【摘要】：隨著我國經(jīng)濟(jì)發(fā)展的不斷進(jìn)步，安全生產(chǎn)問題愈發(fā)重要，為了確保人民群眾的生命和財(cái)產(chǎn)安全，政府對(duì)安全生產(chǎn)的監(jiān)管工作必不可少。本文應(yīng)用了公共管理相關(guān)理論，研究了我國政府安全生產(chǎn)監(jiān)管問題，具體包括以下幾方面內(nèi)容： 本文通過分析監(jiān)管，政府監(jiān)管，安全生產(chǎn)監(jiān)管，安全生產(chǎn)行業(yè)監(jiān)管，安全生產(chǎn)綜合監(jiān)管等概念，對(duì)我國目前的政府安全生產(chǎn)監(jiān)督管理模式做了定性分析和研究。 本文還從安全生產(chǎn)監(jiān)管部門的政府間關(guān)系，安全生產(chǎn)監(jiān)管主體界定，安全生產(chǎn)監(jiān)管職權(quán)界定，安全生產(chǎn)監(jiān)管機(jī)構(gòu)設(shè)置獨(dú)立性和安全生產(chǎn)法律體系等五個(gè)方面分析我國安全生產(chǎn)監(jiān)管體制存在的問題。 通過回顧我國安全生產(chǎn)發(fā)展的歷史沿革，以及對(duì)國外經(jīng)濟(jì)發(fā)達(dá)國家先進(jìn)的安全生產(chǎn)監(jiān)管體制和方法進(jìn)行歸納總結(jié)，遵循政府監(jiān)管機(jī)構(gòu)的設(shè)立原則，為我國的安全生產(chǎn)監(jiān)管提出了完善法制建設(shè)，政府監(jiān)管人員專業(yè)化發(fā)展，加強(qiáng)部門間政策協(xié)調(diào)，充分利用安全科學(xué)技術(shù)，對(duì)企業(yè)分類監(jiān)管以及補(bǔ)充安全生產(chǎn)基層力量等建議措施。
[Abstract]:With the development of economy in our country, the problem of production safety is becoming more and more important. In order to ensure the safety of life and property of the people, it is necessary for the government to supervise the production safety. This paper applies the theory of public management to study the supervision of government safety in production, including the following aspects: this paper analyzes the supervision of the government, the supervision of the production safety, the supervision of the production safety industry. Based on the concept of comprehensive supervision of production safety, this paper makes a qualitative analysis and research on the current mode of government supervision and management of production safety in China. This article also from the safety production supervision department intergovernmental relations, safety production supervision main body definition, safety production supervision authority limits, This paper analyzes the problems existing in the supervision system of production safety in our country from five aspects: the independence of the establishment of the safety production supervision organization and the legal system of production safety. By reviewing the history of the development of production safety in our country, and summarizing the advanced supervision system and methods of production safety in developed countries abroad, and following the principles of the establishment of government supervision agencies, For the supervision of production safety in our country, it is proposed to perfect the legal system construction, to develop government supervisors professionally, to strengthen the coordination of inter-departmental policies, and to make full use of safety science and technology. To the enterprise classification supervision and supplement safety production grass roots strength and so on suggestion measure.
