【摘要】：農(nóng)村公路是公路交通運(yùn)輸系統(tǒng)深入農(nóng)村地區(qū)的毛細(xì)血管,連接著農(nóng)村、城市、鄉(xiāng)(鎮(zhèn))集貿(mào)市場、產(chǎn)業(yè)園區(qū)、旅游景區(qū)、礦產(chǎn)資源開發(fā)地等節(jié)點(diǎn),對(duì)推進(jìn)新農(nóng)村建設(shè)和新型城鎮(zhèn)化建設(shè)具有重大的作用。而目前,我國對(duì)農(nóng)村公路網(wǎng)布局規(guī)劃重視度還不夠,建設(shè)存在隨意性和盲目性,路網(wǎng)規(guī)模及布局結(jié)構(gòu)的不合理甚至制約著農(nóng)村地區(qū)經(jīng)濟(jì)社會(huì)的發(fā)展。此外,當(dāng)前的農(nóng)村公路網(wǎng)規(guī)劃研究也大多是在省、市級(jí)尺度下對(duì)縣道、鄉(xiāng)道的布局進(jìn)行研究,較少涉及在縣級(jí)以下深入到農(nóng)村內(nèi)部進(jìn)行系統(tǒng)的研究。因此,在建設(shè)新農(nóng)村和新型城鎮(zhèn)化的背景下,對(duì)縣級(jí)尺度下的農(nóng)村公路網(wǎng)布局規(guī)劃進(jìn)行深入系統(tǒng)的研究,具有特別重要的理論與現(xiàn)實(shí)意義。論文從新農(nóng)村視角下,以福安市農(nóng)村公路網(wǎng)為研究對(duì)象,進(jìn)行路網(wǎng)布局規(guī)劃研究。首先結(jié)合農(nóng)村公路網(wǎng)的定義和功能,從新農(nóng)村背景下的農(nóng)業(yè)、農(nóng)民、農(nóng)村經(jīng)濟(jì)社會(huì)三方面研究,分析了農(nóng)村公路對(duì)其的影響效應(yīng)機(jī)制；其次從路網(wǎng)規(guī)模、密度、連通度、通達(dá)率、技術(shù)等級(jí)、路面狀況、養(yǎng)護(hù)狀況等指標(biāo)對(duì)農(nóng)村公路網(wǎng)現(xiàn)狀進(jìn)行了分析,總結(jié)了新農(nóng)村建設(shè)背景下農(nóng)村公路網(wǎng)建設(shè)中存在的問題；繼而闡述了新農(nóng)村建設(shè)、社會(huì)經(jīng)濟(jì)發(fā)展、綜合交通運(yùn)輸發(fā)展對(duì)農(nóng)村公路的需求,在此基礎(chǔ)上采用國土系數(shù)法、連通度法、時(shí)間序列法對(duì)農(nóng)村公路網(wǎng)規(guī)模進(jìn)行預(yù)測(cè),并采用多目標(biāo)規(guī)劃方法,確定約束條件,進(jìn)行農(nóng)村公路網(wǎng)等級(jí)結(jié)構(gòu)優(yōu)化；然后從新農(nóng)村建設(shè)、經(jīng)濟(jì)社會(huì)發(fā)展水平、自然條件、旅游資源、城市總體規(guī)劃、旅游資源、交通樞紐、國省干線布局、產(chǎn)業(yè)布局等因素探討對(duì)農(nóng)村公路網(wǎng)布局的影響,并運(yùn)用節(jié)點(diǎn)重要度法、專家經(jīng)驗(yàn)法、閉回路法、四階段法構(gòu)建布局方案,得到最終結(jié)果；最后,從農(nóng)村公路網(wǎng)自身技術(shù)指標(biāo)以及它對(duì)外部的社會(huì)經(jīng)濟(jì)、生態(tài)環(huán)境的影響來對(duì)布局規(guī)劃方案進(jìn)行合理性評(píng)價(jià),并從新農(nóng)村的角度、資金籌措渠道、養(yǎng)護(hù)管理機(jī)制、規(guī)劃角度、生態(tài)保護(hù)、宣傳引導(dǎo)等方面提出對(duì)策建議,從而保障農(nóng)村公路的健康發(fā)展。論文采用幾種方法綜合運(yùn)用,將定量與定性相結(jié)合對(duì)農(nóng)村公路網(wǎng)的規(guī)模與布局進(jìn)行系統(tǒng)的研究,以新農(nóng)村的視角、農(nóng)村節(jié)點(diǎn)的“通”與“達(dá)”為規(guī)劃思想貫穿始終,是一種新的嘗試,希望能對(duì)新農(nóng)村背景下的農(nóng)村公路建設(shè)提供一定的理論支持和現(xiàn)實(shí)指導(dǎo)意義。
[Abstract]:Rural highway is the capillary of highway transportation system in rural areas, connecting with rural, urban, township (town) market, industrial park, tourist area, mineral resources exploitation, etc. It plays an important role in promoting the construction of new countryside and new urbanization. However, at present, our country has not paid enough attention to the layout planning of rural highway network, and the construction is arbitrary and blind. The unreasonable scale and layout structure of road network even restrict the development of economy and society in rural areas. Therefore, in the context of the construction of new rural areas and new urbanization, the layout planning of rural highway network at the county level is deeply and systematically studied. It is of great theoretical and practical significance. This paper, from the perspective of new countryside, takes the road network of Fu'an as the research object. Firstly, combining the definition and function of the rural road network, the paper studies the road network layout planning. From three aspects of agriculture, farmers, rural economy and society under the new rural background, this paper analyzes the influence mechanism of rural highway on it. Secondly, it analyzes the road network scale, density, connectivity, accessibility, technical grade, road condition, and so on. This paper analyzes the current situation of rural highway network, summarizes the existing problems in the rural highway network construction under the new rural construction background, and then expounds the new rural construction, social and economic development. On the basis of comprehensive traffic and transportation development demand for rural highway, land coefficient method, connectivity method, time series method are used to forecast the scale of rural highway network, and multi-objective programming method is adopted to determine the constraint conditions. To optimize the grade structure of the rural highway network, and then from the perspective of the new rural construction, the level of economic and social development, the natural conditions, the tourism resources, the urban master plan, the tourism resources, the transportation hub, and the distribution of national and provincial trunk lines, This paper discusses the influence of industrial layout on the layout of rural highway network, and constructs the layout scheme by using node importance method, expert experience method, closed loop method, four-stage method, and gets the final result. From the technical index of rural highway network itself and its impact on the external social economy and ecological environment, this paper evaluates the rationality of the layout planning scheme, and from the perspective of the new countryside, the financing channel, the maintenance management mechanism, the planning angle, In order to ensure the healthy development of rural highway, the paper uses several methods to combine quantitative and qualitative analysis to study the scale and layout of rural highway network. From the perspective of new countryside, the planning thought of "communication" and "Da" of rural nodes runs through all the time, which is a new attempt, hoping to provide certain theoretical support and practical guiding significance for the rural highway construction under the new rural background.
