“公”車出行——南京市鼓樓區(qū)公務(wù)自行車運(yùn)營(yíng)分析與思考

【摘要】:機(jī)動(dòng)性與可達(dá)性是城市交通規(guī)劃與設(shè)計(jì)的兩個(gè)重要方面。通常,我們將人們利用各種交通方式出行的權(quán)力及便利性稱為機(jī)動(dòng)性,此前,我們常關(guān)注通勤機(jī)動(dòng)性(如BRT)、商務(wù)機(jī)動(dòng)性(如購(gòu)物班車)和弱勢(shì)群體機(jī)動(dòng)性(如殘疾人出行),但往往忽視了機(jī)動(dòng)性的另一個(gè)重要方面——公務(wù)機(jī)動(dòng)性。"公務(wù)自行車"因涉及綠色出行,同時(shí)又涵蓋公車改革和降低"三公經(jīng)費(fèi)"等老百姓非常關(guān)注的問(wèn)題,在社會(huì)上引發(fā)熱議。論文為探究該公務(wù)出行新方式的可行性,以南京市鼓樓區(qū)政府的公務(wù)自行車為研究對(duì)象,對(duì)公務(wù)人員和普通市民分別進(jìn)行了問(wèn)卷調(diào)查和訪談,對(duì)公務(wù)出行行為進(jìn)行了隨車調(diào)查和出行模擬,并在此基礎(chǔ)上從出行效率、出行成本和碳排放3個(gè)方面對(duì)比了公務(wù)汽車和公務(wù)自行車兩種出行方式。調(diào)查分析結(jié)果充分肯定了公務(wù)自行車的可行性和合理性,但同時(shí)也暴露出了一些問(wèn)題。為了更好地推廣公務(wù)自行車這種合理可行的公務(wù)出行方式,并盡可能將其優(yōu)點(diǎn)放大,進(jìn)而從公共政策調(diào)整、規(guī)劃設(shè)計(jì)優(yōu)化和社會(huì)觀念引導(dǎo)3個(gè)角度提出改進(jìn)建議。
[Abstract]:Mobility and accessibility are two important aspects of urban traffic planning and design. We often focus on commuting mobility (such as BRTT, business mobility, such as shopping shuttle) and vulnerable groups, such as people with disabilities, but often ignore another important aspect of mobility-official mobility. " "because it involves green travel, At the same time, it also covers such issues as bus reform and the reduction of "three public funds" and other issues that people are very concerned about, which has aroused heated discussion in the society. In order to explore the feasibility of the new way of official travel, Taking the official bicycle of the government of Gulou District in Nanjing as the research object, the paper carries out a questionnaire survey and interview to the public servants and ordinary citizens, carries on the investigation and the travel simulation to the official travel behavior, and on this basis carries on the traveling efficiency. Travel costs and carbon emissions are compared between official vehicles and official bicycles. The results of investigation and analysis fully confirm the feasibility and rationality of official bicycles. But it also exposed some problems. In order to better promote official bicycle as a reasonable and feasible mode of business travel, and maximize its advantages as far as possible, and then adjust public policy, Suggestions for improvement are put forward from three angles of planning and design optimization and social concept guidance.
