【摘要】:控制河段是長(zhǎng)江上游因上下行船舶不能互視,船舶只能在信號(hào)臺(tái)指揮下單向按序依次通行的特殊河段。目前大多數(shù)控制河段信號(hào)臺(tái)已經(jīng)部署運(yùn)行“控制河段智能通行指揮系統(tǒng)”,實(shí)現(xiàn)了信號(hào)臺(tái)對(duì)控制河段船位監(jiān)控、通行信號(hào)自動(dòng)揭示、通行日志自動(dòng)記錄等功能,極大地減輕了信號(hào)員的工作強(qiáng)度,實(shí)現(xiàn)了船舶通行智能輔助指揮。然而,航道行政管理部門還不能對(duì)信號(hào)臺(tái)工作情況實(shí)行遠(yuǎn)程數(shù)字化管理,在出現(xiàn)緊急情況后,也不能直接監(jiān)控和指揮控制河段船舶。為加強(qiáng)航道行政管理部門對(duì)信號(hào)臺(tái)和控制河段的管理,建立數(shù)字化、高效的管理監(jiān)控體系,需要研究航道行政管理部門對(duì)控制河段的遠(yuǎn)程監(jiān)控和遠(yuǎn)程指揮。論文根據(jù)控制河段遠(yuǎn)程監(jiān)控與通行指揮的實(shí)際需求,綜合運(yùn)用AIS、視頻監(jiān)控、VHF語(yǔ)音通信。數(shù)據(jù)庫(kù)以及網(wǎng)絡(luò)通信等技術(shù),在長(zhǎng)江航道重慶轄區(qū)部署實(shí)施的“控制河段智能通行指揮系統(tǒng)”基礎(chǔ)上,開(kāi)展航道行政管理部門對(duì)控制河段遠(yuǎn)程監(jiān)控與遠(yuǎn)程指揮方法的研究,開(kāi)發(fā)控制河段遠(yuǎn)程監(jiān)控與通行指揮系統(tǒng)。主要包括以下內(nèi)容:(1)根據(jù)航道行政管理部門的實(shí)際需求,對(duì)控制河段遠(yuǎn)程監(jiān)控與通行指揮系統(tǒng)進(jìn)行需求分析和詳細(xì)功能設(shè)計(jì);(2)分析控制河段遠(yuǎn)程監(jiān)控與通行指揮實(shí)現(xiàn)特點(diǎn),設(shè)計(jì)系統(tǒng)的實(shí)時(shí)數(shù)據(jù)采集、數(shù)據(jù)存儲(chǔ)、數(shù)據(jù)處理、數(shù)據(jù)傳輸和顯示等方案,并根據(jù)現(xiàn)有基礎(chǔ)設(shè)施情況,對(duì)系統(tǒng)網(wǎng)絡(luò)框架進(jìn)行設(shè)計(jì);(3)按層次化和模塊化原則,對(duì)船位監(jiān)控模塊、視頻監(jiān)控模塊、遠(yuǎn)程信號(hào)旗/燈控制模塊進(jìn)行設(shè)計(jì),結(jié)合VHF通信和Internet通信設(shè)計(jì)實(shí)時(shí)遠(yuǎn)程船岸語(yǔ)音通信模塊。在Microsoft的.NET平臺(tái)下,利用C#語(yǔ)言完成各個(gè)模塊編碼并最終實(shí)現(xiàn)整個(gè)系統(tǒng);現(xiàn)場(chǎng)測(cè)試表明,控制河段遠(yuǎn)程監(jiān)控與通行指揮系統(tǒng)可以實(shí)現(xiàn)航道行政管理部門對(duì)控制河段通行動(dòng)態(tài)的遠(yuǎn)程可視化監(jiān)視,對(duì)河段船舶實(shí)施有效的遠(yuǎn)程指揮調(diào)度。加強(qiáng)了航道行政管理部門對(duì)控制河段的應(yīng)急指揮和管理能力,進(jìn)一步保障了控制河段行船安全。
[Abstract]:The control of the upper reaches of the Yangtze River is due to the up and down ships can not look at each other. Ships can only pass through a special section in one direction in sequence under the command of the signalling station. At present, most of the signalling stations of the control reach have been deployed to operate the "Intelligent Traffic Command system for the Control reach". The functions of the signal station to control the ship's position, the automatic revelation of the traffic signal and the automatic recording of the traffic log have greatly reduced the working intensity of the signalling staff and realized the intelligent auxiliary command of the ship's passage. The waterway administration department can not carry out the remote digital management to the signal station working condition, after the emergency. In order to strengthen the management of the signalling platform and the control of the river reach, a digital and efficient management and monitoring system can be set up in order to strengthen the management of the channel administration department. It is necessary to study the remote monitoring and remote command of the waterway administrative department. According to the actual demand of the remote monitoring and traffic command of the control reach, this paper synthetically uses AIS and video surveillance. VHF voice communication, database and network communication technology, based on the deployment of the Yangtze River waterway Chongqing area of the "intelligent passage control command system". To carry out the research on the remote monitoring and remote command method of the waterway administrative department to control the river reach. Develop the remote monitoring and control and traffic command system of the river reach, including the following contents: 1) according to the actual needs of the waterway administration department. The requirement analysis and the detailed function design of the remote monitoring and control system of the river reach are carried out. (2) analyzing the realization characteristics of remote monitoring and traffic command in the river reach, designing the real-time data acquisition, data storage, data processing, data transmission and display, and according to the existing infrastructure. The system network framework is designed; According to the principle of hierarchy and modularization, the ship position monitoring module, video monitoring module and remote signal flag / lamp control module are designed. Combined with VHF communication and Internet communication, the real-time remote ship-shore voice communication module is designed under the. Net platform of Microsoft. Using C # language to complete the coding of each module and finally to achieve the entire system; The field test shows that the remote monitoring and traffic command system can realize the remote visual surveillance of the channel administration department to control the passage dynamics of the river reach. The effective remote command and dispatch of the ship in the river reach strengthens the emergency command and management ability of the waterway administration department to control the river reach and further ensures the safety of the ship in the control section.
