【摘要】：根據(jù)國(guó)務(wù)院關(guān)于投資體制改革的決定要求,對(duì)使用政府性資金投資建設(shè)的項(xiàng)目,實(shí)行工程項(xiàng)目可行性研究審批制。城市道路的投資屬于典型的政府投資基礎(chǔ)設(shè)施建設(shè)項(xiàng)目。由于城市道路的建設(shè)方案的提出相比較公路建設(shè)項(xiàng)目要復(fù)雜,面臨的交通方式較多,交通預(yù)測(cè)與城市發(fā)展規(guī)劃有關(guān),簡(jiǎn)單套用公路工程建設(shè)項(xiàng)目的交通預(yù)測(cè)方案來規(guī)劃建設(shè)方案不太合適。本文以獅山路改造工程為研究對(duì)象,依據(jù)對(duì)項(xiàng)目的城市規(guī)劃和交通現(xiàn)狀的調(diào)查研究基礎(chǔ)上,分析論證項(xiàng)目建設(shè)的功能定位和必要性;通過交通量分析與預(yù)測(cè),得出符合交通需求對(duì)應(yīng)的建設(shè)標(biāo)準(zhǔn)。結(jié)合現(xiàn)場(chǎng)實(shí)際情況,對(duì)工程建設(shè)條件和現(xiàn)狀進(jìn)行評(píng)價(jià),分析可能的工程建設(shè)方案,從技術(shù)、建設(shè)條件、費(fèi)用效益等方面進(jìn)行初步比選論證,從而推薦比較合理的建設(shè)方案。通過進(jìn)行項(xiàng)目可行性研究,該項(xiàng)目技術(shù)上可行、經(jīng)濟(jì)上合理,并為下階段工作提供指導(dǎo)。
[Abstract]:In accordance with the requirements of the decision of the State Council on the reform of the investment system, it is necessary to invest in construction projects using government funds. Implementation of the project feasibility study examination and approval system. Urban road investment is a typical government investment in infrastructure construction projects. Because the proposed urban road construction project is more complex than highway construction projects. Traffic forecast is related to urban development planning. It is not suitable to simply apply the traffic forecast scheme of highway construction project to plan the construction plan. This paper takes the Lion Rock Road reconstruction project as the research object. Based on the investigation and study of the urban planning and traffic status of the project, the function orientation and necessity of the project construction are analyzed and demonstrated. Through traffic volume analysis and prediction, the corresponding construction standards are obtained. Combined with the actual situation of the site, the construction conditions and current situation of the project are evaluated, and the possible project construction scheme is analyzed from the technical point of view. Through the feasibility study of the project, the project is technically feasible and economically reasonable. And to provide guidance for the next phase of the work.
