【摘要】:隨著陸地風(fēng)電場(chǎng)的不斷開(kāi)發(fā)建設(shè),陸地風(fēng)電資源的使用已經(jīng)接近飽和。越多的人們將目光轉(zhuǎn)移到海上。資料顯示:我國(guó)沿?砷_(kāi)發(fā)利用的風(fēng)力資源儲(chǔ)量約為7.5億kW,尤其是我國(guó)的東南沿海及附近的島嶼風(fēng)能資源十分豐富,在蘇北沿海灘涂地區(qū)也很適合建設(shè)海上風(fēng)電場(chǎng)。這些有利條件都有力的證明我國(guó)海上風(fēng)力發(fā)電前景十分廣闊。 近年來(lái),中國(guó)的海上風(fēng)電項(xiàng)目的建設(shè)得到了國(guó)家的大力支持,發(fā)展十分迅速。然而,隨著我國(guó)海上風(fēng)電場(chǎng)的發(fā)展,很多相關(guān)的問(wèn)題也逐漸浮出水面。海上風(fēng)電場(chǎng)相比陸上風(fēng)電場(chǎng)雖然有不占用土地資源、風(fēng)能資源穩(wěn)定等優(yōu)勢(shì),但其對(duì)附近海域的通航環(huán)境影響也是不容忽視的。海上風(fēng)電場(chǎng)作為海上較大面積的礙航物,它的存在與附近航路、航線、碼頭、錨地、港口規(guī)劃、航路規(guī)劃以及船舶航行、漁船捕魚(yú)等均存在一定影響,且海上風(fēng)電場(chǎng)在運(yùn)行過(guò)程中,可能會(huì)產(chǎn)生電磁波,對(duì)船舶導(dǎo)/助航設(shè)施等也會(huì)產(chǎn)生一定影響。我國(guó)正處于開(kāi)發(fā)海上風(fēng)電場(chǎng)的初級(jí)階段,其規(guī)劃、建設(shè)以及運(yùn)行期間的許多方面要素并沒(méi)有嚴(yán)格的規(guī)范限制,且關(guān)于海上風(fēng)電場(chǎng)對(duì)通航的風(fēng)險(xiǎn)因素的研究還不夠全面和深入,對(duì)諸多風(fēng)險(xiǎn)因素的研究有很多不足。 鑒于此,本文分析了海上風(fēng)電工程的風(fēng)險(xiǎn)特點(diǎn),并結(jié)合這些特點(diǎn)選取風(fēng)險(xiǎn)因子。通過(guò)文獻(xiàn)閱讀、專家調(diào)查并結(jié)合自身對(duì)該領(lǐng)域的了解,制定了海上風(fēng)電工程通航風(fēng)險(xiǎn)評(píng)價(jià)體系,借助科學(xué)的數(shù)學(xué)模型,對(duì)風(fēng)險(xiǎn)進(jìn)行量化分析,最終得到風(fēng)險(xiǎn)評(píng)價(jià)結(jié)果。文章以江蘇濱海海上風(fēng)電場(chǎng)30萬(wàn)千瓦風(fēng)電特許權(quán)項(xiàng)目為實(shí)例,運(yùn)用前文介紹的風(fēng)險(xiǎn)評(píng)價(jià)方法對(duì)其進(jìn)行通航風(fēng)險(xiǎn)評(píng)價(jià)并得出了具體的評(píng)價(jià)結(jié)果,根據(jù)不同的評(píng)價(jià)結(jié)果提出安全保障措施。
[Abstract]:With the continuous development and construction of land wind farms, the use of land wind power resources has been nearly saturated. The more people turned their eyes to the sea. The data show that the reserves of wind energy are about 750 million kW in the coastal areas of China, especially in the southeast coast of China and the nearby islands, which are very rich in wind energy resources, and are also suitable for building offshore wind farms in the coastal shoal areas of northern Jiangsu Province. These favorable conditions can prove that offshore wind power generation in China has a very broad prospect. In recent years, the construction of offshore wind power projects in China has been greatly supported by the state. However, with the development of offshore wind farms in China, many related problems have emerged. Compared with onshore wind farms, offshore wind farms have the advantages of not occupying land resources and stabilizing wind energy resources, but their impacts on the navigable environment in the nearby sea areas should not be ignored. As a large area of hindrance at sea, the existence of offshore wind farm has a certain influence on the nearby navigation route, wharf, Anchorage, port planning, route planning, vessel navigation, fishing and so on. During the operation of offshore wind farm, the electromagnetic wave may be produced, and the ship guidance / navigation aids will also be affected. Our country is in the primary stage of developing offshore wind farm. Many aspects of its planning, construction and operation are not strictly regulated, and the research on the risk factors of offshore wind farm to navigation is not comprehensive and thorough enough. There are many deficiencies in the study of many risk factors. In view of this, this paper analyzes the risk characteristics of offshore wind power engineering, and selects risk factors combined with these characteristics. Through literature reading, experts' investigation and their own understanding of the field, a risk evaluation system for navigation of offshore wind power engineering is established. The risk is analyzed quantitatively by means of scientific mathematical model, and the result of risk assessment is finally obtained. Taking the 300000 kilowatt wind power concession project of Jiangsu Binhai offshore wind farm as an example, the paper uses the risk evaluation method introduced above to evaluate the navigable risk and obtains the concrete evaluation results. According to different evaluation results, security measures are put forward.
