藍(lán)黃兩區(qū)建設(shè)的協(xié)同效應(yīng)及其實(shí)現(xiàn)
[Abstract]:The coordination, interaction and synergy between the construction of the blue and yellow regions are related to the smooth advancement of the blue-and-yellow planning. Starting from the existing conditions and objective needs, geographical location overlaps with each other, functional positioning has its own emphasis, development advantages are differentiated and complementary, as well as the realistic problems and development mission are the realistic basis for the construction of synergy between the blue and yellow regions. From the theoretical core of Synergetics, service coordination and resource coordination, policy coordination and management coordination are the theoretical expectations of the synergistic effect of blue-yellow construction. From the local to the whole, the coordinated linkage, complementary advantages, resource sharing and overall planning are the ways to realize the synergistic effect between the blue and yellow regions. Therefore, it is necessary to strengthen the guidance of provincial government, promote the integration of policies, strengthen the organization and institutionalization of cooperation, and promote the industrial development to realize the synergy effect between the two regions from the aspects of internal docking and external coordination.
