【摘要】：產(chǎn)業(yè)集群作為區(qū)域經(jīng)濟(jì)發(fā)展的重要載體一直是學(xué)術(shù)界研究的熱點(diǎn)并在實(shí)際發(fā)展過程中被很多地方政府所應(yīng)用，在全國很多地方都出現(xiàn)了專業(yè)性的產(chǎn)業(yè)集群如溫州的制鞋集群、吳江盛澤的絲綢產(chǎn)業(yè)集群、北京的中關(guān)村IT與互聯(lián)網(wǎng)集群等，這些都有力的促進(jìn)了地區(qū)經(jīng)濟(jì)的發(fā)展并帶動(dòng)了上下游配套產(chǎn)業(yè)與服務(wù)業(yè)的發(fā)展，這都說明了產(chǎn)業(yè)集群是一種非常實(shí)用推動(dòng)區(qū)域經(jīng)濟(jì)發(fā)展的模式與組織。但是在實(shí)際應(yīng)用的過程中我們往往會(huì)只看到產(chǎn)業(yè)集群發(fā)展的優(yōu)勢(shì)而忽視了產(chǎn)業(yè)集群本身以及產(chǎn)業(yè)集群網(wǎng)絡(luò)所蘊(yùn)含的風(fēng)險(xiǎn)，包括集群網(wǎng)絡(luò)的本地根植性與信息傳遞的滯后性等多個(gè)弊端，本文就是要對(duì)集群風(fēng)險(xiǎn)進(jìn)行理論與實(shí)證的研究。 江蘇船舶工業(yè)集群擁有良好的自然稟賦條件并接近用戶市場(chǎng)，擁有天然的優(yōu)勢(shì)，，同時(shí)資本與技術(shù)工人豐富，在中國船舶工業(yè)版圖中占據(jù)著最重要的位置，但是由于產(chǎn)業(yè)鏈低端以及產(chǎn)業(yè)網(wǎng)絡(luò)中的主體缺乏相關(guān)的交流與合作，導(dǎo)致集群網(wǎng)絡(luò)的風(fēng)險(xiǎn)在逐漸加大，在國際船運(yùn)業(yè)低谷中未能很好的抵御風(fēng)險(xiǎn)，暴露出很大的產(chǎn)業(yè)集群整體網(wǎng)絡(luò)風(fēng)險(xiǎn)。 本文首先對(duì)產(chǎn)業(yè)集群風(fēng)險(xiǎn)與集群網(wǎng)絡(luò)的概念進(jìn)行了文獻(xiàn)的綜述，并對(duì)國內(nèi)外船舶集群的研究進(jìn)行了梳理，在對(duì)前人研究的基礎(chǔ)上，提出了從網(wǎng)絡(luò)視角下對(duì)江蘇船舶產(chǎn)業(yè)集群進(jìn)行研究，然后論述了江蘇船舶產(chǎn)業(yè)集群是一個(gè)網(wǎng)絡(luò)并分析了網(wǎng)絡(luò)的特征與結(jié)構(gòu)，在對(duì)江蘇船舶產(chǎn)業(yè)集群現(xiàn)狀與特征分析的基礎(chǔ)上得出江蘇船舶產(chǎn)業(yè)集群網(wǎng)絡(luò)結(jié)構(gòu)與集群風(fēng)險(xiǎn)存在正相關(guān)的關(guān)系，同時(shí)提出了假設(shè)并對(duì)假設(shè)計(jì)量與實(shí)證檢驗(yàn)，實(shí)證與計(jì)量的結(jié)果也驗(yàn)證了假設(shè)的存在，在文章的最后提出了研究的結(jié)論與政策建議，并對(duì)下一步研究方向做了闡述。
[Abstract]:As an important carrier of regional economic development, industrial cluster has been the hot spot of academic research and has been applied by many local governments in the process of actual development. In many parts of the country, professional industrial clusters such as Wenzhou shoemaking clusters have emerged. The silk industry cluster of Wu Jiang Shengze, the IT and Internet cluster of Zhongguancun in Beijing, and so on, have powerfully promoted the development of the regional economy and the development of supporting industries and service industries in the upper and lower reaches. This shows that industrial cluster is a very practical model and organization to promote the development of regional economy. However, in the process of practical application, we often only see the advantages of the development of industrial clusters and ignore the risks of industrial clusters themselves and industrial cluster networks. Including the local root of cluster network and the lag of information transmission, this paper is to carry out theoretical and empirical research on cluster risk. Jiangsu Shipbuilding Industry Cluster has good natural endowment, close to user market, natural advantages, abundant capital and skilled workers, and occupies the most important position in China's shipbuilding industry. However, due to the low end of the industrial chain and the lack of related communication and cooperation among the main bodies of the industrial network, the risk of the cluster network is gradually increasing, and it fails to resist the risks very well in the low valley of the international shipping industry. Exposed a large industrial cluster overall network risks. Firstly, this paper summarizes the concept of industrial cluster risk and cluster network, and combs the research of ship cluster at home and abroad. This paper puts forward the research of Jiangsu shipbuilding industry cluster from the angle of network, and then discusses that Jiangsu shipbuilding industrial cluster is a network and analyzes the characteristics and structure of the network. Based on the analysis of the present situation and characteristics of Jiangsu shipbuilding industry cluster, it is concluded that there is a positive correlation between the network structure of Jiangsu shipbuilding industry cluster and the risk of cluster. At the same time, the hypothesis and the hypothesis measurement and empirical test are put forward. The empirical and econometric results also verify the existence of the hypothesis. At the end of the article, the conclusions and policy recommendations are proposed, and the next research direction is expounded.
