【摘要】:2020年我國實(shí)現(xiàn)全面小康社會(huì),作為西部地區(qū)國家級(jí)貧困縣的海原縣積極推進(jìn)城鄉(xiāng)道路客運(yùn)一體化發(fā)展,是實(shí)現(xiàn)城鄉(xiāng)道路客運(yùn)資源共享、提供優(yōu)質(zhì)服務(wù),方便政策協(xié)調(diào)、合理安排布局、優(yōu)化道路運(yùn)輸公共資源結(jié)構(gòu)的必經(jīng)之路,是加強(qiáng)海原縣城內(nèi)緊密聯(lián)系,提高服務(wù)質(zhì)量,提高海原縣居民出行比率,增強(qiáng)城與鄉(xiāng)之間的聯(lián)系,實(shí)現(xiàn)城鄉(xiāng)經(jīng)濟(jì)社會(huì)共同發(fā)展,是實(shí)踐科學(xué)發(fā)展觀、貫徹中央統(tǒng)籌城鄉(xiāng)協(xié)調(diào)發(fā)展戰(zhàn)略、落實(shí)中央“三農(nóng)”政策的重要舉措。進(jìn)一步實(shí)現(xiàn)城鄉(xiāng)經(jīng)濟(jì)社會(huì)一體化發(fā)展。對加快轉(zhuǎn)變城鄉(xiāng)道路客運(yùn)發(fā)展、提升行業(yè)可持續(xù)發(fā)展、推進(jìn)道路運(yùn)輸公共服務(wù)均等化具有重要意義。目前,海原縣城市公交、城鎮(zhèn)客運(yùn)、農(nóng)村客運(yùn)發(fā)展參差不齊,客運(yùn)網(wǎng)絡(luò)發(fā)展不協(xié)調(diào),政策不配套、銜接不順暢的問題突出,制約了城鄉(xiāng)道路客運(yùn)服務(wù)居民出行的能力和水平,對城鄉(xiāng)道路客運(yùn)的競爭力和可持續(xù)發(fā)展能力不利。為了推進(jìn)城鄉(xiāng)客運(yùn)一體化,確定了以“兩城”為中心,輻射全縣所有鎮(zhèn)村的“城市公交、城鎮(zhèn)公交、村鎮(zhèn)公交”三級(jí)城鄉(xiāng)客運(yùn)一體化網(wǎng)絡(luò)系統(tǒng),實(shí)現(xiàn)城市公交網(wǎng)絡(luò)500米半徑覆蓋率不小于90%,農(nóng)村客運(yùn)線路公交化運(yùn)行率達(dá)到100%,鄉(xiāng)鎮(zhèn)客運(yùn)站建成率和建制村招呼站建成率均達(dá)到100%的規(guī)劃目標(biāo)。在現(xiàn)場調(diào)研、收集資料等基礎(chǔ)上,提出海原縣城鄉(xiāng)客運(yùn)一體化發(fā)展的發(fā)展戰(zhàn)略,從一體化網(wǎng)絡(luò)、一體化智能管理、一體化運(yùn)營服務(wù)構(gòu)建海原縣城鄉(xiāng)客運(yùn)體系。根據(jù)海原縣的經(jīng)濟(jì)社會(huì)發(fā)展戰(zhàn)略和空間布局規(guī)劃,進(jìn)行海原縣城鄉(xiāng)客運(yùn)一體化的需求分析和預(yù)測,在預(yù)測的基礎(chǔ)上,對海原縣城鄉(xiāng)公共交通系統(tǒng)從近期遠(yuǎn)期兩個(gè)角度對線路和場站設(shè)施進(jìn)行了規(guī)劃。為了增強(qiáng)公交營運(yùn)方面的安全管理,使調(diào)度運(yùn)力有所提升,服務(wù)質(zhì)量得到改觀,當(dāng)運(yùn)營過程中車內(nèi)出現(xiàn)異常情況時(shí)公交動(dòng)態(tài)監(jiān)控能迅速感知,對海原縣城鄉(xiāng)交通一體化智能調(diào)度系統(tǒng)進(jìn)行了設(shè)計(jì)。為更好地實(shí)現(xiàn)海原縣城鄉(xiāng)公共交通的一體化,進(jìn)一步對城鄉(xiāng)客運(yùn)運(yùn)營模式和管理體系進(jìn)行了設(shè)計(jì),并根據(jù)市場運(yùn)作的特點(diǎn),研究了城鄉(xiāng)交通一體化組織架構(gòu),政府計(jì)劃將各類公交資源全部匯總到公交交通集團(tuán),并主導(dǎo)規(guī)劃、指導(dǎo)、監(jiān)管這三個(gè)方面,來充分表現(xiàn)公交事業(yè)所帶來的的便民性和公益性,同時(shí),政府將通過補(bǔ)助來保證私營企業(yè)的合法利益并授權(quán)公交集團(tuán)各分公司可以對全縣公交資源進(jìn)行一體化運(yùn)行。本研究的開展對海原縣完成對調(diào)整城鄉(xiāng)客運(yùn)網(wǎng)絡(luò)布局,合理確定汽車站場功能分區(qū),實(shí)現(xiàn)旅客在站內(nèi)就能實(shí)現(xiàn)四級(jí)客運(yùn)網(wǎng)絡(luò)間的無縫銜接換乘(即:城際、城鄉(xiāng)、縣鄉(xiāng)、鎮(zhèn)村),對穩(wěn)步發(fā)展全縣城鄉(xiāng)客運(yùn)網(wǎng)絡(luò)有積極的作用和意義,有助于海原縣建成形成分工明確、網(wǎng)絡(luò)銜接順暢的城鄉(xiāng)道路客服體系,城鄉(xiāng)道路上客運(yùn)車輛的公交化比率將會(huì)提升,減少城鄉(xiāng)道路客運(yùn)車輛交通責(zé)任事故,早日實(shí)現(xiàn)城鄉(xiāng)道路客運(yùn)中基礎(chǔ)設(shè)施、信息服務(wù)及發(fā)展政策方面的一體化水平。
[Abstract]:To achieve a comprehensive well-off society in China in 2020, as a state-level poverty-stricken counties in the western region of Haiyuan county actively promote the development of urban and rural road passenger transportation integration, is the realization of urban and rural road passenger transportation resource sharing, to provide quality services, to facilitate policy coordination, reasonable layout, optimize the structure of public resources the only way which must be passed the road transport, Haiyuan county is to strengthen the internal contact closely, improve the quality of service, improve the residents of Haiyuan county travel rate, enhance city and rural, urban and rural economic and social development to achieve common practice, is Scientific Outlook on Development, implement the central urban and rural coordinated development strategy, an important measure to implement the "three agricultural" policy. To further realize the integration of urban and rural economic and social development. To accelerate the transformation of urban and rural road passenger transport development, enhance the sustainable development of the industry, is of great significance to promote the road transportation equalization of public services. At present, Haiyuan County City bus, urban passenger transport, uneven development of rural passenger transport, passenger transport network development coordination, policy is not complete, the convergence is not smooth problems, restricting the ability and level of urban and rural road passenger transport services for urban and rural residents travel, road passenger transport competitiveness and sustainable development ability of disadvantage. In order to promote the integration of urban and rural passenger transport, to determine the two city "as the center, all county towns and villages of radiation" city bus, urban transit, transit village "three level of integration of urban and rural passenger transport network system, realize the city bus network coverage of 500 meters radius of not less than 90%, rural passenger bus lines operating rate reached 100%, the planning target completion rate and the establishment of rural passenger village called station completion rate reached 100%. In the field investigation, data collection basis, puts forward the development strategy of the integrated development of urban and rural passenger transport in Haiyuan County, from the integrated development of network. Intelligent management, integrated operation service construction of Haiyuan county urban and rural passenger transport system. According to the Haiyuan County Economic and social development strategy and space layout planning, demand analysis and forecasting of urban and rural passenger transport integration in Haiyuan County, based on the forecasts of Haiyuan county urban and rural public transportation system from two aspects: short-term and long-term planning of the line and station facilities. In order to strengthen the safety management of bus operation, the scheduling capacity has improved, the quality of service has been changed, when the abnormal situation in the operation process of car bus dynamic monitoring can quickly perceive, in Haiyuan County, the integration of urban and rural transportation intelligent dispatching system is designed. In order to better achieve the integration of urban and rural public transportation in Haiyuan county further, the urban and rural passenger transport operation mode and management system is designed, and according to the characteristics of the operation of the market, the development of urban and rural transportation The organization, the government plans to put all kinds of public resource all aggregated to the public transport group, and led the planning, guidance, supervision of the three aspects, to convenience and public welfare, the full performance of public transportation brought at the same time, the government through subsidies to ensure the legitimate interests of private enterprises and authorized Bus Group subsidiaries can be integrated operation of the county bus resources. This study on the completion of the adjustment of Haiyuan county urban and rural passenger transport network layout, reasonably determine the bus station function division, passenger seamless transfer of four passenger network in the station can (i.e. intercity, urban and rural, county, town and Village), role and significance positive for the steady development of the urban and rural passenger transport network, contribute to the formation of Haiyuan county built a clear division of labor, urban and rural road network linking customer service system smoothly, urban and rural road passenger vehicles on the bus The ratio will increase, reduce the traffic accidents of urban and rural road passenger vehicles, and achieve the integration level of infrastructure, information services and development policies in urban and rural road passenger traffic as early as possible.
