煤礦井下避難硐室安全評價研究

【摘要】:我國煤礦事故每年死亡人數(shù)遠遠超過世界其他產煤國家煤礦事故死亡總數(shù),安全生產形勢仍相當嚴峻。目前我國正在強制推行緊急避險系統(tǒng)。當井下發(fā)生緊急情況時,緊急避險系統(tǒng)可以為遇險人員安全避險提供保障生命的設施、設備、措施。暫行規(guī)定要求優(yōu)先建設避難硐室。避難硐室由于產品特殊,各個礦山地質條件、巷道分布、人員分布等因素各不相同,需要因地制宜地進行相關設計工作,由于進入緊急避險系統(tǒng)生產的企業(yè)背景各異,避難硐室的設計、建設以及功能設施的安裝單位各自獨立。因此,對避難硐室安全性的評價具有重要的實際意義。 本文在分析國內外研究現(xiàn)狀的基礎上,結合近兩年來我國煤礦緊急避險系統(tǒng)推行過程中的問題,提出避難硐室安全評價的重要性。針對山西某煤礦井下避難硐室應用安全評價理論,結合煤礦避難硐室系統(tǒng)的特點,提出基于灰色關聯(lián)層次分析法的避難硐室安全評價;依據暫行規(guī)定和相關部門避難硐室驗收標準,構建避難硐室安全評價指標體系;采用層次分析法確定各層次各指標的權重,運用灰色關聯(lián)理論建立避難硐室安全評價模型,對該礦避難硐室進行有效評價。 評價應用表明:將灰色關聯(lián)和層次分析法應用于避難硐室安全評價,充分利用層次分析法和灰色理論相結合的優(yōu)勢,克服了傳統(tǒng)安全評價法的不足及相關部門制定的驗收標準主觀性強等局限性,將科學計算方法與專家經驗相結合,得到更加準確地安全評價結果,為礦山企業(yè)建設緊急避險系統(tǒng)、加強緊急避險系統(tǒng)相關管理提供依據,同時也為安全監(jiān)察部門現(xiàn)場驗收工作參考,,找出煤礦企業(yè)避難硐室需要改進的缺陷,為礦井作業(yè)人員的生命安全與健康提供有力的保障,對提高我國煤礦企業(yè)緊急避險系統(tǒng),乃至安全避險六大系統(tǒng)安全管理水平,保護廣大礦工的生命安全,構建和諧社會,具有重要的現(xiàn)實意義。
[Abstract]:The annual death toll of coal mine accidents in China is far higher than the total number of coal mine accidents in other coal-producing countries in the world. The situation of safe production is still very serious. At present, our country is enforcing the emergency shelter system. When there is an emergency underground, the emergency shelter system can provide the facilities and equipment for the safety and shelter of people in distress. Measures. Temporary regulations require priority to be given to the construction of refuge chambers. Due to special products, geological conditions, roadway distribution, personnel distribution and other factors are different. It is necessary to carry out relevant design work according to local conditions. Because of the different backgrounds of enterprises entering the production of emergency risk aversion system, the design, construction and installation of function facilities are independent of each other. It is of great practical significance to evaluate the safety of shelter chamber. Based on the analysis of the current research situation at home and abroad, this paper combines the problems in the implementation of China's coal mine emergency risk avoidance system in the past two years. This paper puts forward the importance of the safety evaluation of the refuge chamber. According to the application of safety evaluation theory to the underground asylum chamber of a certain coal mine in Shanxi province, the characteristics of the refuge chamber system in the coal mine are combined. The safety evaluation of asylum chamber based on grey correlation analytic hierarchy process (AHP) is put forward. According to the temporary regulations and the acceptance standard of the relevant departments, the safety evaluation index system of the asylum chamber is constructed. The weight of each index is determined by analytic hierarchy process (AHP), and the safety evaluation model of asylum chamber is established by using grey relational theory to evaluate effectively the safety of refuge chamber in this mine. The evaluation application shows that the grey correlation and the analytic hierarchy process are applied to the safety evaluation of the asylum chamber, and the advantages of the combination of the analytic hierarchy process and the grey theory are fully utilized. It overcomes the shortcomings of the traditional safety evaluation method and the subjectivity of the acceptance standard formulated by the relevant departments, and combines the scientific calculation method with the expert experience to get more accurate safety evaluation results. It can provide the basis for mine enterprises to build emergency risk aversion system and strengthen the relevant management of emergency risk aversion system. At the same time, it can also be used as a reference for the safety supervision department to check and accept on the spot, and find out the defects that need to be improved in the refuge chamber of coal mine enterprises. To provide a strong guarantee for the safety and health of mine operators, to improve the level of safety management of the emergency risk avoidance system, and to protect the lives of the majority of miners. Building a harmonious society is of great practical significance.
