There emerged in the 1990s' United States of America a historically longest cyclical economic boom. Many a scholar deems it the coming of a “new economy” period. However, the past ten year macro economic was not unprecedented in the USA; this cyclical economic boom was the direct result of the acceleration of the increase of labour productivity and the duration of the decrease of the labourer's real income, which serve to be one of the causes of the expansion of the profit amount, quickening...

There emerged in the 1990s' United States of America a historically longest cyclical economic boom. Many a scholar deems it the coming of a “new economy” period. However, the past ten year macro economic was not unprecedented in the USA; this cyclical economic boom was the direct result of the acceleration of the increase of labour productivity and the duration of the decrease of the labourer's real income, which serve to be one of the causes of the expansion of the profit amount, quickening the growth of capital productivity, checking the rapid growth of the organic composition of capital. This is the direct cause of the expansion of margin of profit. The stock market bubbles, the consumers' debt and the dependence of the inflow of the foreign investments were reflecting the 1990s' USA economic situation and its frangibility. Sure is that the 1990s' economic boom in the USA shows its deep seated economic complex: (a) the revolution of information technology accelerates structurally the increase ratio of labour productivity; (b) the economic globalization enhance the power of American capital to have the labour price kept low, the currency inflation controlled, and the foreign investment used to its advantage; (c) the changes of some of the important economic relations created institutional guarantee for the growth of investment ratio. All the mentioned above will play their roles in a comparatively long period. Shall we take the economic boom in the 1990s' USA a foreshowing advent of a new economic long wave.

2 0世紀 90年代美國出現(xiàn)了歷史上最長的一次周期性高漲 ,許多人認為美國進入了“新經(jīng)濟”時代。但如果從歷史的觀點來觀察 ,美國這十年的宏觀經(jīng)濟表現(xiàn)并不像人們想象的那樣史無前例。這次周期性繁榮是由利潤率上升所引導的投資高漲直接推動的。勞動生產(chǎn)率增長的逐漸加速和實際工資的長期下降擴大了利潤份額 ,資本生產(chǎn)率的上升則抑制了資本構(gòu)成的迅速提高 ,這是導致利潤率增長的直接原因。對股市泡沫、債務(wù)消費及國外資金流入的依賴也反映了此次經(jīng)濟繁榮的某些特點和脆弱性。但90年代美國的經(jīng)濟高漲還有其深層的經(jīng)濟背景 :信息技術(shù)革命促進了勞動生產(chǎn)率增長率的結(jié)構(gòu)性加速 ;經(jīng)濟全球化加強了美國資本在壓低勞動價格、控制通貨膨脹和利用國外資金等方面的實力地位 ;經(jīng)濟關(guān)系的若干重要變化則為投資率的上升提供了有利的制度條件。這些因素可能在一個較長時期發(fā)揮作用 ,因而美國 90年代的經(jīng)濟高漲可能預(yù)示著一個新的經(jīng)濟增長長波的開始。
