基于行為測量的煤礦安全生產(chǎn)激勵機制研究

【摘要】:當前,我國煤礦的事故起數(shù)和死亡人數(shù)逐年下降,安全生產(chǎn)狀況日趨好轉(zhuǎn)。但不能忽視的是,我國史上最低的煤礦百萬噸死亡率0.374與美國的相差十倍之多,且我國煤礦的生產(chǎn)死亡率不僅高于美國,甚至遠高于俄羅斯、南非、波蘭和印度。可見,我國煤礦的安全狀況較國際水平相差甚遠,安全生產(chǎn)形勢仍較嚴峻。因此,提高煤礦安全管理水平,改善煤礦安全生產(chǎn)現(xiàn)狀,控制煤礦安全生產(chǎn)事故的任務(wù)刻不容緩。 據(jù)不完全統(tǒng)計,80%以上的煤礦事故是由人的因素引起。因此,礦工的不安全行為是煤礦事故的主要致因,而控制礦工的不安全行為是減少煤礦事故的主要途徑。本文在第二章分析和總結(jié)了行為的影響因素及行為模式,第三章分析了煤礦員工不安全行為的致因及其致使煤礦員工不安全行為經(jīng);⒑侠砘母。這一系列的分析與研究為煤礦員工行為測量的有效實施奠定了堅實的理論基礎(chǔ)。 此次調(diào)查研究以王莊煤礦為例,取其基層作業(yè)人員和基層管理人員(跟班隊干、瓦檢員、機電維修工)為研究對象。采用資料收集法、觀察法和結(jié)構(gòu)訪談法對王莊煤礦的作業(yè)人員進行行為測量,獲取煤礦員工相關(guān)情況的第一手資料,然后根據(jù)行為測量結(jié)果和激勵理論探討煤炭企業(yè)安全生產(chǎn)激勵機制的構(gòu)建。 構(gòu)建煤炭企業(yè)的安全生產(chǎn)激勵機制主要從五個方面進行,一是提高管理者素質(zhì)、二是加強礦工的安全教育培訓(xùn)、三是完善煤炭企業(yè)的安全獎懲制度和安全績效考核制度、四是實現(xiàn)人崗匹配、五是重視培育企業(yè)安全文化。 通過構(gòu)建煤炭企業(yè)的安全生產(chǎn)激勵機制,采用激勵的方式對煤礦員工予以安全激勵管理,不僅可有效激發(fā)煤礦員工安全工作的積極性和主動性,還可有效減少生產(chǎn)過程中的人因事故隱患,從而促使煤礦獲得較大的安全效益。
[Abstract]:At present, the number of accidents and deaths in coal mines in China is decreasing year by year, and the situation of safe production is getting better day by day.However, it can not be ignored that the death rate of 0.374 million tons of coal mines in the history of China is ten times higher than that of the United States, and the death rate of coal mine production in our country is not only higher than that of the United States, but also far higher than that of Russia, South Africa, Poland and India.It can be seen that the safety situation of coal mines in China is far from that of the international level, and the situation of safety in production is still severe.Therefore, it is urgent to improve the level of coal mine safety management, improve the present situation of coal mine safety production and control coal mine safety production accidents.According to incomplete statistics, more than 80% of coal mine accidents are caused by human factors.Therefore, the unsafe behavior of miners is the main cause of coal mine accidents, and the main way to reduce coal mine accidents is to control the unsafe behavior of miners.In the second chapter, the author analyzes and summarizes the influencing factors and behavior patterns of the behavior, the third chapter analyzes the causes of unsafe behavior of coal mine employees and the causes of the regularization and rationalization of unsafe behavior of coal mine employees.This series of analysis and research has laid a solid theoretical foundation for the effective implementation of coal mine employee behavior measurement.This investigation takes Wangzhuang coal mine as an example, takes its basic level operation personnel and the basic level management personnel (follows the squad official, the tile inspector, the mechanical and electrical maintenance worker) as the research object.By means of data collection, observation and structure interview, the behavior of workers in Wangzhuang coal mine was measured, and the first hand information of the workers was obtained.Then, according to the result of behavior measurement and incentive theory, the paper discusses the construction of incentive mechanism for coal enterprise safety production.The construction of the incentive mechanism of coal enterprises' safety production is mainly carried out from five aspects, one is to improve the quality of managers, the other is to strengthen the safety education and training of miners, and the third is to perfect the safety reward and punishment system and safety performance appraisal system of coal enterprises.Fourth, the realization of post matching, fifth, the importance of fostering corporate safety culture.Through the construction of the safety production incentive mechanism of coal enterprises and the safety incentive management of coal mine employees, not only can the enthusiasm and initiative of safety work of coal mine employees be effectively stimulated.It can also effectively reduce the hidden trouble of human accident in the production process, so as to promote the coal mine to obtain greater safety benefit.
