【摘要】：改革開放以來，我國逐步推進(jìn)從社會(huì)主義計(jì)劃經(jīng)濟(jì)向社會(huì)主義市場經(jīng)濟(jì)轉(zhuǎn)型。經(jīng)濟(jì)體制的轉(zhuǎn)型推動(dòng)我國經(jīng)濟(jì)迅猛發(fā)展，招商引資在促進(jìn)我國經(jīng)濟(jì)繁榮發(fā)展，優(yōu)化產(chǎn)業(yè)結(jié)構(gòu)，促進(jìn)產(chǎn)業(yè)升級(jí)，增加經(jīng)濟(jì)總量和增加國家和地方政府稅收方面做出了巨大的貢獻(xiàn)，也成為地方政府謀求經(jīng)濟(jì)發(fā)展的主要手段。 本文綜合運(yùn)用實(shí)地調(diào)查、查閱文獻(xiàn)、個(gè)案分析和經(jīng)驗(yàn)總結(jié)等研究方法，對(duì)吉林市政府招商引資歷史與現(xiàn)狀進(jìn)行的回顧與梳理，分析招商引資在吉林市經(jīng)濟(jì)發(fā)展過程中的重要作用，吉林市在招商引資過程中所面臨的困難，吉林市政府在招商引資過程中的角色定位，總結(jié)吉林市政府在招商引資方面的成功做法與不當(dāng)措施，論證了吉林市政府招商引資職能從主導(dǎo)向服務(wù)轉(zhuǎn)變的必然性。同時(shí)，對(duì)如何優(yōu)化經(jīng)濟(jì)發(fā)展環(huán)境，打造適合吉林市政府的招商模式以及吉林市政府現(xiàn)階段干預(yù)經(jīng)濟(jì)活動(dòng)的職能定位做出了探索與建議。
[Abstract]:Since the reform and opening up, China has gradually advanced from a socialist planned economy to a socialist market economy. The transformation of economic system promotes the rapid economic development of our country. Attracting investment has made great contributions in promoting the prosperity of our economy, optimizing the industrial structure, promoting industrial upgrading, increasing the total amount of economy and increasing the tax revenue of national and local governments. Also become the main means that local government seeks economic development. Based on field investigation, literature review, case analysis and experience summary, this paper reviews and combs the history and present situation of Jilin Municipal Government's investment attraction. This paper analyzes the important role of attracting investment in the process of economic development of Jilin City, the difficulties faced by Jilin City in the process of attracting investment, and the role of Jilin Municipal Government in the process of attracting investment. This paper summarizes the successful practices and improper measures of Jilin municipal government in attracting investment, and demonstrates the inevitability of the transformation of Jilin government's function of attracting investment from leading to serving. At the same time, some suggestions are made on how to optimize the economic development environment, how to create a suitable investment model for Jilin municipal government and the function orientation of Jilin government's intervention in economic activities at the present stage.
