安慶市承接產(chǎn)業(yè)轉(zhuǎn)移調(diào)整產(chǎn)業(yè)結(jié)構(gòu)研究

【摘要】：目前第四輪產(chǎn)業(yè)轉(zhuǎn)移浪潮方興正艾,一些經(jīng)濟(jì)發(fā)達(dá)地區(qū)喪失比較優(yōu)勢(shì)的產(chǎn)業(yè)不斷轉(zhuǎn)移到經(jīng)濟(jì)落后地區(qū)�！锻罱鞘袔С薪赢a(chǎn)業(yè)轉(zhuǎn)移示范區(qū)規(guī)劃》的出臺(tái)標(biāo)志著中國第一次以產(chǎn)業(yè)轉(zhuǎn)移為主題的區(qū)域發(fā)展規(guī)劃的產(chǎn)生,這是順應(yīng)時(shí)代發(fā)展要求和符合產(chǎn)業(yè)發(fā)展規(guī)律的決定。安慶市作為皖西南的中心城市,區(qū)位條件優(yōu)越,產(chǎn)業(yè)基礎(chǔ)雄厚,具備承接產(chǎn)業(yè)轉(zhuǎn)移的各種比較優(yōu)勢(shì),是產(chǎn)業(yè)轉(zhuǎn)移的重點(diǎn)承接地。 產(chǎn)業(yè)轉(zhuǎn)移是在產(chǎn)業(yè)不斷發(fā)展的過程中,為了促進(jìn)產(chǎn)業(yè)結(jié)構(gòu)調(diào)整與升級(jí),一個(gè)國家或地區(qū)把一些沒有產(chǎn)業(yè)成本與生產(chǎn)效率比較優(yōu)勢(shì)的產(chǎn)業(yè)通過跨國或跨地區(qū)直接投資的方式轉(zhuǎn)移到另一個(gè)國家或地區(qū)的現(xiàn)象。在微觀的基礎(chǔ)上,產(chǎn)業(yè)轉(zhuǎn)移的本質(zhì)是企業(yè)在空間上不斷擴(kuò)張的過程,也可以說是企業(yè)在投資區(qū)位上不斷調(diào)整的過程。在宏觀的基礎(chǔ)上,產(chǎn)業(yè)轉(zhuǎn)移其實(shí)就是生產(chǎn)要素在空間上不斷流動(dòng)的過程,也就是不同產(chǎn)業(yè)部門不斷形成和逐漸進(jìn)步的過程。而產(chǎn)業(yè)結(jié)構(gòu),也就是國民經(jīng)濟(jì)部門之間的結(jié)構(gòu),主要是指不同產(chǎn)業(yè)部門在國民經(jīng)濟(jì)中的構(gòu)成和不同產(chǎn)業(yè)部門內(nèi)部的構(gòu)成。 現(xiàn)在經(jīng)濟(jì)學(xué)家們大多集中對(duì)產(chǎn)業(yè)轉(zhuǎn)移發(fā)生的動(dòng)因、規(guī)律和特點(diǎn)進(jìn)行研究。本文認(rèn)識(shí)到產(chǎn)業(yè)轉(zhuǎn)移一定與產(chǎn)業(yè)結(jié)構(gòu)調(diào)整同時(shí)發(fā)生,對(duì)于產(chǎn)業(yè)轉(zhuǎn)移的雙方來說,產(chǎn)業(yè)結(jié)構(gòu)調(diào)整不僅是產(chǎn)業(yè)轉(zhuǎn)移的必然結(jié)果,還是產(chǎn)業(yè)轉(zhuǎn)移的根本目標(biāo)。因此,本文通過對(duì)產(chǎn)業(yè)轉(zhuǎn)移與調(diào)整產(chǎn)業(yè)結(jié)構(gòu)的研究,得到一個(gè)重要認(rèn)識(shí),即產(chǎn)業(yè)轉(zhuǎn)移與產(chǎn)業(yè)結(jié)構(gòu)調(diào)整的相互關(guān)系。 產(chǎn)業(yè)轉(zhuǎn)移和產(chǎn)業(yè)結(jié)構(gòu)調(diào)整在許多時(shí)候全部是一個(gè)一體兩面的問題。產(chǎn)業(yè)轉(zhuǎn)移與產(chǎn)業(yè)結(jié)構(gòu)調(diào)整是相互影響、相互聯(lián)系和密不可分的關(guān)系。產(chǎn)業(yè)轉(zhuǎn)移不斷成為每個(gè)國家或者地區(qū)調(diào)整產(chǎn)業(yè)結(jié)構(gòu)的重要方法,而產(chǎn)業(yè)結(jié)構(gòu)的現(xiàn)狀又決定了產(chǎn)業(yè)轉(zhuǎn)移的具體內(nèi)容。由于這種密不可分的聯(lián)系,研究產(chǎn)業(yè)轉(zhuǎn)移和產(chǎn)業(yè)結(jié)構(gòu)調(diào)整的關(guān)系顯得非常有意義。 本文首先分析安慶市三次產(chǎn)業(yè)結(jié)構(gòu)現(xiàn)狀,從產(chǎn)業(yè)發(fā)展過程和產(chǎn)業(yè)結(jié)構(gòu)現(xiàn)狀的分析,得出安慶市現(xiàn)在處于工業(yè)化中級(jí)階段以及其產(chǎn)業(yè)結(jié)構(gòu)對(duì)承接產(chǎn)業(yè)轉(zhuǎn)移的影響,然后給出安慶市承接產(chǎn)業(yè)轉(zhuǎn)移現(xiàn)狀,再次以望江縣為例分析安慶市承接產(chǎn)業(yè)轉(zhuǎn)移類型的演變,進(jìn)而給出安慶市承接產(chǎn)業(yè)轉(zhuǎn)移比較優(yōu)勢(shì)最大的三個(gè)產(chǎn)業(yè),即石油化工產(chǎn)業(yè)、輕工紡織產(chǎn)業(yè)和機(jī)械裝備制造產(chǎn)業(yè),最后分析安慶市承接產(chǎn)業(yè)轉(zhuǎn)移存在的問題。根據(jù)以上分析,確立安慶市選擇承接轉(zhuǎn)移產(chǎn)業(yè)的政策標(biāo)準(zhǔn)和政策選擇以及產(chǎn)業(yè)結(jié)構(gòu)調(diào)整的路徑。
[Abstract]:At present, the fourth wave of industrial transfer is on the rise. Some industries that have lost their comparative advantage in developed areas have been continuously transferred to economically backward areas. The introduction of the "Plan for the demonstration Zone of Wanjiang City Belt to undertake Industrial transfer" marks the emergence of the first regional development plan with the theme of industrial transfer in China. This is in line with the requirements of the development of the times and in line with the laws of industrial development. As the central city of southwest Anhui, Anqing City has superior location condition, strong industrial foundation and various comparative advantages to undertake industrial transfer, so it is the key place to undertake industrial transfer. Industrial transfer is to promote the adjustment and upgrading of industrial structure in the process of continuous development of industry. The phenomenon that a country or region transfers some industries with no comparative advantage of industrial cost and production efficiency to another country or region by means of transnational or cross-regional direct investment. On the basis of microcosmic, the essence of industrial transfer is the process of continuous expansion of enterprises in space, or the process of continuous adjustment of investment location. On the basis of macroscopics, industrial transfer is actually the process of continuous movement of production factors in space, that is, the process of continuous formation and gradual progress of different industrial sectors. The industrial structure, that is, the structure between the departments of the national economy, mainly refers to the composition of different industrial sectors in the national economy and the internal composition of different industrial sectors. Now economists mostly focus on the causes, laws and characteristics of industrial transfer. This paper recognizes that industrial transfer must occur at the same time as industrial structure adjustment. For both sides of industrial transfer, industrial structure adjustment is not only the inevitable result of industrial transfer, but also the fundamental goal of industrial transfer. Therefore, through the study of industrial transfer and adjustment of industrial structure, this paper obtains an important understanding, that is, the relationship between industrial transfer and industrial structure adjustment. Industrial transfer and industrial restructuring are all two-sided problems in many cases. The industrial transfer and the industrial structure adjustment are the mutual influence, the mutual connection and the inseparable relations. Industrial transfer has become an important method for every country or region to adjust the industrial structure, and the current situation of industrial structure determines the specific content of industrial transfer. Because of this close relation, it is very meaningful to study the relationship between industrial transfer and industrial structure adjustment. This paper first analyzes the present situation of the three industrial structure in Anqing City, and from the analysis of the industrial development process and the present situation of the industrial structure, draws the conclusion that Anqing City is now in the middle stage of industrialization and the influence of its industrial structure on the undertaking of industrial transfer. Then it gives the present situation of undertaking industry transfer in Anqing City, and then takes Wangjiang County as an example to analyze the evolution of the type of undertaking industry transfer in Anqing City, and then gives the three industries in which Anqing has the greatest comparative advantage in undertaking industry transfer, that is, petrochemical industry. Light industry textile industry and machinery and equipment manufacturing industry, the last analysis of Anqing City to accept the problems of industrial transfer. According to the above analysis, it establishes the policy standard and policy choice of Anqing city to accept the transfer industry and the path of industrial structure adjustment.
