【摘要】：旅游扶貧是一種全新的扶貧開發(fā)模式,它將發(fā)展旅游業(yè)與解決貧困這兩個備受國家經(jīng)濟社會關(guān)注的焦點問題結(jié)合起來,以發(fā)展旅游業(yè)為主要手段,運用旅游業(yè)高關(guān)聯(lián)度的特點,帶動其他相關(guān)產(chǎn)業(yè)發(fā)展,通過發(fā)展旅游業(yè)來達到貧困地區(qū)居民獲益、發(fā)展機會增加等多重目標,變傳統(tǒng)的“輸血式”扶貧為“造血式”扶貧,逐步提高貧困人口的自主脫貧能力,最終實現(xiàn)貧困地區(qū)經(jīng)濟、社會的可持續(xù)發(fā)展。貧困地區(qū)一般來說旅游資源相對豐富,具有進行旅游開發(fā)的基礎(chǔ),因此,實行旅游扶貧是使貧困地區(qū)走上脫貧致富道路的優(yōu)先選擇,對貧困地區(qū)來說,具有非常重要的意義。 本文以集中連片特殊困難地區(qū)扶貧攻堅工作的開展為戰(zhàn)略背景,以湖南省安仁縣為主要研究對象,運用文獻查閱法、實地調(diào)查法和定性與定量相結(jié)合的方法,使用大量圖表和數(shù)據(jù),對安仁縣的旅游扶貧開發(fā)做了實證研究,為安仁這個旅游資源數(shù)量多、種類全、景觀奇的貧困縣的經(jīng)濟社會發(fā)展實現(xiàn)飛躍提供了思路,也為其他貧困縣通過發(fā)展旅游來實現(xiàn)快速脫貧致富奔小康的目標提供了寶貴經(jīng)驗。文章主要做了如下研究并得出結(jié)果：一是對安仁縣旅游扶貧開發(fā)的現(xiàn)狀進行分析,使用SPSS軟件對反映旅游業(yè)發(fā)展的指標與反映旅游扶貧效應(yīng)的指標做了相關(guān)分析,得出旅游業(yè)收入指標與各個指標的具體相關(guān)系數(shù),論證了安仁縣實施旅游扶貧開發(fā)的可行性,并將安仁縣的扶貧現(xiàn)狀與同屬羅霄山連片特困地區(qū)扶貧攻堅規(guī)劃湖南片區(qū)的其它五個縣做出橫向比較。二是提出了安仁縣進一步深入開展旅游扶貧的總體構(gòu)想和開發(fā)原則,并在此基礎(chǔ)上有針對性地提出具體的對策：制定旅游扶貧發(fā)展規(guī)劃、開發(fā)特色旅游產(chǎn)品、進行旅游資源分區(qū)開發(fā)、加強區(qū)域合作、進行旅游項目開發(fā)、建立旅游扶貧開發(fā)信息系統(tǒng)、加快高素質(zhì)旅游專業(yè)人才培養(yǎng)。三是對安仁縣旅游扶貧開發(fā)的經(jīng)濟效益、社會效益以及生態(tài)環(huán)境效益進行定性的分析,并做出了未來十年安仁縣旅游收入的定量預(yù)測。
[Abstract]:Tourism poverty alleviation is a brand new model of poverty alleviation and development. It combines the development of tourism with the two focus issues of national economic and social concern, the development of tourism as the main means, and the use of the characteristics of high correlation degree of tourism. To promote the development of other related industries, to achieve the goals of benefiting residents in poor areas and increasing opportunities for development through the development of tourism, and to transform the traditional "blood transfusion" type of poverty alleviation into "hematopoietic" poverty alleviation. Gradually improve the poor people's ability to extricate themselves from poverty, and finally realize the sustainable development of economy and society in poor areas. Generally speaking, poverty-stricken areas are relatively rich in tourism resources and have the basis for tourism development. Therefore, it is of great significance for poverty-stricken areas to implement tourism poverty alleviation as the first choice to enable them to get rid of poverty and become rich. This paper takes the development of poverty alleviation in special and difficult areas of Hunan Province as the strategic background, takes Anren County of Hunan Province as the main research object, applies the method of literature reference, field investigation and the combination of qualitative and quantitative methods. Using a large number of charts and data, this paper makes an empirical study on tourism poverty alleviation and development in Anren County, which provides an idea for the economic and social development of the impoverished county with a large number of tourist resources and a wide variety of tourist resources. It also provides valuable experience for other poor counties to realize the goal of quick getting rid of poverty and becoming well-off by developing tourism. The main results of this paper are as follows: first, this paper analyzes the current situation of tourism poverty alleviation in Anren County, and uses SPSS software to analyze the indicators reflecting tourism development and the effect of tourism poverty alleviation. The specific correlation coefficient between tourism income index and each index is obtained, and the feasibility of implementing tourism poverty alleviation development in Anren County is demonstrated. The present situation of poverty alleviation in Anren County is compared with the other five counties in Hunan province. The second is to put forward the overall concept and development principles of further deepening tourism poverty alleviation in Anren County, and on this basis, to put forward specific countermeasures: to formulate the tourism poverty alleviation development plan and to develop tourism products with special characteristics. To develop tourism resources, strengthen regional cooperation, develop tourism projects, set up information system of tourism poverty alleviation and development, and speed up the cultivation of high-quality tourism professionals. The third is to qualitatively analyze the economic benefit, social benefit and ecological environment benefit of Anren County tourism poverty alleviation development, and make a quantitative forecast of Anren county tourism income in the next ten years.
