【摘要】：近年來,黑龍江內河客船發(fā)展穩(wěn)定,呈現持續(xù)增長的態(tài)勢,但是,隨著內河客船數量的增長,水上安全形勢不容樂觀,由于船員失誤造成的水上交通事故時有發(fā)生,究其原因多為客船船長適任能力存在不足造成的。因此,有必要研究一套適用于黑龍江內河客船船長適任能力的評價標準,公正的、客觀的評價其綜合能力,以減少人為因素造成的內河客船水上交通安全事故。本文通過總結國內外船員適任基礎研究和綜合評價研究為基礎,通過專家調查法,對影響黑龍江內河客船船長適任能力的主要因素進行了系統(tǒng)的分析,建立了黑龍江內河客船船長適任性評價指標體系,并運用層次分析法確定了各評價指標的權重,再利用模糊綜合評價建立了黑龍江內河客船船長適任性模糊綜合評價模型,并進行了驗證。本文通過對模型的驗證和分析,證明了建立的模型符合黑龍江內河客船的實際情況,可以反映出客船船長與一般船舶船長之間以及客船船長與客船船員之間能力要求的不同,并發(fā)現了關系客船船長適任能力的主要因素是決策能力、應急應變能力、安全意識、責任意識四個方面。本文所建立的黑龍江內河客船船長適任性模糊綜合評價模型可為黑龍江內河客船船長的適任能力跟蹤檢查提供科學的手段,可為海事主管機關制定和修改內河客船船員管理相關規(guī)定提供理論依據,并可為航運公司選拔客船船長、培養(yǎng)骨干提供比較科學的方法,對黑龍江內河航運安全具有比較重要的現實意義。
[Abstract]:In recent years, the development of inland river passenger ships in Heilongjiang has been stable, showing a trend of continuous growth. However, with the increase in the number of inland river passenger ships, the water safety situation is not optimistic, and accidents on the water caused by crew errors occur from time to time. Most of the reasons are due to the deficiency of the captainability of passenger ships. Therefore, it is necessary to study a set of evaluation criteria applicable to the suitable capacity of captain of inland river passenger ship in Heilongjiang, and to evaluate its comprehensive ability impartially and objectively in order to reduce the accidents caused by human factors. On the basis of summing up the basic research and comprehensive evaluation of seafarers' suitability at home and abroad, this paper systematically analyzes the main factors that affect the captainability of the captain of the inland river passenger ship in Heilongjiang province through the method of expert investigation. The evaluation index system of captains' captainability of Heilongjiang inland river passenger ship is established, and the weight of each evaluation index is determined by using the analytic hierarchy process (AHP), and the fuzzy comprehensive evaluation model of the captainability of Heilongjiang inland river passenger ship is established by using fuzzy comprehensive evaluation. And verified. Through the verification and analysis of the model, it is proved that the established model accords with the actual situation of Heilongjiang inland river passenger ship, and can reflect the difference between the captain of the passenger ship and the captain of the ordinary ship, as well as between the captain of the passenger ship and the crew of the passenger ship. It is found that the main factors related to the captainability of passenger ships are decision-making ability, emergency response ability, safety consciousness and responsibility consciousness. The fuzzy comprehensive evaluation model of the captainability of the captain of Heilongjiang inland river passenger ship established in this paper can provide a scientific means for tracking and checking the suitable capacity of the captain of Heilongjiang inland river passenger ship. It may provide a theoretical basis for the competent maritime authorities to formulate and amend the relevant regulations on the management of crew members of inland passenger ships, and may provide a relatively scientific method for shipping companies to select the captains of passenger ships and train the backbone. It has important practical significance to the navigation safety of Heilongjiang inland river.
