ABSTRACT

Since Shanghai's reform and opening-up 30 years ago, road construction

has made prominent achievements, and by the end of 2006, the total mileage of roads in Shanghai has reached 14,619 kilometers. As a matter of public share, roads are basic factors that guarantee a city to operate properly and develop further, therefore the construction and management of the roads are crucial responsibilities of the government. With the rapid growth of Shanghai's traffic flow, there comes the increasing pressure on the roads. As a result of slow traffic and traffic congestion caused by the shortage of road facilities, lots of inconvenience has occurred to the general public, so has increased the cost of industrial production and daily life.

This paper holds that in order to solve the contradiction between the

city’s traffic problem and road development. On one hand, it is necessary to continue to speed up road construction, so as to achieve the goal of incremental facilities. On the other hand, it is an urgent request to rely on modern management concepts and information technology to improve the road management, management efficiency and give full play to the efficiency of the existing roads resource and effectiveness, so as to improve public service and increase the capacity for social and urban public transport.

Based on public management theory, theory of public goods and

management process reconstruction, this paper puts forward the general concept, structure and detailed content of implementation of road grid management in Shanghai. By adopting the optimization of management processes and integrating resource management, the implementation of government power and administrative efficiency is to be enhanced, and Shanghai, as an international metropolitan, its modernization management can also hence be improved.

It is the first time that such advanced management concept as road grid

management applies to the road management in Shanghai. And thus this paper can also work as a good reference for other cities in the terms of the road management.

With the implementation of the road grid management in Shanghai, an

integrated digital system and a platform covering all roads in Shanghai, including the whole process of management, on 24/7 base, come into form.

It can provide government’s public management and public service with a multi-functional, all-comprehensive coverage digital management of public resources and public management products. As a result, what this paper studies also offers great significance to the digitalization of urban constructions in Shanghai.

Paper includes four parts:

The first part indicates the research background, the main purpose of

this paper, and the theoretical and practical value. It also defines certain concepts, clarifies all the related research results, and explains the ways adopted for the research and the structure applied.

The second part: based on the study of the growth of road facility,

the demand for transport development and operation of the management system, problems are pointed out from the concept of management, the management chain, management method, administration and management supervision, and the caused are also analyzed.

The third part: based on the public management theory, theory of public

goods and management of process reconstruction, it make clear one key issue that Shanghai road grid management of the overall idea is to change management concepts, put the management object into more details, reconstruct the process of the management, innovate the management mode, so as to achieve the increase in the road management efficiency.

The fourth part studies the whole framework and specific content of

the road grid management. Through the description of the management framework, platform and network, it focus on clarifying the management object, management unit, management processes and management mechanism.

第一章 緒 論

第一節(jié) 研究背景和意義

一、研究背景

道路作為公共產(chǎn)品，是城市賴以生存、發(fā)展的基礎(chǔ)和條件，也是城市建設(shè)和管理的重要內(nèi)容。2006年末，上海市道路總里程已經(jīng)達(dá)14619公里。在新一輪城市發(fā)展中，上海道路管理面臨著“設(shè)施硬件”需要繼續(xù)建設(shè)完善，“管理軟件”亟待改善提高的要求。

“十五”期間，上海的道路總長(zhǎng)度增加了2427公里，道路面積增加了6836萬(wàn)平方米。同時(shí)，上海的機(jī)動(dòng)車擁有量快速增長(zhǎng)，交通流量迅速增加。2006年，上海市中心城快速路日均雙向流量91921輛，十三條主要對(duì)外通道年日均流量239,960輛。隨著道路承載壓力的日益增長(zhǎng)，因道路設(shè)施缺損造成的車輛通行速度緩慢和交通阻塞，給社會(huì)公眾出行造成不便，增加了城市生產(chǎn)和生活成本。此外，社會(huì)公眾對(duì)道路服務(wù)質(zhì)量和服務(wù)效率的要求越來(lái)越高，政府管理部門既要保障道路大規(guī)模建設(shè)的順利推進(jìn)，更要通過(guò)加強(qiáng)管理，整體提升道路服務(wù)于城市的效能。

道路管理現(xiàn)代化是城市建設(shè)和管理現(xiàn)代化的前提與載體，道路的技術(shù)狀態(tài)、功能負(fù)荷直接影響城市社會(huì)經(jīng)濟(jì)系統(tǒng)運(yùn)行的效率，尤其是城市居民的生活質(zhì)量，隨著以人為本的城市可持續(xù)發(fā)展目標(biāo)的確立，加強(qiáng)道路現(xiàn)代化管理，提高城市社會(huì)經(jīng)濟(jì)系統(tǒng)運(yùn)行效率，已經(jīng)引起了政府、企業(yè)及社會(huì)公眾等城市社會(huì)的普遍關(guān)注。①一方面，大建設(shè)所提供高質(zhì)量物質(zhì)基礎(chǔ)和載體，將對(duì)道路管理提出新的更高要求；另一方面，現(xiàn)有城市基礎(chǔ)設(shè)施的優(yōu)化運(yùn)作，將要求道路管理手段不斷更新。隨著道路設(shè)施量的不斷增加，市民對(duì)城市交通、環(huán)境、居住等質(zhì)量要求日趨增強(qiáng)，道路創(chuàng)新管理和動(dòng)態(tài)調(diào)控的需求也越來(lái)越高，只有實(shí)現(xiàn)管理從定性變?yōu)槎�、靜態(tài)變?yōu)閯?dòng)態(tài)、單一變?yōu)榫C合的轉(zhuǎn)變,才能發(fā)揮現(xiàn)有道路設(shè)施的最佳效能，從而進(jìn)一步提高城市的運(yùn)行效率，不斷滿足城市生產(chǎn)和人民生活的需要。

盡管近幾年，上海在道路管理中努力摸索模式創(chuàng)新，積極應(yīng)用各種現(xiàn)代化手段逐步提高管理水平，但從總體的效果和水平來(lái)看，還有待于進(jìn)一步的完善和發(fā)展。道路現(xiàn)代化管理模式有很多，目前主要任務(wù)就是要科學(xué)再造管理流程，細(xì)化

明確管理對(duì)象，，建立主動(dòng)發(fā)現(xiàn)問(wèn)題機(jī)制，并積極依托數(shù)字化、信息化技術(shù)，實(shí)現(xiàn)科學(xué)、現(xiàn)代的管理目標(biāo)，從而不斷提升道路對(duì)社會(huì)公眾的服務(wù)水平和服務(wù)效率。

本文從研究道路管理管理增效為切入點(diǎn)，通過(guò)較為系統(tǒng)地闡述了道路設(shè)施量、交通需求和運(yùn)行管理體系現(xiàn)狀，從管理觀念、管理環(huán)節(jié)、管理方式、管理手段和管理監(jiān)督等方面，指出了目前道路管理中存在的問(wèn)題，并分析了原因，從而提出為進(jìn)一步完善道路綜合管理，如何科學(xué)再造管理流程，如何建立健全長(zhǎng)效管理機(jī)制，如何不斷提升道路管理效率和質(zhì)量、公共服務(wù)能級(jí)，在學(xué)習(xí)借鑒其他城市管理經(jīng)驗(yàn)的基礎(chǔ)上，深入研究道路管理實(shí)際需求，提出應(yīng)用網(wǎng)格化管理的方式對(duì)道路進(jìn)行綜合管理的實(shí)施方案。

二、研究目的

上海市委、市政府在道路建設(shè)和管理方面，堅(jiān)持“建管并舉、重在管理”的指導(dǎo)方針，積極貫徹實(shí)施上海加強(qiáng)現(xiàn)代化城市管理行動(dòng)綱要，取得了初步成效。但道路管理與當(dāng)前城市人口規(guī)模的膨脹和社會(huì)經(jīng)濟(jì)迅速增長(zhǎng)的需求相比，道路的現(xiàn)代化管理水平還有較大差距。①對(duì)照新形勢(shì)下的新要求，當(dāng)前上海的道路管理還存在著不少疑難頑癥和突出矛盾亟待解決。究其深層次的原因，主要是道路管理綜合協(xié)調(diào)性不強(qiáng)，表現(xiàn)在體制上存在職能交叉、界面不清以及基層力量薄弱等問(wèn)題；在管理的每個(gè)環(huán)節(jié)上都不同程度存在不足，在方式上主要依靠行政管理模式，綜合方式運(yùn)用不夠；在手段上主要依賴傳統(tǒng)手段，先進(jìn)技術(shù)運(yùn)用不夠；在管理監(jiān)督上除了行業(yè)自我監(jiān)督外，主要是市民投訴、媒體曝光，缺乏主動(dòng)的、全面的、及時(shí)的監(jiān)督，導(dǎo)致政府管理部門經(jīng)常處于被動(dòng)狀態(tài)。

本文研究目的在于力求探索一種針對(duì)于道路等公共產(chǎn)品現(xiàn)代化、數(shù)字化、信息化管理的新模式和新方法，通過(guò)改進(jìn)政府管理方式，改造管理流程，整合管理資源，以提高政府執(zhí)行力和行政效率，提升公共物品的服務(wù)水平和效益，從而更好地為社會(huì)公眾提供良好的服務(wù)。同時(shí)，通過(guò)研究，提出依托現(xiàn)有信息化發(fā)展優(yōu)勢(shì)和數(shù)字化先進(jìn)技術(shù)，利用網(wǎng)格化管理新模式，將道路管理區(qū)域的單元化、管理對(duì)象的部件化、管理流程的實(shí)時(shí)化、綜合評(píng)價(jià)的科學(xué)化，從而達(dá)到基本實(shí)現(xiàn)道路管理對(duì)象數(shù)字化、管理過(guò)程數(shù)字化和管理評(píng)價(jià)數(shù)字化的目標(biāo)。期望通過(guò)本文的研究，能對(duì)上海道路服務(wù)能力的提高和管理水平的提升提供現(xiàn)實(shí)應(yīng)用價(jià)值。
