【摘要】：城市公共安全是城市經(jīng)濟(jì)發(fā)展和社會進(jìn)步的必要條件。要確保城市安全運(yùn)行，需要在了解城市公共安全影響因素的基礎(chǔ)上構(gòu)建相應(yīng)的指標(biāo)體系，對城市公共安全進(jìn)行評價(jià)，以了解城市公共安全狀況，明確加強(qiáng)和改進(jìn)城市公共安全工作的目標(biāo)和方向。 首先，，根據(jù)城市公共安全的性質(zhì)，通過對重慶城市公共安全狀況的調(diào)研，了解影響重慶城市公共安全的因素，進(jìn)而從城市災(zāi)害要素、城市基本特征和城市應(yīng)急能力出發(fā)，構(gòu)建了重慶市城市公共安全評價(jià)指標(biāo)體系。 其次，構(gòu)建了城市公共安全的評價(jià)模型。針對G1法在標(biāo)度選擇方面的一些不合理之處進(jìn)行改進(jìn)，采用指數(shù)標(biāo)度對指標(biāo)間重要程度之比進(jìn)行量化，用基于指數(shù)標(biāo)度的G1法確定各評價(jià)指標(biāo)的權(quán)重�；诔鞘泄舶踩到y(tǒng)的灰性，采用灰色聚類評估。根據(jù)各評價(jià)指標(biāo)類型構(gòu)造相應(yīng)的白化權(quán)函數(shù)以確定各指標(biāo)所屬的評價(jià)灰類，結(jié)合各灰類的隸屬度向量，確定城市公共安全狀況。 最后，介紹了重慶市城市公共安全的現(xiàn)狀，應(yīng)用建立的模型對指標(biāo)體系中城市基本特征子系統(tǒng)進(jìn)行評價(jià)，得出城市基本特征及各指標(biāo)的安全度。通過對評價(jià)結(jié)果的分析，可知重慶市城市基本特征處于較安全的水平。結(jié)合城市公共安全評價(jià)指標(biāo)體系的研究，提出重慶市城市公共安全運(yùn)行的對策建議。
[Abstract]:Urban public safety is a necessary condition for urban economic development and social progress. In order to ensure the safe operation of city, it is necessary to construct a corresponding index system on the basis of understanding the influencing factors of urban public safety and to evaluate urban public safety. In order to understand the situation of urban public safety, clear to strengthen and improve the goal and direction of urban public safety. First of all, according to the nature of urban public safety, through the investigation of Chongqing's urban public safety, we can understand the factors that affect Chongqing's urban public safety, and then proceed from the urban disaster elements, the basic characteristics of the city and the ability of urban emergency response. The evaluation index system of Chongqing city public safety is constructed. Secondly, the evaluation model of urban public safety is constructed. Aiming at some unreasonable aspects of scale selection in G1 method, the index scale is used to quantify the ratio of importance between indicators. The weight of each evaluation index is determined by G1 method based on exponential scale. Based on the grey nature of urban public safety system, grey clustering evaluation is adopted. Corresponding whitening weight function is constructed according to each evaluation index type to determine the evaluation grey class to which each index belongs. Combined with the membership vector of each grey class, the urban public safety condition is determined. Finally, this paper introduces the present situation of Chongqing's urban public safety, applies the established model to evaluate the urban basic characteristics subsystem in the index system, and obtains the basic characteristics of the city and the safety degree of each index. Based on the study of the evaluation index system of urban public safety, the countermeasures and suggestions for the operation of Chongqing's urban public safety are put forward.
