)開展過程中潛在的各主要風(fēng)險(xiǎn)進(jìn)行風(fēng)險(xiǎn)識(shí)別,建立項(xiàng)目風(fēng)險(xiǎn)評價(jià)指標(biāo)體系,較全面客觀的闡述了項(xiàng)目潛在的各種風(fēng)險(xiǎn)。此后設(shè)計(jì)了問卷調(diào)差表,結(jié)合層次分析法和模糊綜合評價(jià)法兩個(gè)方法,對項(xiàng)目施工中的風(fēng)險(xiǎn)進(jìn)行評價(jià)并對項(xiàng)目開展風(fēng)險(xiǎn)評估,運(yùn)用層次分析法構(gòu)建了該項(xiàng)目風(fēng)險(xiǎn)評價(jià)指標(biāo)體系,通過模糊綜合評價(jià)法對項(xiàng)目的綜合風(fēng)險(xiǎn)進(jìn)行了推算,從而對日照港30萬噸級(jí)原油碼頭建設(shè)項(xiàng)目(二期)施工風(fēng)險(xiǎn)水平有了較為準(zhǔn)確的評估,該項(xiàng)目的綜合風(fēng)險(xiǎn)處于一般風(fēng)險(xiǎn)水平,說明該項(xiàng)目面對的風(fēng)險(xiǎn)對于項(xiàng)目管理人員來講是可以承擔(dān)得,具有投資可行性價(jià)值。結(jié)合評估結(jié)果,對項(xiàng)目施工過程可能出現(xiàn)的設(shè)計(jì)風(fēng)險(xiǎn)、技術(shù)類風(fēng)險(xiǎn)、管理類風(fēng)險(xiǎn)、材料風(fēng)險(xiǎn)、政策環(huán)境風(fēng)險(xiǎn)和自然風(fēng)險(xiǎn)提出了相應(yīng)的風(fēng)險(xiǎn)防范和應(yīng)對措施,為建筑項(xiàng)目施工風(fēng)險(xiǎn)管理的決策者提供建設(shè)性的指導(dǎo)意見。
[Abstract]:Rizhao Port is located in the south wing of Shandong Peninsula, Qingdao Port in the north, Lianyungang Port in the south, and the throat of Bohai Sea. Rizhao Port is the only port in the southeast of Shandong and the northern part of Jiangsu Province, adjacent to Japan and the Korean Peninsula. It is the nearest sea outlet along the Eurasian Continental Bridge west of the Beijing-Shanghai Line, with unique location advantages and port construction conditions. This paper closely combines the existing project risk management theories and methods at home and abroad with the actual construction of the project. On the basis of the theory and model of project management, this paper makes a comprehensive and in-depth study on the project risk management of the construction project (phase II) of Rizhao Port's 300,000-ton crude oil terminal. Based on the theory and model of project management, the possible risks of the project are analyzed. In order to strengthen the construction risk management of the project. Firstly, the paper identifies the potential major risks during the construction of Rizhao Port 300,000-ton crude oil terminal (phase II), and establishes the risk evaluation index system of the project. The potential risks of the project are described comprehensively and objectively. After that, a questionnaire adjustment table is designed to evaluate the risk in the construction of the project and to evaluate the risk of the project by combining the analytic hierarchy process (AHP) and the fuzzy comprehensive evaluation method. The risk evaluation index system of the project is constructed by using the analytic hierarchy process (AHP), and the comprehensive risk of the project is calculated by the fuzzy comprehensive evaluation method. As a result, the construction risk level of Rizhao Port's 300,000-ton crude oil terminal construction project (phase II) has been accurately assessed, and the comprehensive risk of the project is at the general risk level. It shows that the risks faced by the project can be accepted by the project managers and have investment feasibility value. Combined with the evaluation results, the design risk, the technical risk and the management risk may appear in the construction process of the project. Material risk, policy environment risk and natural risk are put forward, which can provide constructive guidance for construction risk management decision makers.
