【摘要】：作為城市綜合交通體系的重要子系統(tǒng),公共交通系統(tǒng)的科學(xué)構(gòu)架與良性發(fā)展,對(duì)于協(xié)調(diào)體系內(nèi)其他子系統(tǒng),以及促進(jìn)城市集約、綠色、可持續(xù)發(fā)展具有重要作用。但以往的公共交通規(guī)劃常�！熬凸徽摴弧�,忽視了“以人為本”的發(fā)展理念以及公交對(duì)引導(dǎo)城市發(fā)展的作用。因此,如何以“公交優(yōu)先”的內(nèi)涵為導(dǎo)向,合理科學(xué)地提出公共交通規(guī)劃指標(biāo),形成對(duì)規(guī)劃的引導(dǎo)十分重要。本文首先基于人口、用地規(guī)模、城市空間形態(tài)、居民出行特征等要素,通過統(tǒng)計(jì)分析,總結(jié)不同類型城市的宏觀出行需求。以宏觀需求作為基礎(chǔ),提出不同城市的公共交通系統(tǒng)的功能定位及構(gòu)架模式,并立足于公交服務(wù)對(duì)象,從服務(wù)可獲性切入,提出各類城市公共交通發(fā)展的控制目標(biāo)——公共交通單程出行最大時(shí)耗。在戰(zhàn)略層面的控制指標(biāo)——公共交通單程出行最大時(shí)耗的導(dǎo)向下,本文從選取指標(biāo)的原因、指標(biāo)的確定方法兩個(gè)方面,對(duì)空間可獲性及時(shí)間可獲性的規(guī)劃指標(biāo)進(jìn)行了研究�？臻g可獲性指標(biāo)側(cè)重研究與公共交通“最后一公里”接駁相關(guān)的規(guī)劃要求,提出了公交線網(wǎng)道路覆蓋率、服務(wù)基元覆蓋率和基于服務(wù)基元的公共汽(電)車首末站配建標(biāo)準(zhǔn)3個(gè)新指標(biāo),并針對(duì)不同交通分區(qū)提出了指標(biāo)建議值；時(shí)間可獲性指標(biāo)側(cè)重研究公共交通服務(wù)過程中影響總體出行時(shí)耗的指標(biāo),通過對(duì)線路進(jìn)行分級(jí),提出影響車內(nèi)時(shí)間、等車時(shí)間和換乘時(shí)間的不同層級(jí)線路的站間距、公交專用道覆蓋率及發(fā)車間隔3個(gè)指標(biāo)。本文的研究成果體現(xiàn)了“公交優(yōu)先”的科學(xué)內(nèi)涵,對(duì)推進(jìn)“以人為本”的公共交通規(guī)劃具有一定的導(dǎo)向意義。
[Abstract]:As an important subsystem of city comprehensive transportation system, build scientific and healthy development of the public transport system for the coordination of the system of other subsystems, and promote the city intensive, green, plays an important role in sustainable development. But in the past the public traffic planning often "bus on bus", ignore the role of "people-oriented" development philosophy the bus and to guide the development of the city. Therefore, how to connotation of "bus priority" as a guide, put forward public traffic planning index reasonably, the formation of planning guidance is very important. Based on population, land use scale, city space form, residents travel characteristics and other factors, through statistical analysis, summed up the different types of the city's macro travel demand. To the macro demand as the basis, put forward the function orientation and mode of public transportation system in different city, and based on the bus From the service object, service availability can be cut, put forward all kinds of city public transportation development control objectives of public transport travel time. The maximum one-way control of public transport travel strategic index one-way maximum consumption oriented, this paper selects the reasons from the two aspects of indicators, the method of determining index, the space can be by the time and can obtain the index of planning is studied. Space availability index focuses on public transportation and the "last mile" access requirements related to the planning, put forward the road transit network coverage, service primitives coverage and service primitives based on public steam (electric) cars at the end of the first station with the construction of a standard 3 new indicators, and for different traffic zones proposed index value; effect of total travel time availability index focuses on the study of public transport services in the process of consumption index, based on the line The influence of grading, car time, different levels of line waiting time and transfer time of the distance between stations, 3 indicators of bus lane coverage and departure interval. The research results of this paper embodies the scientific connotation of "bus priority", to certain has the guiding significance for promoting the public to people-oriented "planning.
