【摘要】：文章分析了目前以倒班功能為主的海洋石油支持船在運送海上作業(yè)人員的現(xiàn)狀和存在的問題,梳理了《特殊用途船舶安全規(guī)則》中對特種用途船舶和特殊人員的定義及要求,從公約規(guī)范要求、倒班船舶與海上油田作業(yè)人員的載運能力分析和實際操作三個層面對海上油田作業(yè)人員并入《特殊用途船舶安全規(guī)則》中特殊人員進(jìn)行可行性分析。建議將倒班船舶運送的海上作業(yè)人員按照特殊人員對待,解決目前海上油田倒班壓力嚴(yán)重的突出問題,保障海上油氣開采的安全合理高效運行。
[Abstract]:This paper analyzes the present situation and existing problems of the offshore oil support ship which mainly uses shift functions to transport the personnel at sea, and combs the definition and requirements of the special purpose ship and special personnel in the Safety Code for Special purpose ships. According to the requirements of the convention, the feasibility analysis of carrying capacity and practical operation of shift ships and operators of offshore oil fields is carried out on the basis of the incorporation of special personnel into the Safety Code of Special purpose ships. It is suggested that the marine operators transported by shift ships should be treated in accordance with special personnel to solve the serious problems of shift pressure in offshore oil fields at present and ensure the safe, reasonable and efficient operation of offshore oil and gas production.
