【摘要】：渤海灣南部海域是我國唯一的北向受風(fēng)的區(qū)域,所以冬季季風(fēng)來臨時,影響最為嚴(yán)重,而且這片海域橫跨我國黃海和渤海,連接遼東半島和膠東半島,屬于環(huán)渤海灣經(jīng)濟圈的重要水上通道,因此,呈現(xiàn)出航道航線交叉、通航環(huán)境復(fù)雜、船舶流量大、水文氣象惡劣等特點,對海事部門的安全監(jiān)管帶來眾多難題。近年來,在惡劣天氣下,許多船舶特別是途經(jīng)船舶,由于對這片海域的情況不了解,加之公司管理、船員素質(zhì)、船舶狀況、載貨種類等原因,海上事故頻發(fā),所以,在惡劣天氣下,針對途經(jīng)渤海灣南部海域船舶的安全監(jiān)管研究已經(jīng)非常必要。由于途經(jīng)船舶航經(jīng)多個港口,船舶信息無法實現(xiàn)共享,而且海事部門對這類船舶的監(jiān)管手段比較單一,所以一直沒有比較好的監(jiān)管措施。本文通過對渤海灣南部海域惡劣天氣下途經(jīng)船舶的安全監(jiān)管研究,有針對性地提出對途經(jīng)船舶的監(jiān)控管理對策,可以改善和提高海事船舶交通管理中心對途經(jīng)船舶的管理效率,減少海上安全事故發(fā)生。而且因為途經(jīng)船舶具有相通性,所以本文所提出的應(yīng)對策略和措施,對于我國其他海域的海事監(jiān)管,也可以起到一定的借鑒作用。本文主要做了以下幾個方面的研究工作：第一,分析渤海灣南部海域通航環(huán)境、冬季海況、水文氣象、極端惡劣天氣、船舶基本情況和事故發(fā)生原因等：第二,分析渤海灣南部海域惡劣天氣下途經(jīng)船舶存在的安全風(fēng)險,提出影響途經(jīng)船舶安全的主要因素；第三,運用模糊綜合評價方法,對在惡劣天氣期間,途經(jīng)渤海灣南部海域船舶的安全風(fēng)險進行評判；第四,總結(jié)目前海事現(xiàn)行的行之有效的監(jiān)管做法,提出了渤海灣南部海域途經(jīng)船舶安全監(jiān)管的機制和措施。
[Abstract]:The southern sea area of Bohai Bay is the only northerly wind-stricken area in China, so when the winter monsoon comes, the impact is the most serious. Moreover, this area straddles Huang Hai and the Bohai Sea, connecting Liaodong Peninsula and Jiaodong Peninsula. It belongs to the important water passage of the Bohai Bay economic circle. Therefore, it has the characteristics of crossing the waterway route, complicated navigation environment, large ship flow, bad hydrology and so on. In recent years, in bad weather, many ships, especially passing ships, because of the lack of understanding of the sea area, coupled with company management, the quality of the crew. Ship condition, cargo type and other reasons, frequent maritime accidents, so in bad weather, it is necessary to study the safety supervision of ships passing through the southern waters of Bohai Bay, because of passing through a number of ports. Ship information can not be shared, and the maritime sector has a relatively simple regulatory means for such ships. So there has been no good regulatory measures. Through the study on the safety supervision of passing ships in the southern Bohai Bay under the bad weather, the paper puts forward the countermeasures of monitoring and management of passing ships. It can improve and improve the management efficiency of the maritime vessel traffic management center, reduce the occurrence of maritime safety accidents. And because of the similarity of passing through the ship, the countermeasures and measures proposed in this paper. For other maritime areas of China, can also play a certain reference role. This paper mainly do the following aspects of research work: first, analysis of the southern Bohai Bay navigable environment, sea conditions in winter. Hydrometeorology, extreme bad weather, the basic conditions of the ship and the cause of the accident. Second, analyze the safety risk of passing through the ship under the bad weather in the south of Bohai Bay. The main factors affecting the safety of passing ships are put forward. Thirdly, the fuzzy comprehensive evaluation method is used to evaluate the safety risk of ships passing through the southern Bohai Bay during the severe weather. In 4th, this paper summarizes the current effective supervision practices of maritime affairs, and puts forward the mechanism and measures of ship safety supervision in the southern Bohai Bay.
