【摘要】：海上安全一直是人們非常關(guān)注的問題。長期以來,世界各海運國家為確保船舶安全營運已做了大量的工作。但是,全世界船舶擱淺、碰撞、沉沒、油污、火災(zāi)等事故仍屢次發(fā)生,并造成了嚴重的后果。因此,對船舶的綜合安全評估研究引起了航運界的關(guān)注。隨著經(jīng)濟全球化的快速發(fā)展,世界貿(mào)易額不斷增長,集裝箱船承載了全球海運貿(mào)易貨物70%的貿(mào)易量。所以,本文選取目前航運界的主導(dǎo)船舶類型——集裝箱船為研究對象,對其進行綜合安全評估研究。 本文根據(jù)綜合安全評估的一般步驟建立了集裝箱船安全評估模型,并以中遠集裝箱運輸有限公司的“高河”輪為例進行研究。首先在分析集裝箱船的安全影響因素的基礎(chǔ)上,建立安全評價指標體系,然后對“高河”輪進行實際調(diào)查和研究分析后,采用模糊綜合評判方法建立風險評價數(shù)學(xué)模型,接著通過層次分析法確定各指標的權(quán)重,以期能給出符合實際的評價結(jié)果,最后明確指出了安全隱患所在和相應(yīng)的處理方法。 研究表明,對集裝箱船進行綜合安全評估有很強的迫切性,特別針對“高河”輪這樣的高齡船舶,對其采用必要的風險回避措施尤為重要。通過計算得出,“高河”輪的安全狀況屬于“比較安全”的級別,營運狀況屬于“良好”的級別；但依然存在一些風險,主要控制措施是：控制人為失誤,保養(yǎng)更新“高河”輪的設(shè)備。 本文的研究為提高集裝箱船舶的綜合安全評估提供了系統(tǒng)的研究方法,并為安全營運和風險控制提供了理論參考。
[Abstract]:Maritime safety has always been a matter of great concern. For a long time, shipping countries in the world have done a lot of work to ensure the safe operation of ships. However, ship grounding, collision, sinking, oil pollution, fire and other accidents all over the world still occur time and again, and have caused serious consequences. Therefore, the comprehensive safety assessment of ships has attracted the attention of the shipping industry. With the rapid development of economic globalization, the volume of world trade is increasing, and container ships carry 70% of the global trade volume of seaborne trade. Therefore, this paper selects container ship, which is the leading ship type in the shipping industry, as the research object, and carries on the comprehensive safety evaluation research to it. According to the general steps of comprehensive safety assessment, a container ship safety assessment model is established in this paper, and a case study is made on the "Gao he" steamer of COSCO Container Transportation Co., Ltd. On the basis of analyzing the factors affecting the safety of container ship, the index system of safety evaluation is established, and then after the actual investigation and analysis of "Gao he" ship, the mathematical model of risk assessment is established by using fuzzy comprehensive evaluation method. Then the weight of each index is determined by analytic hierarchy process (AHP) in order to give the evaluation result which is in line with the reality. Finally, it points out clearly where the hidden danger of safety lies and how to deal with it. The research shows that it is urgent to carry out comprehensive safety assessment for container ships, especially for the elderly vessels such as "Gao he", it is very important to adopt necessary risk avoidance measures for container ships. According to the calculation, the safety condition of the "Gao River" vessel is classified as "relatively safe" and the operating condition is "good". However, there are still some risks. The main control measures are: controlling human error. Maintain and update the equipment of the "Gao he" wheel. The research in this paper provides a systematic research method for improving the comprehensive safety assessment of container ships and provides a theoretical reference for safe operation and risk control.
