【摘要】：西部大開發(fā)以來，我國西部地區(qū)吸引外資數(shù)量不斷上升，經(jīng)濟(jì)得到快速發(fā)展。隨著新一輪國際產(chǎn)業(yè)轉(zhuǎn)移和第二輪西部大開發(fā)的展開，我國西部地區(qū)吸引外資數(shù)量還會(huì)進(jìn)一步增加。另外，受金融危機(jī)影響，東部地區(qū)面臨產(chǎn)業(yè)升級(jí)壓力，這些都為我國西部地區(qū)承接國內(nèi)外產(chǎn)業(yè)轉(zhuǎn)移提供了良好的機(jī)遇。 但是，西部地區(qū)在以往承接產(chǎn)業(yè)轉(zhuǎn)移的過程中，也出現(xiàn)了一些問題，特別是承接產(chǎn)業(yè)轉(zhuǎn)移效率不高，不僅造成嚴(yán)重的環(huán)境破壞，，還可能影響西部地區(qū)經(jīng)濟(jì)的可持續(xù)發(fā)展。因此，如何把握國內(nèi)外產(chǎn)業(yè)轉(zhuǎn)移的新動(dòng)向，減少承接產(chǎn)業(yè)轉(zhuǎn)移的盲目性，尤其是如何提高承接產(chǎn)業(yè)轉(zhuǎn)移的效率，這些將是擺在西部地區(qū)面前的重要課題。 本文通過構(gòu)建相對(duì)全面的評(píng)價(jià)指標(biāo)體系，運(yùn)用因子分析的方法對(duì)我國西部地區(qū)利用外資效率進(jìn)行了評(píng)估，并對(duì)影響利用外資的外部因素進(jìn)行剖析，找出影響外資利用效率的主要因素，通過與東部地區(qū)進(jìn)行對(duì)比，對(duì)西部地區(qū)抓住機(jī)遇，做到科學(xué)、有效、合理的承接產(chǎn)業(yè)轉(zhuǎn)移提出了政策建議。
[Abstract]:Since the development of the western region, the amount of foreign capital attracted by the western region has been rising and the economy has been developing rapidly. With the new round of international industrial transfer and the development of the second round of western development, the amount of attracting foreign capital in the western region of China will further increase. In addition, under the influence of the financial crisis, the eastern region is facing the pressure of industrial upgrading, which provides a good opportunity for the western region of China to undertake industrial transfer at home and abroad. However, in the process of undertaking industrial transfer in the past, there are some problems in the western region, especially the low efficiency of undertaking industrial transfer, which not only causes serious environmental damage, but also may affect the sustainable development of the economy in the western region. Therefore, how to grasp the new trend of industrial transfer at home and abroad, reduce the blindness of undertaking industrial transfer, especially how to improve the efficiency of undertaking industrial transfer, will be an important subject in front of the western region. By constructing a relatively comprehensive evaluation index system, this paper evaluates the efficiency of foreign capital utilization in western China by using factor analysis method, and analyzes the external factors that affect the utilization of foreign capital. This paper finds out the main factors that affect the efficiency of foreign capital utilization, and puts forward some policy suggestions for the western region to seize the opportunity and to carry on the industrial transfer scientifically, effectively and reasonably through the comparison with the eastern region.
