【摘要】：固定資產(chǎn)投資具有調(diào)節(jié)供給和需求的雙重功能，對(duì)整個(gè)社會(huì)經(jīng)濟(jì)的發(fā)展起著至關(guān)重要的作用。隨著西部大開發(fā)戰(zhàn)略的實(shí)施，新疆固定資產(chǎn)投資持續(xù)增加，推動(dòng)了新疆經(jīng)濟(jì)社會(huì)的持續(xù)快速發(fā)展。固定資產(chǎn)投資的目的是為了取得最大收益，包括經(jīng)濟(jì)效益和社會(huì)效益。投資規(guī)模大幅度增長，投資效益不佳，是中國固定資產(chǎn)投資領(lǐng)域長期以來一直存在的問題，同樣也是新疆固定資產(chǎn)投資亟待解決的問題。 本文在翻閱了大量國內(nèi)外固定資產(chǎn)投資效益評(píng)價(jià)相關(guān)文獻(xiàn)的基礎(chǔ)上，首先明確了固定資產(chǎn)投資效益評(píng)價(jià)的相關(guān)概念及相關(guān)研究?jī)?nèi)容。其次對(duì)新疆固定資產(chǎn)投資現(xiàn)狀進(jìn)行分析，其中分別對(duì)固定資產(chǎn)投資的規(guī)模、結(jié)構(gòu)、規(guī)模效益和結(jié)構(gòu)效益進(jìn)行分析，接下來分析新疆固定資產(chǎn)投資效益的影響因素。再次，依據(jù)構(gòu)建原則，并考慮到新疆固定資產(chǎn)投資效益的影響因素，構(gòu)建了包括經(jīng)濟(jì)效益和社會(huì)效益的固定資產(chǎn)投資效益評(píng)價(jià)指標(biāo)體系，利用主成分分析法綜合評(píng)價(jià)全國與31個(gè)地區(qū)的固定資產(chǎn)投資效益，根據(jù)評(píng)價(jià)結(jié)果對(duì)新疆固定資產(chǎn)投資效益進(jìn)行綜合分析與比較分析，找出具有的優(yōu)勢(shì)和存在的不足。最后，提出提升新疆固定資產(chǎn)投資效益的對(duì)策建議。 基于上述研究，本文主要得出以下結(jié)論：新疆固定資產(chǎn)投資規(guī)模持續(xù)擴(kuò)大，，推動(dòng)了經(jīng)濟(jì)的增長；新疆固定資產(chǎn)投資主體中的民間投資比重有待繼續(xù)提高；新疆固定資產(chǎn)投資資金來源中利用外資與自籌資金所占比重較�。恍陆潭ㄙY產(chǎn)投資技術(shù)構(gòu)成結(jié)構(gòu)與投資產(chǎn)業(yè)結(jié)構(gòu)有待優(yōu)化；新疆固定資產(chǎn)投資效益低于全國水平，處于中下游水平，與發(fā)達(dá)地區(qū)的差距很大。
[Abstract]:Fixed assets investment has the dual function of regulating supply and demand, and plays a vital role in the development of the whole society and economy. With the implementation of the strategy of developing the western region, the fixed assets investment in Xinjiang continues to increase, which promotes the sustained and rapid development of Xinjiang's economy and society. The purpose of fixed assets investment is to obtain maximum income, including economic and social benefits. The large scale of investment and the poor investment benefit are the problems in the field of fixed assets investment in China for a long time, and are also the problems to be solved urgently in Xinjiang fixed assets investment. On the basis of reviewing a large number of domestic and foreign literatures on the evaluation of fixed assets investment benefit, this paper firstly clarifies the related concepts and related research contents of fixed assets investment benefit evaluation. Secondly, the paper analyzes the current situation of fixed assets investment in Xinjiang, including the scale, structure, scale benefit and structural benefit of fixed assets investment, and then analyzes the influencing factors of fixed assets investment benefit in Xinjiang. Thirdly, according to the principle of construction and taking into account the influence factors of investment benefit of fixed assets in Xinjiang, the evaluation index system of investment benefit of fixed assets including economic and social benefits is constructed. The principal component analysis (PCA) is used to evaluate the investment benefit of fixed assets in China and 31 regions. According to the evaluation results, the advantages and disadvantages of fixed assets investment in Xinjiang are found out. Finally, the paper puts forward the countermeasures and suggestions to improve the investment efficiency of fixed assets in Xinjiang. Based on the above research, this paper draws the following conclusions: the scale of fixed assets investment in Xinjiang continues to expand, promoting economic growth, and the proportion of private investment in the main body of fixed assets investment in Xinjiang needs to continue to improve; The proportion of using foreign capital and self-raising funds in fixed assets investment fund of Xinjiang is small, the structure of technology structure and investment industry structure of fixed assets investment in Xinjiang need to be optimized. The investment benefit of fixed assets in Xinjiang is lower than the national level and is in the middle and lower reaches.
