【摘要】:現(xiàn)代社會(huì)各種自然與人為的事故、災(zāi)難頻繁發(fā)生,如何在復(fù)雜環(huán)境中保障公眾生命和財(cái)產(chǎn)安全已是公共行政的重大課題。中國已進(jìn)入特大型城市綜合交通樞紐大規(guī)模建設(shè)時(shí)期。特大型城市綜合交通樞紐實(shí)現(xiàn)超越單純運(yùn)輸,跨越地區(qū)的樞紐戰(zhàn)略,形成各種資源的融匯,加強(qiáng)了區(qū)域經(jīng)濟(jì)聯(lián)系,具備重大的社會(huì)經(jīng)濟(jì)效益。加之,特大型城市綜合交通樞紐往往設(shè)施規(guī)模巨大且建筑密集度高、客運(yùn)流量巨大且高度集中、換乘種類復(fù)雜且方式眾多、管理界面與產(chǎn)權(quán)區(qū)分交叉……在這樣規(guī)模大、人流集中的復(fù)雜設(shè)施的工程建設(shè)中,公共安全理念的重要地位應(yīng)愈加凸顯。因此,有關(guān)特大型城市綜合交通樞紐應(yīng)急管理研究具重要意義。 基于以上認(rèn)識(shí),本文對(duì)特大型城市綜合交通樞紐應(yīng)急策略進(jìn)行研究,文章所指的應(yīng)急管理是針對(duì)綜合交通樞紐全生命周期的、防范全風(fēng)險(xiǎn)的系統(tǒng)工程。強(qiáng)調(diào)綜合交通樞紐應(yīng)在規(guī)劃設(shè)計(jì)、施工建設(shè)和管理運(yùn)營三個(gè)階段強(qiáng)化風(fēng)險(xiǎn)防范和突發(fā)事件應(yīng)對(duì),從橫向協(xié)調(diào),縱向邏輯和應(yīng)急指揮三個(gè)層面進(jìn)行探討。 本文對(duì)特大型城市綜合交通樞紐應(yīng)急管理的動(dòng)因和研究依據(jù)作了闡述,對(duì)其應(yīng)急管理系統(tǒng)從主體、客體和環(huán)境因素角度進(jìn)行分析。通過對(duì)上海市虹橋綜合交通樞紐應(yīng)急管理系統(tǒng)的考察,分析虹橋綜合交通樞紐規(guī)劃、建設(shè)和運(yùn)行過程中,,應(yīng)急管理方面可供借鑒的經(jīng)驗(yàn)和啟示。最后,結(jié)合對(duì)美國紐約和日本東京的城市應(yīng)急管理的比較研究,基于全面整合的視角,對(duì)特大型城市綜合交通樞紐應(yīng)急管理進(jìn)行思路梳理和策略優(yōu)化。 筆者認(rèn)為,全面整合的特大型城市綜合交通樞紐應(yīng)急管理是在整體哲學(xué)思想的指導(dǎo)下,結(jié)合該特大型城市相關(guān)影響因素,針對(duì)具體綜合交通樞紐項(xiàng)目,貫穿樞紐規(guī)劃設(shè)計(jì)、施工建設(shè)、運(yùn)營管理的全生命周期,強(qiáng)調(diào)資源、流程的整合,運(yùn)用科學(xué)的方法,體現(xiàn)政治性、全面性、發(fā)展性、全過程性、全風(fēng)險(xiǎn)性、整合性、資源充分性和績效引導(dǎo)性的一系列關(guān)于應(yīng)急管理的制度安排。文章對(duì)特大型城市綜合交通樞紐應(yīng)急管理戰(zhàn)略定位、內(nèi)涵及特征作了闡述,提出了其目標(biāo)和原則,即在全生命周期原則、系統(tǒng)原則和應(yīng)急決策原則的前提下,充分發(fā)揮綜合交通樞紐應(yīng)急管理體系功能,實(shí)現(xiàn)突發(fā)事件處置、綜合交通樞紐正常運(yùn)轉(zhuǎn)和特大型城市安全三個(gè)層面的目標(biāo),最大限度保障公眾生命和財(cái)產(chǎn)安全,并推進(jìn)特大型城市綜合交通樞紐應(yīng)急管理常態(tài)化。文章對(duì)特大型城市綜合交通樞紐應(yīng)急管理的具體策略作了嘗試性的探討,即強(qiáng)化綜合交通樞紐規(guī)劃設(shè)計(jì)階段的應(yīng)急準(zhǔn)備;加強(qiáng)綜合交通樞紐建設(shè)的質(zhì)量監(jiān)督管理;完善綜合交通樞紐應(yīng)急管理體制;構(gòu)建多主體的應(yīng)急管理網(wǎng)絡(luò),進(jìn)行全社會(huì)型的應(yīng)急應(yīng)對(duì)。
[Abstract]:Various natural and man-made accidents and disasters occur frequently in modern society. How to ensure the safety of public life and property in complex environment has become an important subject of public administration. China has entered a large-scale construction period of large-scale urban comprehensive transportation hub. The integrated transportation hub of super large cities realizes the strategy of crossing the region beyond the pure transportation, forms the fusion of various resources, strengthens the regional economic connection, and has great social and economic benefits. In addition, large urban comprehensive transportation hubs often have huge facilities and high building density, huge and highly concentrated passenger traffic, complex and numerous transfer modes, and the management interface and property rights are intersected. In the construction of complex facilities with large scale and concentrated flow of people, the importance of public safety concept should be more and more prominent. Therefore, it is of great significance to study the emergency management of super-large-scale urban integrated transportation hub. Based on the above understanding, this paper studies the emergency strategy of super large city integrated transportation hub. The emergency management in this paper is aimed at the whole life cycle of the integrated transportation hub and prevents the whole risk system engineering. It is emphasized that comprehensive transportation hub should strengthen risk prevention and emergency response in the three stages of planning and design construction and management and operation and discuss from three aspects of horizontal coordination vertical logic and emergency command. In this paper, the causes and research basis of emergency management of super large urban comprehensive transportation hub are expounded, and the emergency management system is analyzed from the aspects of subject, object and environment. Based on the investigation of Shanghai Hongqiao Integrated Transportation Hub Emergency Management system, this paper analyzes the experience and enlightenment of Hongqiao Integrated Transportation Hub in the planning, construction and operation of Hongqiao Integrated Transportation Hub, which can be used for reference in emergency management. Finally, based on the comparative study of emergency management in New York and Tokyo, Japan, and from the perspective of comprehensive integration, the train of thought and strategy optimization for emergency management of super large urban integrated transportation hub are analyzed. The author believes that the comprehensive integrated emergency management of the super large urban integrated transportation hub is based on the overall philosophy, combined with the relevant factors of the super large city, for the specific integrated transportation hub project, it runs through the planning and design of the hub. The whole life cycle of construction and operation management, emphasizing the integration of resources and processes, using scientific methods, embodying political, comprehensive, developmental, full process, full risk, integration, The adequacy of resources and performance guidance on a series of emergency management system arrangements. In this paper, the strategic orientation, connotation and characteristics of emergency management of super large city integrated transportation hub are expounded, and its objectives and principles are put forward, that is, under the premise of the whole life cycle principle, the system principle and the emergency decision principle. To give full play to the function of the emergency management system of the integrated transportation hub, to achieve the objectives of emergency handling, the normal operation of the integrated transportation hub and the safety of the super large cities, and to maximize the safety of public life and property. And promote the super-large-scale urban comprehensive traffic hub emergency management normality. This paper makes a tentative discussion on the concrete strategy of emergency management of the super large urban integrated transportation hub, that is, to strengthen the emergency preparation in the planning and design stage of the integrated transportation hub, to strengthen the quality supervision and management of the construction of the integrated transportation hub. Improve the emergency management system of the integrated transportation hub, construct the multi-agent emergency management network, and carry out the whole social emergency response.
