【摘要】：標(biāo)準(zhǔn)化工作是通過一定的范圍對實(shí)際或潛在問題制定出科學(xué)的、適合的規(guī)則來落實(shí)和實(shí)施的程序，從而實(shí)現(xiàn)生產(chǎn)的正常進(jìn)行�，F(xiàn)代煤礦建設(shè)工程安全質(zhì)量標(biāo)準(zhǔn)化工作是組織實(shí)施煤礦建設(shè)的重要手段，是實(shí)現(xiàn)科學(xué)管理和現(xiàn)代化安全質(zhì)量管理的基礎(chǔ)和條件，同樣也是預(yù)防煤礦建設(shè)工程安全事故的保障。郭家灣煤礦正處在煤礦礦井建設(shè)的重要時期，研究和實(shí)施煤礦建設(shè)工程安全質(zhì)量標(biāo)準(zhǔn)化工作，對于獲得礦井工程施工過程的最佳安全秩序、生產(chǎn)經(jīng)營秩序和經(jīng)濟(jì)效益，對于貫徹落實(shí)國家安全生產(chǎn)法具有重要的實(shí)際價值和現(xiàn)實(shí)意義。 本論文以作者從事郭家灣煤礦建設(shè)工程安全質(zhì)量標(biāo)準(zhǔn)化工作的實(shí)踐，并以郭家灣煤礦安全質(zhì)量標(biāo)準(zhǔn)化工作為研究對象，依據(jù)安全標(biāo)準(zhǔn)化管理理論和原理，基于預(yù)防為主、全過程控制、持續(xù)改進(jìn)的思想，在深入調(diào)查、研究的基礎(chǔ)上，同時借鑒國內(nèi)新建礦井的安全質(zhì)量標(biāo)準(zhǔn)化的經(jīng)驗，，針對郭家灣煤礦建設(shè)工程安全質(zhì)量標(biāo)準(zhǔn)管理工作存在的問題進(jìn)行深入全面分析，提出應(yīng)對方法，以促使郭家灣煤礦安全質(zhì)量標(biāo)準(zhǔn)化管理工作一步步的走上規(guī)范化、標(biāo)準(zhǔn)化軌道，保證礦井建設(shè)能夠安全發(fā)展，并遵循戴明管理模式形成閉環(huán)，促進(jìn)各項安全管理工作得以持續(xù)開展、改進(jìn)，形成一套安全生產(chǎn)長效機(jī)制，周而復(fù)始執(zhí)行PDCA循環(huán)，使郭家灣煤礦安全質(zhì)量標(biāo)準(zhǔn)化工作能夠平穩(wěn)、有序、持續(xù)不斷的向前發(fā)展。
[Abstract]:Standardization is the implementation and implementation of scientific and appropriate rules for actual or potential problems through a certain range of procedures. The standardization of safety and quality of modern coal mine construction project is an important means to organize the implementation of coal mine construction and is the basis and condition of scientific management and modern safety quality management. Guojiawan coal mine is in an important period of coal mine construction, research and implementation of coal mine construction safety quality standardization work. It is of great practical value and practical significance to obtain the best safety order, production management order and economic benefit in the construction process of mine engineering, and to carry out the national safety production law. In this paper, the author is engaged in the practice of safety and quality standardization in Guojiawan coal mine construction project, and takes the work of safety quality standardization in Guojiawan coal mine as the research object, according to the theory and principle of safety standardization management. Based on the idea of prevention, whole process control and continuous improvement, on the basis of in-depth investigation and research, the author also draws lessons from the experience of safety and quality standardization of newly built mines in China. Aiming at the problems existing in the safety quality standard management of Guojiawan coal mine construction project, this paper makes a thorough and comprehensive analysis and puts forward some countermeasures. In order to promote the safety and quality of Guojiawan coal mine standardization management work step by step on the standardized track, to ensure the safe development of mine construction, and follow Dai Ming management model to form a closed loop. Promote the safety management work to be carried out continuously, improve, form a set of safety production long-term mechanism, around the implementation of PDCA cycle, so that Guojiawan coal mine safety quality standardization work can be stable and orderly. Keep moving forward.
