【摘要】：統(tǒng)籌城鄉(xiāng)發(fā)展、推進(jìn)城鄉(xiāng)一體化,是黨中央、國務(wù)院做出的一項(xiàng)重大戰(zhàn)略決策,是落實(shí)科學(xué)發(fā)展觀、有效縮小城鄉(xiāng)差距、加快經(jīng)濟(jì)社會(huì)發(fā)展的緊迫任務(wù),也是旨在破解城鄉(xiāng)二元結(jié)構(gòu)的有效途徑,是全面建成小康社會(huì)的重要內(nèi)容,更重要的它也是生產(chǎn)力發(fā)展到一定階段的必然產(chǎn)物。2009年,蘭州市被甘肅省選為“大城市”與“大農(nóng)村”并存的西部欠發(fā)達(dá)的典型地區(qū),實(shí)行統(tǒng)籌城鄉(xiāng)發(fā)展、推進(jìn)城鄉(xiāng)一體化試點(diǎn),在全省范圍內(nèi)先行先試。在3年的試點(diǎn)中,蘭州市結(jié)合自己的實(shí)際情況,有針對(duì)性的開展了自己的城鄉(xiāng)一體化之路,經(jīng)過在各方面的探索并取得了一定的成效,但蘭州市的城鄉(xiāng)一體化效果并不是太明顯,城鄉(xiāng)二元結(jié)構(gòu)依然存在,部分城鄉(xiāng)之間的指標(biāo)還有進(jìn)一步拉大的趨勢(shì)。本文分四章,圍繞推進(jìn)蘭州城一體化發(fā)展,尋求論據(jù)和依據(jù),重點(diǎn)在研究了國內(nèi)外城鄉(xiāng)一體化理論和實(shí)踐經(jīng)驗(yàn)的基礎(chǔ)上,進(jìn)一步研究和分析蘭州市實(shí)行試點(diǎn)3年以來的主要做法、取得的成績、遇到的難題以及目前的現(xiàn)狀,探索尋找蘭州市城鄉(xiāng)一體化更加清晰的發(fā)展思路和建議。
[Abstract]:Planning the development of urban and rural areas and promoting the integration of urban and rural areas is an important strategic decision made by the CPC Central Committee and the State Council. It is an urgent task to implement the scientific concept of development, effectively narrow the gap between urban and rural areas, and accelerate economic and social development. It is also an effective way to decipher the dual structure of urban and rural areas, an important content of building a well-off society in an all-round way, and, more importantly, an inevitable outcome of the development of productive forces to a certain stage in 2009, Lanzhou was chosen by Gansu Province as a typical underdeveloped area in the west where "big city" and "big countryside" coexist, and carried out urban and rural development as a whole, promoted the pilot of urban and rural integration, and tried it first and first in the scope of the whole province. In the three-year pilot project, Lanzhou has carried out its own road of urban-rural integration in accordance with its own actual situation, and has achieved certain results through exploration in various aspects. However, the effect of urban-rural integration in Lanzhou is not too obvious, the dual structure of urban and rural still exists, and some indicators between urban and rural areas have a trend of further expansion. This article is divided into four chapters, around promoting the development of Lanzhou city integration, seeking arguments and basis, focusing on the study of domestic and foreign urban and rural integration theory and practical experience on the basis of, This paper further studies and analyzes the main practices, achievements, difficulties encountered and the present situation in Lanzhou since the implementation of the pilot project for three years, and explores the development ideas and suggestions for the integration of urban and rural areas in Lanzhou.
