洛陽車務段鄭西高鐵車站安全評價方法研究

【摘要】:鐵路是我國大宗貨物和長途旅客運輸?shù)闹匾煌ㄟ\輸工具,而車站是貨物和旅客運輸?shù)桨l(fā)和中轉的重要場所,車站的安全與否對于鐵路的安全運輸生產起著重要的影響性作用,特別是客運車站,它的安全更為重要,因為它直接關系到旅客的生命財產安全,這是重中之重。在我國,高鐵迅猛發(fā)展,我國已逐漸步入高鐵時代,研究高鐵車站的安全控制重點、消除高鐵車站的安全隱患是非常重要的,因此,構建高鐵車站安全評價體系顯得尤為重要。 本文著眼于建立一個適合于我國高鐵站的安全評價體系。首先,,收集客運專線和高鐵車站技術資料、作業(yè)標準和流程、管理文件等資料,對高鐵車站目前情況和未來發(fā)展趨勢進行研究。在對高鐵車站作業(yè)內容、作業(yè)流程充分認識的基礎上,分析比較高鐵車站與既有線車站作業(yè)的區(qū)別,突出高鐵車站作業(yè)特點,從而確定高鐵站安全的關鍵。其次,由于高鐵車站作為公眾聚集場所和鐵路車站,在安全影響因素和危險源識別方面與既有線車站有相似之處,本文深入分析既有線和高鐵線路發(fā)生的事故原因,依據(jù)安全評價的基本原理,找到影響高鐵車站安全的因素,結合高鐵車站作業(yè)特點,確定高鐵車站危險源。再次,逐層分解安全影響因素和安全管理重點,選擇其中對總體評價目標影響較為重要的指標,構建安全評價指標體系。然后,通過對各種賦權方法進行比較分析,選擇適用于鐵路基層站段的賦權方法,并據(jù)此建立數(shù)學模型。應用數(shù)學模型確定高鐵車站安全評價體系各級指標的權重,根據(jù)權重編制安全評價標準。最后,為了驗證本文所建立的評價體系及評價方法的正確性,從編制的安全評價標準出發(fā),利用車務段季度綜合評價時機,采用現(xiàn)有標準與新辦法分別對三門峽南站的安全管理進行評價與分析,比較現(xiàn)有評價體系與新評價辦法的優(yōu)劣,找出新辦法各項評價指標對車站安全評價的問題與不足,確定有待改進的指標,并對指標進行改進。
[Abstract]:Railway is an important means of transportation for bulk goods and long-distance passengers in our country, and the station is an important place for goods and passengers to be transported and transited. The safety of railway stations plays an important role in the safe transportation and production of railways. Especially the passenger station, its safety is more important, because it is directly related to the safety of passengers' lives and property, which is the most important. With the rapid development of high-speed railway in China, our country has gradually stepped into the era of high-speed rail, it is very important to study the safety control emphasis of high-speed railway station and eliminate the hidden danger of safety of high-speed railway station. Therefore, it is very important to construct the safety evaluation system of high-speed railway station. This paper focuses on the establishment of a safety evaluation system suitable for high-speed railway stations in China. First of all, collect the technical data, operating standard and flow, management documents and other data of passenger dedicated line and high-speed railway station, and study the current situation and future development trend of high-speed railway station. On the basis of fully understanding the operation content and operation flow of high-speed railway station, this paper analyzes and compares the difference between the operation of high-speed railway station and existing railway station, highlights the operational characteristics of high-speed railway station, and determines the key to the safety of high-speed railway station. Secondly, as the public gathering place and railway station, the high-speed railway station is similar to the existing railway station in safety influencing factors and hazard source identification. According to the basic principle of safety evaluation, the factors that affect the safety of high-speed railway station are found. Combined with the operational characteristics of high-speed railway station, the dangerous source of high-speed railway station is determined. Thirdly, the key points of safety management and safety influencing factors are decomposed layer by layer, and the index system of safety evaluation is constructed by selecting the index which is more important to the overall evaluation target. Then, through the comparative analysis of various weighting methods, this paper selects the weighting method which is suitable for railway base station and depot, and establishes the mathematical model accordingly. The mathematical model is used to determine the weight of each level index in the safety evaluation system of high-speed railway station, and the safety evaluation standard is compiled according to the weight. Finally, in order to verify the correctness of the evaluation system and evaluation methods established in this paper, starting from the safety evaluation standards compiled, the paper makes use of the opportunity of quarterly comprehensive evaluation of the railway service section. The existing standards and new methods are used to evaluate and analyze the safety management of Sanmenxia South Station respectively. The advantages and disadvantages of the existing evaluation system and the new evaluation method are compared, and the problems and shortcomings of the new evaluation indexes for the station safety evaluation are found out. Identify indicators to be improved and improve them.
