危險(xiǎn)化學(xué)品事故防控應(yīng)急救援聯(lián)動(dòng)體系的研究

【摘要】:隨著新工藝、新技術(shù)的不斷開發(fā)與應(yīng)用,工業(yè)過程向連續(xù)化、規(guī);较虬l(fā)展,所涉危險(xiǎn)化學(xué)品數(shù)量越來越多。由于危險(xiǎn)化學(xué)品的本身所具有的特性以及裝置規(guī)模的大型化,一旦控制不利,有可能發(fā)生事故甚至是災(zāi)害,造成生產(chǎn)的中斷,并危及人的生命及財(cái)產(chǎn)安全,因此對(duì)危險(xiǎn)化學(xué)品事故的預(yù)防控制及應(yīng)急救援開展研究具有重要的現(xiàn)實(shí)意義。所以,本文針對(duì)危險(xiǎn)化學(xué)品事故的防控及應(yīng)急救援聯(lián)動(dòng)體系開展相關(guān)研究。 (1)通過對(duì)危險(xiǎn)化學(xué)品事故防控及應(yīng)急聯(lián)動(dòng)體系所涉及的危害因素辨識(shí)、危險(xiǎn)源管理、地理信息、應(yīng)急管理、計(jì)算模擬等進(jìn)行分析,構(gòu)建防控應(yīng)急聯(lián)動(dòng)系統(tǒng)設(shè)計(jì)結(jié)構(gòu);贏ccess數(shù)據(jù)庫平臺(tái),建立實(shí)現(xiàn)系統(tǒng)功能運(yùn)行的關(guān)系型數(shù)據(jù)庫,滿足主系統(tǒng)數(shù)據(jù)之間的信息傳遞、分析,以及指揮系統(tǒng)命令的發(fā)布與返回。 (2)根據(jù)危險(xiǎn)化學(xué)品安全技術(shù)說明信息的內(nèi)容要求,基于VB/Access開發(fā)平臺(tái),設(shè)計(jì)危險(xiǎn)化學(xué)品信息檢索子系統(tǒng),為指揮系統(tǒng)提供包括危險(xiǎn)化學(xué)品理化性質(zhì)、毒理學(xué)資料、急救措施、消防措施、泄漏應(yīng)急處置等數(shù)據(jù)信息。通過系統(tǒng)設(shè)計(jì)的開方式數(shù)據(jù)窗口,可進(jìn)行化學(xué)品數(shù)據(jù)信息的查詢、添加、修改。 (3)針對(duì)指揮系統(tǒng)需要對(duì)危險(xiǎn)化學(xué)品企業(yè)周邊及事故發(fā)生區(qū)動(dòng)態(tài)地理信息的分析,基于Map API地圖應(yīng)用程序,采用API/VB開發(fā)結(jié)構(gòu),設(shè)計(jì)GIS地理信息子系統(tǒng),可進(jìn)行本地搜索、路線規(guī)劃、衛(wèi)星地圖展示等基本數(shù)據(jù)服務(wù),在事故發(fā)生時(shí)對(duì)事故區(qū)域進(jìn)行地理定位,獲得周邊地形、河道、居民區(qū)等信息,同時(shí)可將事故模擬計(jì)算的結(jié)果顯示于地理信息窗口上,為應(yīng)急救援提供技術(shù)支持。 (4)在應(yīng)急聯(lián)動(dòng)功能模塊設(shè)計(jì)方面,基于VB/Access開發(fā)平臺(tái),設(shè)計(jì)包括危險(xiǎn)源管理、應(yīng)急管理、計(jì)算模擬、應(yīng)急輔助工具等模塊。危險(xiǎn)源管理模塊根據(jù)事故防控需求提供用戶單位信息、危險(xiǎn)源辨識(shí)、罐區(qū)庫區(qū)數(shù)據(jù)等,實(shí)現(xiàn)對(duì)企業(yè)或區(qū)域內(nèi)危險(xiǎn)源數(shù)據(jù)的實(shí)時(shí)數(shù)據(jù)監(jiān)控;應(yīng)急管理模塊結(jié)合GIS信息系統(tǒng)為事故處置配備應(yīng)急資源、優(yōu)化應(yīng)急路線、提供應(yīng)急預(yù)案等協(xié)助應(yīng)急救援人員之間合理聯(lián)動(dòng);計(jì)算模塊根據(jù)事故現(xiàn)場(chǎng)信息,可對(duì)火災(zāi)、爆炸、泄漏事故進(jìn)行死亡半徑、損失半徑、泄漏量等進(jìn)行模擬計(jì)算,為事故的現(xiàn)場(chǎng)應(yīng)急提供技術(shù)支持;應(yīng)急輔助工具為系統(tǒng)提供法律法規(guī)、事故案例、氣象信息等,協(xié)助企業(yè)日常防控安全管理水平及事故發(fā)生時(shí)的應(yīng)急救援效率。 最后,以液氯泄漏事故的應(yīng)急演練為例,將本文設(shè)計(jì)的應(yīng)急救援聯(lián)動(dòng)系統(tǒng)應(yīng)用到事故現(xiàn)場(chǎng)應(yīng)急處置,為應(yīng)急演練提供應(yīng)急管理、地理信息、事故模擬計(jì)算等信息,系統(tǒng)能夠?qū)崿F(xiàn)應(yīng)急信息相互傳遞、應(yīng)急部門有效聯(lián)動(dòng)、應(yīng)急資源配置優(yōu)化等功能,為液氯應(yīng)急演練提供及時(shí)有效的技術(shù)支持,達(dá)到了系統(tǒng)應(yīng)急演練的效果。
[Abstract]:With the continuous development and application of new processes and new technologies, the industrial process is becoming more and more continuous and on a large scale, and the number of hazardous chemicals involved is increasing, due to the characteristics of the hazardous chemicals themselves and the scale of the plant, In the event of adverse control, accidents or even disasters may occur, resulting in disruption of production and endangering the safety of human life and property, Therefore, it is of great practical significance to study the prevention, control and emergency rescue of hazardous chemical accidents. Through the analysis of hazard factors, hazard source management, geographic information, emergency management, calculation and simulation, etc., which are involved in the system of prevention and control of accidents and emergency response of dangerous chemicals, Based on the Access database platform, a relational database is established to realize the function operation of the system, which satisfies the information transmission, analysis, and the issue and return of the command system. (2) according to the content requirements of the technical description of hazardous chemicals, and based on the VB/Access development platform, the information retrieval subsystem of hazardous chemicals is designed to provide the command system with information on the physical and chemical properties, toxicology and emergency measures of hazardous chemicals. Through the open data window designed by the system, chemical data information can be queried, added and modified. In view of the need of the command system to analyze the dynamic geographic information around the hazardous chemical enterprises and the accident occurrence area, based on the Map API map application program and the API/VB development structure, the GIS geographic information subsystem can be designed, and the local search can be carried out. Basic data services such as route planning, satellite map display, geolocation of the accident area at the time of the accident, obtaining information on the surrounding terrain, river course, residential area, etc. At the same time, the result of accident simulation can be displayed on the geographic information window, which can provide technical support for emergency rescue. 4) in the design of emergency linkage function module, based on VB/Access development platform, the design includes risk source management, emergency management, calculation simulation, emergency assistant tools and other modules. The hazard source management module provides user unit information according to the need of accident prevention and control. Risk source identification, reservoir area data and so on, realize real-time data monitoring of hazard data in enterprises or areas, emergency management module combined with GIS information system to provide emergency resources for accident disposal, optimize emergency route, According to the information of the accident scene, the calculation module can simulate the death radius, loss radius and leakage amount of fire, explosion, leakage accident, etc. To provide technical support for on-site emergency response, emergency auxiliary tools for the system to provide laws and regulations, accident cases, meteorological information, to assist enterprises in daily safety management level of prevention and control and emergency rescue efficiency in the event of an accident. Finally, taking the emergency drill of the liquid chlorine leakage accident as an example, the emergency rescue linkage system designed in this paper is applied to the emergency disposal of the accident scene, which provides emergency management, geographic information, accident simulation calculation and other information for the emergency drill. The system can realize the functions of transmitting the emergency information to each other, the effective linkage of the emergency department and the optimization of the emergency resources. It provides timely and effective technical support for the liquid chlorine emergency drill, and achieves the effect of the system emergency drill.
