【摘要】：呼和浩特(以下簡(jiǎn)稱(chēng)“呼市”)經(jīng)濟(jì)技術(shù)開(kāi)發(fā)區(qū)作為內(nèi)蒙古首家國(guó)家級(jí)開(kāi)發(fā)區(qū),自2000年成立以來(lái)在國(guó)家和地區(qū)優(yōu)惠政策的支持下,大力開(kāi)展招商引資和園區(qū)建設(shè),拉動(dòng)地方經(jīng)濟(jì)發(fā)展的作用不斷凸顯,最好時(shí)期的2003年,開(kāi)發(fā)區(qū)工業(yè)總產(chǎn)值、工業(yè)增加值、財(cái)政收入分別是全市總量的41.72%、48.23%、16.94%,基本占到呼市工業(yè)經(jīng)濟(jì)的半壁江山,成為地區(qū)經(jīng)濟(jì)發(fā)展的重要增長(zhǎng)極。 本文回顧了呼市經(jīng)濟(jì)技術(shù)開(kāi)發(fā)區(qū)發(fā)展建設(shè)歷程,就其對(duì)呼市經(jīng)濟(jì)發(fā)展的影響變化進(jìn)行了分析。通過(guò)選擇經(jīng)濟(jì)規(guī)模、經(jīng)濟(jì)增長(zhǎng)力、經(jīng)濟(jì)外向度和財(cái)稅回饋等四項(xiàng)指標(biāo),并參考前人研究成果確定每項(xiàng)指標(biāo)的權(quán)重從而加權(quán)計(jì)算開(kāi)發(fā)區(qū)對(duì)城市經(jīng)濟(jì)發(fā)展的綜合貢獻(xiàn)度,來(lái)縱向比較呼市經(jīng)濟(jì)技術(shù)開(kāi)發(fā)區(qū)自2000年晉升為國(guó)家級(jí)開(kāi)發(fā)區(qū)以來(lái)對(duì)呼市經(jīng)濟(jì)發(fā)展的影響變化；橫向?qū)Ρ任鞑康貐^(qū)類(lèi)似的省會(huì)城市的國(guó)家級(jí)開(kāi)發(fā)區(qū)對(duì)當(dāng)?shù)亟?jīng)濟(jì)發(fā)展的貢獻(xiàn)度。比較得出的結(jié)論是呼市經(jīng)濟(jì)技術(shù)開(kāi)發(fā)區(qū)對(duì)呼市經(jīng)濟(jì)拉動(dòng)作用在不斷削弱,且與西部其它開(kāi)發(fā)區(qū)存在較大差距。 文章還分析了呼市濟(jì)技術(shù)開(kāi)發(fā)區(qū)在拉動(dòng)呼市經(jīng)濟(jì)發(fā)展中存在的問(wèn)題,并圍繞研究結(jié)論并提出了相應(yīng)的政策建議,促進(jìn)國(guó)家級(jí)開(kāi)發(fā)區(qū)在拉動(dòng)呼市經(jīng)濟(jì)發(fā)展方面繼續(xù)發(fā)揮重要作用。
[Abstract]:As the first state-level development zone in Inner Mongolia, Hohhot (hereinafter referred to as "Hohhot") has made great efforts to attract investment and build parks with the support of national and regional preferential policies since its establishment in 2000. The role of promoting local economic development is constantly prominent. In the best period of 2003, the total industrial output value, industrial added value, and financial income of the development zones were 41.72% of the total amount of the whole city, 48.23% and 16.94%, respectively. It accounts for half of the industrial economy in Huhu City and has become an important growth pole for regional economic development. This paper reviews the course of development and construction of economic and technological development zone in Huzhou city and analyzes its influence on economic development. By selecting the four indexes of economic scale, economic growth force, economic extroversion and fiscal and tax feedback, and referring to the previous research results, the weight of each index is determined and the comprehensive contribution of the development zone to urban economic development is calculated in a weighted way. To compare the impact of economic and technological development zones on the economic development of Huhu City since they were promoted to national level development zones in 2000. The contribution of state-level development zones of similar provincial capitals in the western region to local economic development is contrasted horizontally. The conclusion is that the pulling effect of economic and technological development zone in Huzhou is weakening, and there is a big gap with other development zones in the west. The paper also analyzes the problems existing in the economic development of Huhou city in the economic development zone of Huhou city, and puts forward the corresponding policy suggestions around the conclusions of the research, so as to promote the national development zone to continue to play an important role in stimulating the economic development of the city.
