【摘要】:隨著經(jīng)濟的發(fā)展和科學(xué)技術(shù)的進步,道路交通得到了長足發(fā)展,社會對道路的服務(wù)功能要求越來越高,傳統(tǒng)的道路運行管理技術(shù)、手段和措施已越來越不能滿足道路管理的要求,道路管理者也在不斷的探索和尋求更高效的管理理念和管理技術(shù)和方法,以促進道路運行管理水平,提高道路設(shè)施服務(wù)水平。國內(nèi)外的研究表明,道路資產(chǎn)管理是目前世界各國大力研究的一個重點方向。公路是綜合交通運輸體系的基礎(chǔ),在國民經(jīng)濟發(fā)展中具有不可替代的作用。根據(jù)交通運輸部公布《2013年公路水路交通運輸行業(yè)發(fā)展統(tǒng)計公報》顯示,截至2013年底,全國公路總里程達435.62萬公里。同時受交通流量快速增長、車輛日趨重型化和自然環(huán)境等因素的影響,公路交通基礎(chǔ)設(shè)施的損壞日益嚴重,然而使用者對道路、橋梁、涵洞、隧道及交通安全設(shè)施等的安全性和舒適性的要求卻在不斷提高。以道路、橋梁、涵洞、隧道及交通安全設(shè)施等道路資產(chǎn)為系統(tǒng)管理對象進行全面系統(tǒng)和有效的管理已受到了人們的普遍關(guān)注。本文在對國外道路交通做得較好的發(fā)達國家對公路資產(chǎn)管理的研究現(xiàn)狀進行了系統(tǒng)研究;從我國道路運行管理的實際情況出發(fā),分析了昌平區(qū)道路運行管理內(nèi)涵、職能管理組織機構(gòu)和職能及存在的問題;研究分析了我國道路資產(chǎn)管理的內(nèi)涵、資產(chǎn)管理系統(tǒng)的概念模型及道路資產(chǎn)管理的基本功能分析和探討;以昌平區(qū)道路資產(chǎn)管理為研究對象,搭建了昌平區(qū)道路資產(chǎn)管理目標(biāo),并對其管理平臺進行了系統(tǒng)設(shè)計。研究成果將為道路管理單位提供一個道路資產(chǎn)系統(tǒng)管理理念、資產(chǎn)數(shù)據(jù)采集、管理和分析的方法,以有效地進行道路資產(chǎn)數(shù)據(jù)采集、養(yǎng)護和管理水平,延長道路使用壽命和服務(wù)功能,實現(xiàn)以最小的投入達到最大的社會經(jīng)濟效益。
[Abstract]:With the development of economy and the progress of science and technology, the road traffic has been greatly developed, and the social demand for the service function of the road is more and more high. The traditional road operation management technology, The means and measures have been more and more unable to meet the requirements of road management, and road managers are constantly exploring and seeking more efficient management concepts and techniques to promote the level of road operation management. Improving the service level of road facilities. Studies at home and abroad show that road asset management is one of the most important research directions in the world at present. Road is the foundation of comprehensive transportation system. It plays an irreplaceable role in the development of the national economy. According to the statistics bulletin issued by the Ministry of Communications and Transport on 2013 on the Development of Highway, Waterway, Communications and Transport, as of end of 2013, The total road mileage of the country reaches four million three hundred and fifty-six thousand and two hundred kilometers. At the same time, affected by the rapid growth of traffic flow, the increasingly heavy traffic and the natural environment, the damage to the highway traffic infrastructure is becoming increasingly serious. However, the users of the roads, bridges, culverts, The safety and comfort requirements of tunnels and traffic safety facilities are constantly improving. To roads, bridges, culverts, Road assets, such as tunnels and traffic safety facilities, are the objects of systematic management and effective management. This paper focuses on highway asset management in developed countries where road traffic is well done in foreign countries. The present situation of the research on theory has been systematically studied. Based on the actual situation of road operation management in China, this paper analyzes the connotation, organization, function and problems of road operation management in Changping District, and analyzes the connotation of road assets management in China. The conceptual model of the asset management system and the basic function of the road asset management are analyzed and discussed, and taking the road asset management in Changping district as the research object, the goal of the road asset management in Changping district is set up. The research results will provide the road management unit with a road asset system management concept, asset data collection, management and analysis methods, in order to effectively collect road assets data. The maintenance and management level, prolongs the service life and the service function of the road, realizes the biggest social economic benefit with the minimum investment.
