【摘要】：目前中國(guó)正處于西部地區(qū)承接?xùn)|部地區(qū)產(chǎn)業(yè)轉(zhuǎn)移的熱潮，如何認(rèn)識(shí)這一現(xiàn)象、把握其中規(guī)律并加以主動(dòng)引導(dǎo)，將對(duì)我國(guó)未來(lái)產(chǎn)業(yè)布局產(chǎn)生重要影響。現(xiàn)有對(duì)區(qū)域間產(chǎn)業(yè)轉(zhuǎn)移的文獻(xiàn)中，缺乏系統(tǒng)地針對(duì)產(chǎn)業(yè)轉(zhuǎn)移過(guò)程中承接力度方面的研究。 為避免出現(xiàn)區(qū)域間產(chǎn)業(yè)建設(shè)的盲目性與重復(fù)性，合理配置區(qū)域要素資源，優(yōu)化區(qū)域產(chǎn)業(yè)布局。本文首先從理論上研究區(qū)域的產(chǎn)業(yè)轉(zhuǎn)移承接能力，結(jié)合產(chǎn)業(yè)轉(zhuǎn)移相關(guān)理論的研究，探尋區(qū)域?qū)τ诋a(chǎn)業(yè)轉(zhuǎn)移的承接能力的影響因素，并構(gòu)建評(píng)價(jià)衡量承接能力的指標(biāo)體系。然后針對(duì)移入地承接能力的比較優(yōu)勢(shì)，采用空間計(jì)量方法測(cè)度承接能力影響要素的權(quán)重、對(duì)移入地之間如何更好地進(jìn)行產(chǎn)業(yè)轉(zhuǎn)移的承接，實(shí)現(xiàn)產(chǎn)業(yè)資源的帕累托最優(yōu)進(jìn)行分析，提出提高區(qū)域承接產(chǎn)業(yè)轉(zhuǎn)移的策略方法。最后以重慶市企業(yè)數(shù)據(jù)為案例，深入探討提高地區(qū)產(chǎn)業(yè)轉(zhuǎn)移承接力度的有效途徑，以此提出合理配置區(qū)域要素資源，優(yōu)化區(qū)域產(chǎn)業(yè)布局的政策建議。 論文研究了重慶市產(chǎn)業(yè)轉(zhuǎn)移轉(zhuǎn)移力度的影響因素�；谥袊�(guó)2002～2010年省際截面數(shù)據(jù)建立指標(biāo)體系，空間計(jì)量結(jié)果表明：成本因素中影響產(chǎn)業(yè)轉(zhuǎn)移力度的首要因素是效率工資，而環(huán)境規(guī)制對(duì)產(chǎn)業(yè)轉(zhuǎn)移承接力度影響最��；投資環(huán)境因素中市場(chǎng)化水平影響最大，此外區(qū)域產(chǎn)業(yè)集聚程度、地區(qū)對(duì)外開(kāi)放度和基礎(chǔ)設(shè)施建設(shè)狀況等均對(duì)產(chǎn)業(yè)轉(zhuǎn)移力度存在不同程度影響；市場(chǎng)潛力因素中相對(duì)總資產(chǎn)貢獻(xiàn)率對(duì)重慶市承接力度影響較大，而相對(duì)工業(yè)成本費(fèi)用利潤(rùn)率影響較小�；谥貞c市2009～2010年企業(yè)層面數(shù)據(jù)進(jìn)行研究，，并從區(qū)域片區(qū)、產(chǎn)業(yè)層面、企業(yè)類(lèi)型角度分別進(jìn)行分析，結(jié)果表明人力資本是影響產(chǎn)業(yè)轉(zhuǎn)移承接力度的首要因素。鑒于此提出重慶市提升產(chǎn)業(yè)轉(zhuǎn)移力度的政策建議。
[Abstract]:At present, China is in the upsurge of undertaking the industrial transfer in the eastern region in the western region. How to understand this phenomenon, grasp the law and take the initiative to guide it will have an important influence on the industrial distribution in the future of our country. There is a lack of systematic research on the undertaking strength in the process of industrial transfer in the existing literature on interregional industrial transfer. In order to avoid the blindness and repeatability of the interregional industrial construction, the regional essential resources should be allocated reasonably and the regional industrial layout should be optimized. Firstly, this paper theoretically studies the regional industrial transfer undertaking ability, combining with the research of the industry transfer theory, to explore the factors that affect the regional industry transfer undertaking ability, and to build an index system to evaluate the industry transfer undertaking ability. Then in view of the comparative advantage of the ability to undertake, the paper uses the spatial measurement method to measure the weight of the factors affecting the capacity of undertaking, and analyzes how to better undertake the industrial transfer between the places of transfer, and to realize the Pareto optimal of industrial resources. This paper puts forward the strategies and methods to improve the regional undertaking of industrial transfer. Finally, taking the enterprise data of Chongqing as a case, this paper probes into the effective ways to improve the regional industrial transfer undertaking dynamics, and puts forward some policy suggestions for the rational allocation of regional essential resources and the optimization of regional industrial layout. The paper studies the influencing factors of Chongqing's industrial transfer. Based on the provincial cross section data from 2002 to 2010 in China, the result of spatial measurement shows that the most important factor of cost factor is efficiency wage, while the environmental regulation has the least influence on the undertaking of industrial transfer. In addition, the degree of regional industrial agglomeration, the degree of regional opening to the outside world and the state of infrastructure construction all have different effects on the intensity of industrial transfer. The contribution rate of relative total assets in the market potential factors has a great influence on Chongqing's undertaking strength, while the relative industrial cost and expense profit margin has little effect on Chongqing's undertaking strength. Based on the enterprise level data of Chongqing city from 2009 to 2010, this paper analyzes the regional area, industry level and enterprise type respectively. The results show that human capital is the primary factor affecting the strength of industrial transfer. In view of this, Chongqing proposed to enhance the intensity of industrial transfer policy recommendations.
