蘇南創(chuàng)新型經(jīng)濟(jì)發(fā)展問(wèn)題研究

【摘要】:在經(jīng)濟(jì)全球化的背景下,,創(chuàng)新型經(jīng)濟(jì)發(fā)展水平已成為評(píng)價(jià)各個(gè)國(guó)家或地區(qū)綜合競(jìng)爭(zhēng)力大小的重要指標(biāo),是實(shí)現(xiàn)經(jīng)濟(jì)持續(xù)發(fā)展的重要保障。改革開(kāi)放30多年以來(lái),蘇南地區(qū)通過(guò)發(fā)展鄉(xiāng)鎮(zhèn)企業(yè)和開(kāi)放型經(jīng)濟(jì)已成功實(shí)現(xiàn)了兩次戰(zhàn)略轉(zhuǎn)型,經(jīng)濟(jì)社會(huì)發(fā)展迅速,人們生活水平不斷提高。但是在國(guó)際經(jīng)濟(jì)形勢(shì)不斷變化發(fā)展的環(huán)境下,經(jīng)濟(jì)發(fā)展過(guò)程中的矛盾與不足逐漸顯露出來(lái),如何抓住創(chuàng)新型經(jīng)濟(jì)發(fā)展機(jī)遇實(shí)現(xiàn)第三次戰(zhàn)略轉(zhuǎn)移已成為蘇南經(jīng)濟(jì)持續(xù)發(fā)展的動(dòng)力源泉。 本文從歷史的角度出發(fā),將比較分析法和定性、定量分析法相結(jié)合,秉承馬克思主義辨證方法,以創(chuàng)新驅(qū)動(dòng)理論為指導(dǎo),形成了以制度與技術(shù)創(chuàng)新、“鉆石模型”與企業(yè)活動(dòng)創(chuàng)新為主體的理論分析體系,從制度與技術(shù)、政府和企業(yè)三方面對(duì)蘇南創(chuàng)新型經(jīng)濟(jì)問(wèn)題進(jìn)行了研究。首先本文在對(duì)相關(guān)概念進(jìn)行界定后從蘇南經(jīng)濟(jì)存在的問(wèn)題入題,將創(chuàng)新型經(jīng)濟(jì)引進(jìn)研究視野,對(duì)蘇南創(chuàng)新型經(jīng)濟(jì)進(jìn)行了多方面的研究與剖析。其次本文運(yùn)用制度創(chuàng)新與技術(shù)創(chuàng)新理論分析蘇南經(jīng)濟(jì)發(fā)展的歷程,闡述制度與技術(shù)對(duì)創(chuàng)新型經(jīng)濟(jì)發(fā)展的重要貢獻(xiàn)。利用波特的“鉆石模型”分析并指出了在蘇南發(fā)展創(chuàng)新型經(jīng)濟(jì)過(guò)程中政府創(chuàng)新活動(dòng)對(duì)構(gòu)建創(chuàng)新體系的重要作用以及存在的問(wèn)題,在重點(diǎn)分析經(jīng)濟(jì)技術(shù)開(kāi)發(fā)區(qū)和工業(yè)園區(qū)時(shí)得出其產(chǎn)業(yè)層次不高、產(chǎn)業(yè)結(jié)構(gòu)不合理和整體創(chuàng)新能力不夠強(qiáng)的不足,同時(shí)在創(chuàng)新環(huán)境、人才和科技投入方面政府還存在著不足。通過(guò)企業(yè)在市場(chǎng)經(jīng)濟(jì)中的重要地位,分析蘇南高新技術(shù)企業(yè)、大中型企業(yè)、外資企業(yè)和科研院校的現(xiàn)狀,研究品牌和營(yíng)銷對(duì)蘇南經(jīng)濟(jì)的促進(jìn)作用,指出蘇南企業(yè)的自主創(chuàng)新能力低以及品牌和營(yíng)銷力度不足。 另外,本文在分析蘇南創(chuàng)新型經(jīng)濟(jì)的現(xiàn)狀和存在問(wèn)題的基礎(chǔ)上拓寬視野,分析日本發(fā)展創(chuàng)新型經(jīng)濟(jì)的經(jīng)驗(yàn)。日本的創(chuàng)新型經(jīng)濟(jì),是在經(jīng)歷二戰(zhàn)重創(chuàng)后開(kāi)始發(fā)展的,科技創(chuàng)新直接帶動(dòng)了日本整體經(jīng)濟(jì)的發(fā)展,其有益經(jīng)驗(yàn)對(duì)發(fā)展蘇南創(chuàng)新型經(jīng)濟(jì)有著重要的借鑒意義,如重視本土企業(yè)創(chuàng)新、建立高素質(zhì)人才隊(duì)伍、科技中介服務(wù)機(jī)構(gòu)等。最后本文從政府、企業(yè)、園區(qū)等方面就蘇南發(fā)展創(chuàng)新型經(jīng)濟(jì)提出了具體的政策建議,如推進(jìn)產(chǎn)業(yè)集群、促進(jìn)經(jīng)濟(jì)技術(shù)開(kāi)發(fā)區(qū)和工業(yè)園區(qū)轉(zhuǎn)型升級(jí),充分發(fā)揮地方政府的引導(dǎo)作用,強(qiáng)化企業(yè)的創(chuàng)新主體地位,建立科技創(chuàng)新體系、營(yíng)造良好的創(chuàng)新環(huán)境,促進(jìn)產(chǎn)業(yè)結(jié)構(gòu)調(diào)整,優(yōu)化利用外資的結(jié)構(gòu),推進(jìn)本土企業(yè)“走出去”等。
[Abstract]:Under the background of economic globalization, the level of innovative economic development has become an important index to evaluate the comprehensive competitiveness of various countries or regions, and an important guarantee to achieve sustainable economic development. Since the reform and opening up for more than 30 years, southern Jiangsu has successfully realized two strategic transformations through the development of township enterprises and open economy, the rapid economic and social development, and the continuous improvement of people's living standards. However, under the changing and developing environment of the international economic situation, contradictions and deficiencies in the process of economic development have gradually emerged. How to seize the opportunity of innovative economic development to realize the third strategic transfer has become the motive source of sustained economic development in southern Jiangsu. From the historical point of view, this paper combines comparative analysis with qualitative and quantitative analysis, adheres to Marxist dialectical method, and is guided by innovation-driven theory, and forms institutional and technological innovation. The "diamond model" and the theoretical analysis system of enterprise activity innovation are studied from three aspects of system and technology, government and enterprise. First of all, after defining the related concepts, this paper introduces the innovative economy into the research field of view from the problems existing in the economy of southern Jiangsu Province, and analyzes the innovative economy in various aspects. Secondly, this paper analyzes the course of economic development in southern Jiangsu with the theory of institutional innovation and technological innovation, and expounds the important contribution of institution and technology to the development of innovative economy. Based on Porter's Diamond Model, this paper analyzes and points out the important role and problems of government innovation in the process of developing innovative economy in Southern Jiangsu. It is concluded that the industrial level is not high, the industrial structure is unreasonable and the overall innovation ability is not strong enough. At the same time, the government still has some shortcomings in the innovation environment, talent and science and technology investment. Through the important position of enterprises in the market economy, this paper analyzes the present situation of high and new technology enterprises, large and medium-sized enterprises, foreign-funded enterprises and scientific research institutes in southern Jiangsu Province, and studies the role of brand and marketing in promoting the economy of southern Jiangsu. The paper points out that the independent innovation ability of south Jiangsu enterprises is low, and the brand and marketing dynamics are insufficient. In addition, on the basis of analyzing the present situation and existing problems of the innovative economy in southern Jiangsu, this paper broadens the vision and analyzes the experience of Japan in developing the innovative economy. Japan's innovative economy began to develop after experiencing a heavy blow in World War II. Scientific and technological innovation has directly driven the development of Japan's overall economy, and its beneficial experience is of great significance for the development of the innovative economy in southern Jiangsu. Such as attach importance to local enterprises innovation, the establishment of high-quality talent team, science and technology intermediary services and so on. Finally, this paper puts forward specific policy suggestions on the development of innovative economy in southern Jiangsu from the aspects of government, enterprises and parks, such as promoting industrial clusters, promoting the transformation and upgrading of economic and technological development zones and industrial parks. We should give full play to the leading role of local governments, strengthen the position of enterprises as the main body of innovation, establish a scientific and technological innovation system, create a good innovation environment, promote the adjustment of industrial structure, optimize the structure of utilizing foreign capital, and promote the "going out" of local enterprises.
