惠州市海上搜救應(yīng)急力量聯(lián)動(dòng)研究

【摘要】:我國(guó)是海洋大國(guó),隨著我國(guó)海洋戰(zhàn)略的變化,海上活動(dòng)將日益頻繁,不可避免的會(huì)產(chǎn)生海上險(xiǎn)情事故,海上交通安全形勢(shì)不容樂觀,應(yīng)對(duì)海上突發(fā)事件工作日趨繁重。海上應(yīng)急工作對(duì)我國(guó)經(jīng)濟(jì)社會(huì)的發(fā)展具有重要的公益性作用。黨的十八屆三中全會(huì)提出要切實(shí)轉(zhuǎn)變政府職能,增強(qiáng)政府公信力,建設(shè)服務(wù)型政府,要深化安全生產(chǎn)管理體制改革,建立隱患排查治理體系和安全預(yù)防控制體系,遏制重特大安全事故。海上突發(fā)事件具有險(xiǎn)情多樣化、復(fù)雜化,實(shí)施救助難度大、成本高,救助要求時(shí)效性強(qiáng)、敏感性強(qiáng),遇險(xiǎn)對(duì)象復(fù)雜(包括涉外性、甚至國(guó)際性)等特點(diǎn),如果處理不好容易演變成重特大安全事故,從而降低政府的公信力和信譽(yù),甚至引發(fā)群體性事件,嚴(yán)重的還會(huì)造成國(guó)際負(fù)面影響。加強(qiáng)海上應(yīng)急工作,是提高政府公共服務(wù)能力的體現(xiàn),是各級(jí)政府和有關(guān)部門義不容辭的責(zé)任。我國(guó)各級(jí)海上搜救中心,肩負(fù)著維護(hù)海上交通安全、救助水上人命的重要使命。深入研究我國(guó)當(dāng)前海上應(yīng)急救助體系和海上應(yīng)急能力,有利于提高我國(guó)海上應(yīng)急救援能力,提高國(guó)際形象。本文通過對(duì)惠州市海上應(yīng)急搜救聯(lián)動(dòng)現(xiàn)狀的分析,在肯定惠州市在海上應(yīng)急搜救聯(lián)動(dòng)工作中取得成績(jī)的同時(shí),針對(duì)當(dāng)前惠州市在海上應(yīng)急搜救聯(lián)動(dòng)工作中存在的問題,如海上搜救法律、法規(guī)還有待進(jìn)一步健全;海上搜救法律關(guān)系還需要進(jìn)一步理順,海上搜救機(jī)制難以有效發(fā)揮;海上應(yīng)急搜救活動(dòng)缺少合作框架等,運(yùn)用現(xiàn)代公共管理理論和研究方法,比較分析美國(guó)、日本等西方資本主義發(fā)達(dá)國(guó)家海上安全管理和海上搜救體制機(jī)制,借鑒國(guó)外發(fā)達(dá)國(guó)家海上應(yīng)急的成功經(jīng)驗(yàn),對(duì)惠州市在海上應(yīng)急搜救中存在的問題進(jìn)行研究,提出解決惠州市在應(yīng)對(duì)轄區(qū)海上應(yīng)急救援聯(lián)動(dòng)中存在問題的對(duì)策和建議,實(shí)現(xiàn)增強(qiáng)相關(guān)職能部門在海上應(yīng)急搜救工作的公共服務(wù)能力,完善海上搜救應(yīng)急協(xié)調(diào)機(jī)制;明確地方政府在海上應(yīng)急救援中的職責(zé)和地位,實(shí)現(xiàn)政府在海上應(yīng)急工作中發(fā)揮的主導(dǎo)作用;在政府主導(dǎo)的框架下,加強(qiáng)國(guó)際或地區(qū)間的交流與合作,大力推動(dòng)海上應(yīng)急救助立體化建設(shè),建立海上應(yīng)急管理整體聯(lián)動(dòng)機(jī)制,提高海上搜救應(yīng)急處置能力。
[Abstract]:China is a great marine country. With the change of our country's marine strategy, marine activities will become more and more frequent, which will inevitably lead to accidents at sea. The situation of maritime traffic safety is not optimistic, and the work to deal with maritime emergencies is becoming more and more arduous.Marine emergency response plays an important role in the development of economy and society in China.The third Plenary session of the 18th CPC Central Committee put forward the need to effectively transform government functions, strengthen the credibility of the government, build a service-oriented government, deepen the reform of the safety production management system, and establish a hidden danger investigation and management system and a safety prevention and control system.Contain serious and serious safety accidents.Maritime emergencies have the characteristics of diversification, complexity, difficulty in implementing rescue, high cost, strong timeliness and sensitivity of rescue requirements, complex objects of distress (including foreign-related, even international), etc.If we can't deal with it easily, it will turn into a serious safety accident, which will reduce the credibility and credibility of the government, and even lead to mass incidents, which will cause serious international negative impact.Strengthening maritime emergency response is the embodiment of improving the government's public service ability and the responsibility of all levels of government and relevant departments.China's maritime search and rescue centers at all levels shoulder the important mission of maintaining maritime traffic safety and rescuing people on water.The in-depth study on the current maritime emergency rescue system and maritime emergency response capability in China is conducive to improving the maritime emergency rescue capability and improving the international image of our country.Based on the analysis of the current situation of maritime emergency search and rescue linkage in Huizhou City, this paper affirms the achievements of Huizhou City in the maritime emergency search and rescue linkage work, and at the same time, aims at the problems existing in the maritime emergency search and rescue linkage work in Huizhou City.For example, the maritime search and rescue laws and regulations still need to be further improved; the legal relationship of maritime search and rescue needs to be further clarified; the maritime search and rescue mechanism is difficult to be effectively brought into play; the maritime emergency search and rescue activities lack a cooperative framework, etc.By using modern public management theory and research methods, this paper compares and analyzes the maritime safety management and maritime search and rescue systems in western capitalist developed countries, such as the United States and Japan, and draws lessons from the successful experiences of foreign developed countries in maritime emergency response.This paper studies the problems existing in maritime emergency rescue and rescue in Huizhou City, and puts forward some countermeasures and suggestions to solve the problems existing in the joint response to maritime emergency rescue in Huizhou City.To enhance the public service capacity of relevant functional departments in maritime emergency rescue and rescue work, to improve the coordination mechanism for maritime search and rescue emergencies, and to clarify the responsibilities and status of local governments in maritime emergency rescue and rescue,To realize the leading role of the government in maritime emergency response, to strengthen international and regional exchanges and cooperation within the framework of government leadership, to vigorously promote the three-dimensional construction of maritime emergency relief, and to establish an overall linkage mechanism for maritime emergency management.Improve maritime search and rescue emergency response capacity.
