【摘要】：智慧產(chǎn)業(yè)的發(fā)展對于城市經(jīng)濟(jì)的發(fā)展、產(chǎn)業(yè)結(jié)構(gòu)的優(yōu)化升級具有十分重要的作用，是提升城市可持續(xù)發(fā)展能力和城市競爭力的經(jīng)濟(jì)支撐。但是，智慧產(chǎn)業(yè)的發(fā)展會由于公共物品、信息外部性和規(guī)模經(jīng)濟(jì)等市場失靈領(lǐng)域的存在而無法僅僅依靠市場機(jī)制的作用良性發(fā)展，并且智慧產(chǎn)業(yè)的發(fā)展尚無法由企業(yè)進(jìn)行推動，而主要是有政策推動，這就需要相關(guān)政策引導(dǎo)、保障和促進(jìn)其健康良好的發(fā)展。因此，本文基于相關(guān)政策的文本分析具有較好的指導(dǎo)意義和現(xiàn)實(shí)意義。 政策系統(tǒng)主要有三個構(gòu)成要素，即政策主體、政策客體或內(nèi)容、政策工具。為了更好的促進(jìn)廣州市智慧產(chǎn)業(yè)的發(fā)展，，本文在界定智慧產(chǎn)業(yè)并分析其現(xiàn)狀的前提下，基于79個政策文本，從政策主體、政策內(nèi)容和政策工具三個方面對廣州市智慧產(chǎn)業(yè)政策體系進(jìn)行全面的分析。研究方法主要涉及社會網(wǎng)絡(luò)分析方法、關(guān)聯(lián)性分析法和政策的單維和多維量化分析法等。 通過對政策文本的分析表明：廣州市智慧產(chǎn)業(yè)發(fā)展處于核心位置的政策主體比較明顯，政策參與主體的網(wǎng)絡(luò)規(guī)模逐漸擴(kuò)大，網(wǎng)絡(luò)的核心主體由市委市政府逐漸向市科技和信息化局過渡，但是制定主體比較單一，聯(lián)合發(fā)文政策不多，參與主體的合作廣度和強(qiáng)度不斷加大，但政府部門之間的合作依然有待加強(qiáng)；其次，智慧產(chǎn)業(yè)發(fā)展的領(lǐng)域主要集中在第三產(chǎn)業(yè)，產(chǎn)業(yè)結(jié)構(gòu)有待優(yōu)化，且不同層面政策之間內(nèi)容的系統(tǒng)性、支撐性仍存在提高的空間；最后，通過從政策工具維度（供給型政策工具、環(huán)境型政策工具和需求型政策工具）和產(chǎn)業(yè)活動類型維度（研發(fā)、投資、生產(chǎn)和消費(fèi)）對梳理出來的96條政策文本內(nèi)容進(jìn)行量化多維分析表明，目前廣州市智慧產(chǎn)業(yè)的發(fā)展主要采用“資金投入”、“公共服務(wù)”、“基礎(chǔ)設(shè)施建設(shè)”、“稅收優(yōu)惠”、“金融支持”和“政府采購”這幾種政策工具，另外，針對“研發(fā)”產(chǎn)業(yè)活動類型的政策相對偏少，可見廣州市目前尚未形成綜合的智慧產(chǎn)業(yè)發(fā)展政策體系，政策工具支撐體系有待進(jìn)一步完善，特別是增加“環(huán)境型”政策工具和“需求型”政策工具對廣州市智慧產(chǎn)業(yè)發(fā)展的影響及拉動作用。
[Abstract]:The development of intelligent industry plays an important role in the development of urban economy and the optimization and upgrading of industrial structure. It is the economic support to promote the ability of sustainable development and the competitiveness of cities. However, the development of intelligent industry can not only rely on the role of market mechanism to develop well because of the existence of market failure fields such as public goods, information externality and economies of scale, and the development of intelligent industry can not be promoted by enterprises. But mainly has the policy promotion, this needs the related policy guidance, guarantees and promotes its healthy good development. Therefore, the text analysis based on relevant policies has good guiding and practical significance. There are three main elements of policy system, namely, policy subject, policy object or content, policy tool. In order to better promote the development of the wisdom industry in Guangzhou, this paper, on the premise of defining the intelligent industry and analyzing its present situation, based on 79 policy texts, from the policy subject, The policy content and policy tools of Guangzhou wisdom industry policy system is comprehensively analyzed. The research methods mainly involve social network analysis method, correlation analysis method and policy single and multidimensional quantitative analysis method. Through the analysis of the policy text, it is shown that the policy subject in which the development of the intelligent industry in Guangzhou is at the core is obvious, and the network scale of the policy participant is gradually expanding. The core subjects of the network are gradually transitioning from the municipal party committee and the municipal government to the municipal science, technology and information bureau. However, the formulation of the main body is relatively single, the policy of joint publishing is not many, and the scope and intensity of the cooperation between the participants is constantly increasing. However, cooperation between government departments still needs to be strengthened; Secondly, the field of the development of the intelligent industry is mainly concentrated in the tertiary industry, the industrial structure needs to be optimized, and the content of different levels of policy is systematic, and there is still room for improvement in the support; Finally, through the policy tool dimension (supply policy tool, environmental policy tool and demand policy tool) and the industry activity type dimension (R & D, investment), Production and consumption) the quantitative multidimensional analysis of 96 policy texts shows that at present, the development of the wisdom industry in Guangzhou mainly adopts "capital investment", "public service", "infrastructure construction" and "tax preference". "Financial support" and "government procurement" are the policy tools. In addition, there are relatively few policies aimed at the types of industrial activities of "R & D". This shows that Guangzhou City has not yet formed a comprehensive policy system for the development of intelligent industries. The supporting system of policy tools needs to be further improved, especially to increase the influence and pull effect of "environment type" policy tools and "demand type" policy tools on the development of intelligent industry in Guangzhou.
