特色園區(qū)與阜陽煤基產(chǎn)業(yè)經(jīng)濟發(fā)展研究

【摘要】：現(xiàn)階段人們通過特有集中方法形成的產(chǎn)業(yè)集聚,進而以其擁有的國內(nèi)國際競爭優(yōu)勢引領(lǐng)行業(yè)市場。這為發(fā)展經(jīng)濟、增強區(qū)域乃至國家競爭優(yōu)勢提供了一種全新思路。隨著中國經(jīng)濟發(fā)展和工業(yè)化進程深化,國內(nèi)及全球市場中多種經(jīng)濟成分的競爭日趨激烈；經(jīng)過加入世貿(mào)組織后數(shù)十年的探索實踐,全球化合作與競爭機制已經(jīng)初步建立,加速產(chǎn)業(yè)集聚的重要性和迫切要求更加突出。如今,傳統(tǒng)工業(yè)革命以來的以高開采、低利用、高排放為特征的經(jīng)濟發(fā)展方式已逐漸被未來發(fā)展學(xué)派以物質(zhì)閉環(huán)流動為特征的循環(huán)經(jīng)濟發(fā)展模式所替代。它符合可持續(xù)發(fā)展理念,它抓住了當(dāng)前我國快速工業(yè)化階段生產(chǎn)力發(fā)展的客觀要求。 中國經(jīng)濟開發(fā)區(qū)的發(fā)展與中國經(jīng)濟增長一樣方興未艾。隨著全球經(jīng)濟逐步復(fù)蘇,中國經(jīng)濟開發(fā)園區(qū)也又一次迎來了難得的發(fā)展機遇期。同時由于歷史和發(fā)展規(guī)律的原因,中國開發(fā)區(qū)也處于重要的結(jié)構(gòu)調(diào)整和產(chǎn)業(yè)升級轉(zhuǎn)型時期。機遇與挑戰(zhàn)并存,發(fā)展與調(diào)整同在,發(fā)展仍是主旋律,調(diào)整將貫穿于整個發(fā)展過程。中國開發(fā)區(qū)只有通過積極調(diào)整轉(zhuǎn)型,才能實現(xiàn)產(chǎn)業(yè)結(jié)構(gòu)、產(chǎn)品結(jié)構(gòu)、產(chǎn)業(yè)布局的優(yōu)化,實現(xiàn)產(chǎn)業(yè)管理能力、法制化、市場化和國際化經(jīng)營水平的提升,實現(xiàn)中國開發(fā)區(qū)經(jīng)濟可持續(xù)發(fā)展。煤炭是我國的主要化工能源,也是許多重要化工品的主要原料。煤炭焦化、煤氣化、合成氨、化肥已成為我國占主要地位并得到持續(xù)快速發(fā)展的煤基產(chǎn)業(yè)。隨著煤制油、甲醇制烯烴,煤電一體化、IGCC多聯(lián)產(chǎn)系統(tǒng)等技術(shù)進一步發(fā)展,大力發(fā)展煤基經(jīng)濟及產(chǎn)業(yè)園區(qū)對發(fā)揮煤炭資源優(yōu)勢,保障能源安全,滿足市場需求,促進經(jīng)濟的可持續(xù)發(fā)展,具有現(xiàn)實和長遠的意義。 本文通過運用循環(huán)經(jīng)濟學(xué)、清潔生產(chǎn)理論、生態(tài)工業(yè)學(xué)、嵌入式直接投資理論、可持續(xù)發(fā)展理論等多學(xué)科對全國煤基產(chǎn)業(yè)競爭格局進行分析,提出了建立有特色的阜陽煤基產(chǎn)業(yè)集聚區(qū)的布局框架。通過對全國、安徽、阜陽煤基產(chǎn)業(yè)尤其是煤化工產(chǎn)業(yè)的層次分析,演繹和推理出現(xiàn)階段煤基產(chǎn)業(yè)的發(fā)展態(tài)勢與發(fā)展方向。從而科學(xué)制定出阜陽煤基產(chǎn)業(yè)經(jīng)濟發(fā)展規(guī)劃。通過對阜陽煤基產(chǎn)業(yè)經(jīng)濟的SWOT分析,明確指出了阜陽煤基產(chǎn)業(yè)下一步重點發(fā)展方向,并制作出了阜陽煤基產(chǎn)業(yè)及主產(chǎn)品耦合鏈圖。通過對比分析阜陽與外阜的資源稟賦條件及阜陽地處中原開發(fā)區(qū)、皖北重點開發(fā)區(qū)、國家扶貧區(qū)等優(yōu)惠政策疊加優(yōu)勢尤其是后發(fā)展區(qū)位優(yōu)勢,提出阜陽煤基產(chǎn)業(yè)園區(qū)發(fā)展應(yīng)首先聚集全市范圍內(nèi)煤基企業(yè)標(biāo)準(zhǔn)化入園；并積極服務(wù)好昊源化工集團、晉煤集團等煤基龍頭企業(yè)榜樣性入園。通過對中國經(jīng)濟現(xiàn)狀及阜陽煤基產(chǎn)業(yè)發(fā)展的定性分析,建立阜陽煤基產(chǎn)業(yè)園區(qū)的鉆石模型對阜陽煤基產(chǎn)業(yè)經(jīng)濟行業(yè)及全球競爭力進行針對性分析,更加清晰、直觀的掌握了產(chǎn)業(yè)園區(qū)的主動競爭態(tài)勢,更準(zhǔn)確的指導(dǎo)規(guī)劃阜陽煤基產(chǎn)業(yè)園區(qū)的主導(dǎo)產(chǎn)業(yè)布局及循環(huán)產(chǎn)業(yè)鏈建立,更有效地指導(dǎo)阜陽煤基產(chǎn)業(yè)園區(qū)的建設(shè)實踐。提出煤基園區(qū)開發(fā)與新型城鎮(zhèn)建設(shè)同步,開發(fā)性融資與園區(qū)建設(shè)同行的政府與企業(yè)耦合式合作模式,有效地解決了地方政府園區(qū)開發(fā)性資金短缺的發(fā)展障礙和產(chǎn)業(yè)園區(qū)運行管理效率問題。提出園中園經(jīng)營模式,在基礎(chǔ)設(shè)施和基本要素統(tǒng)一規(guī)劃、資源共享的前提下,充分發(fā)揮大型央企項目融資與招商渠道優(yōu)勢,引進臺塑集團等全球著名企業(yè),牽領(lǐng)臺灣產(chǎn)業(yè)園、醫(yī)療耗材產(chǎn)業(yè)園、國際物流園等,從子園區(qū)頂層設(shè)計開始就引進全球最先進規(guī)劃理念和經(jīng)營制度,有效分散經(jīng)營風(fēng)險,發(fā)揮全球500強企業(yè)的市場輻射與產(chǎn)業(yè)帶動作用。
