【摘要】：貨物的裝載加固作為保障鐵路貨運(yùn)安全的基礎(chǔ)性工作,涉及面廣,影響因素多,安全控制難度大,是鐵路貨運(yùn)安全風(fēng)險(xiǎn)管理的重點(diǎn)內(nèi)容。因此,在我國鐵路全面推行貨運(yùn)安全風(fēng)險(xiǎn)管理的大背景下,加強(qiáng)對(duì)貨物裝載加固安全風(fēng)險(xiǎn)管理的研究,是鐵路貨運(yùn)部門面臨的一項(xiàng)重要任務(wù)。 本論文立足于現(xiàn)實(shí)中的實(shí)際問題,以項(xiàng)目為依托,引入安全風(fēng)險(xiǎn)管理理論與方法進(jìn)行鐵路貨物裝載加固安全風(fēng)險(xiǎn)管理研究。首先,介紹了有關(guān)風(fēng)險(xiǎn)管理及鐵路貨物裝載加固的基本理論；接著,進(jìn)行鐵路貨物裝載加固安全風(fēng)險(xiǎn)識(shí)別研究,基于路局調(diào)研,采用核對(duì)表法,建立了鐵路貨物裝載加固安全風(fēng)險(xiǎn)多級(jí)指標(biāo)體系,并對(duì)風(fēng)險(xiǎn)指標(biāo)體系在實(shí)際應(yīng)用過程中的風(fēng)險(xiǎn)因素篩選方法和原則進(jìn)行介紹,在此基礎(chǔ)上,基于因果圖法對(duì)鐵路貨物裝載加固安全重點(diǎn)風(fēng)險(xiǎn)進(jìn)行了分析研究;然后,進(jìn)行鐵路貨物裝載加固安全風(fēng)險(xiǎn)評(píng)估研究,運(yùn)用層次分析法和模糊數(shù)學(xué)理論建立了鐵路貨物裝載加固安全風(fēng)險(xiǎn)綜合評(píng)估模型,以此模型為基礎(chǔ),進(jìn)一步開展了可視化評(píng)估軟件的開發(fā)研究；最后,進(jìn)行鐵路貨物裝載加固安全風(fēng)險(xiǎn)控制研究,并利用本文研究的成果,對(duì)鐵路貨物裝載加固安全風(fēng)險(xiǎn)管理進(jìn)行了應(yīng)用研究。 通過風(fēng)險(xiǎn)指標(biāo)體系的建立,風(fēng)險(xiǎn)評(píng)估方法的提出,風(fēng)險(xiǎn)評(píng)估模型的建立,風(fēng)險(xiǎn)評(píng)估軟件的開發(fā),風(fēng)險(xiǎn)控制措施的制定,實(shí)現(xiàn)了對(duì)鐵路貨物裝載加固安全風(fēng)險(xiǎn)系統(tǒng)化和科學(xué)化管理的目標(biāo),為全面提升鐵路貨物裝載加固安全風(fēng)險(xiǎn)管理水平,確保鐵路貨物運(yùn)輸安全奠定基礎(chǔ)。
[Abstract]:As the basic work of ensuring the safety of railway freight transportation, the loading and strengthening of goods involves a wide range of factors, many influence factors and the difficulty of safety control, which is the key content of the safety risk management of railway freight transport. Under the background of carrying out freight transport safety risk management, it is an important task for railway freight transportation department to strengthen the research on the safety risk management of cargo loading and strengthening. Based on the practical problems in reality, this paper introduces the theory and method of safety risk management to study the safety risk management of railway cargo loading and strengthening based on the project. This paper introduces the basic theory of risk management and railway cargo loading and strengthening, and then carries on the research on the safety risk identification of railway cargo loading and strengthening, based on the investigation of the railway bureau, adopts the checklist method, The multistage index system of safety risk for railway cargo loading and strengthening is established, and the screening methods and principles of risk factors in the process of practical application of risk index system are introduced. Based on the causality diagram method, the key risks of railway cargo loading and strengthening safety are analyzed and studied, and then, the risk assessment of railway cargo loading and strengthening safety is studied. Based on the analytic hierarchy process (AHP) and fuzzy mathematics theory, a comprehensive assessment model of railway cargo loading and strengthening safety risk is established. Based on this model, the visual evaluation software is further developed. The research on the safety risk control of railway cargo loading and strengthening is carried out, and the application research on the safety risk management of railway cargo loading and strengthening is carried out based on the research results of this paper. Through the establishment of risk index system, the establishment of risk assessment method, the establishment of risk assessment model, the development of risk assessment software, the establishment of risk control measures, The goal of systematization and scientific management of the safety risk of railway cargo loading and strengthening is realized, which lays a foundation for improving the safety risk management level of railway cargo loading and strengthening and ensuring the safety of railway cargo transportation.
