【摘要】：縣的建制起源于春秋，流行于戰(zhàn)國(guó)，定制于秦漢，綿延于今天。縣是我國(guó)基本的行政單元和經(jīng)濟(jì)社會(huì)發(fā)展的重要基礎(chǔ)。改革開放以來，縣域發(fā)展取得了輝煌的成就。然而，由于一些人認(rèn)識(shí)上的偏激，重視縣域經(jīng)濟(jì)的發(fā)展，忽視縣域整體的發(fā)展，致使當(dāng)前縣域發(fā)展中出現(xiàn)許多社會(huì)問題。隨著科學(xué)發(fā)展觀被確定為我黨的指導(dǎo)思想，人們逐漸認(rèn)識(shí)到建立符合科學(xué)發(fā)展觀要求的評(píng)價(jià)指標(biāo)體系的重要性。本文就是以科學(xué)發(fā)展觀為指導(dǎo)，運(yùn)用文獻(xiàn)研究法、邏輯分析法、定性定量相結(jié)合和比較分析法，進(jìn)行縣域發(fā)展評(píng)價(jià)指標(biāo)體系優(yōu)化的研究。 論文綜述了國(guó)內(nèi)外縣域發(fā)展評(píng)價(jià)指標(biāo)體系相關(guān)的基礎(chǔ)理論和典型的發(fā)展模式，重點(diǎn)綜述了傳統(tǒng)區(qū)域發(fā)展理論和現(xiàn)代區(qū)域發(fā)展理論，分析了國(guó)外的自由資本主義發(fā)展模式、社會(huì)市場(chǎng)經(jīng)濟(jì)發(fā)展模式、趕超型工業(yè)化發(fā)展模式、區(qū)域一體化發(fā)展模式和國(guó)內(nèi)的沿海區(qū)域發(fā)展模式、內(nèi)陸區(qū)域發(fā)展模式、縣域發(fā)展模式。 論文剖析了國(guó)內(nèi)外相關(guān)的評(píng)價(jià)體系及其存在的問題，重點(diǎn)剖析了國(guó)際上的“英格爾斯”現(xiàn)代化指標(biāo)體系、聯(lián)合國(guó)可持續(xù)發(fā)展指標(biāo)體系、瑞士競(jìng)爭(zhēng)力指標(biāo)體系、美國(guó)城市生活質(zhì)量指標(biāo)體系和國(guó)內(nèi)的中國(guó)縣（市）社會(huì)經(jīng)濟(jì)綜合發(fā)展指數(shù)、中國(guó)縣域經(jīng)濟(jì)基本競(jìng)爭(zhēng)力評(píng)價(jià)體系、中科院現(xiàn)代化指標(biāo)體系、中科院可持續(xù)發(fā)展指標(biāo)體系。 論文提出了優(yōu)化縣域發(fā)展評(píng)價(jià)指標(biāo)體系的對(duì)策，，一是理清構(gòu)建縣域發(fā)展評(píng)價(jià)指標(biāo)體系的基本思路，二是合理選擇縣域發(fā)展評(píng)價(jià)指標(biāo)體系的模式，三是優(yōu)化構(gòu)建縣域發(fā)展評(píng)價(jià)指標(biāo)體系的結(jié)構(gòu)，四是精心設(shè)計(jì)縣域發(fā)展評(píng)價(jià)指標(biāo)體系的指標(biāo)，五是正確運(yùn)用縣域發(fā)展指標(biāo)體系評(píng)價(jià)方法。
[Abstract]:County system originated in the Spring and Autumn period, popular in the warring States, custom-made in Qin and Han dynasties, stretching in today. County is the basic administrative unit of our country and the important foundation of economic and social development. Since the reform and opening up, county development has made brilliant achievements. However, due to the extreme understanding of some people, attach importance to the development of the county economy, ignore the development of the county as a whole, resulting in many social problems in the development of the county. With the scientific development concept being determined as the guiding ideology of our Party, people gradually realize the importance of establishing an evaluation index system which accords with the requirements of the scientific development view. Under the guidance of scientific view of development, this paper studies the optimization of county development evaluation index system by means of literature research, logical analysis, qualitative and quantitative analysis and comparative analysis. This paper summarizes the relevant basic theories and typical development models of the evaluation index system of county development at home and abroad, emphatically summarizes the traditional regional development theory and modern regional development theory, and analyzes the development mode of foreign free capitalism. Social market economy development mode, catch-up type industrialization development model, regional integration development model and domestic coastal area development model, inland area development model, county level development model. This paper analyzes the related evaluation system at home and abroad and the existing problems, focusing on the international "Ingeles" modernization index system, the United Nations sustainable development index system, Switzerland competitiveness index system, American urban quality of life index system and China's county (city) socio-economic comprehensive development index, Chinese county economy basic competitiveness evaluation system, Chinese Academy of Sciences modernization index system, Chinese Academy of Sciences sustainable development index system. The paper puts forward the countermeasures to optimize the county development evaluation index system, one is to clarify the basic train of thought of constructing county development evaluation index system, the other is to choose the mode of county development evaluation index system reasonably. The third is to optimize the structure of the county development evaluation index system, the fourth is to carefully design the county development evaluation index system, and the fifth is to correctly use the county development index system evaluation method.
