【摘要】：區(qū)域經(jīng)濟(jì)均衡發(fā)展是提高中國經(jīng)濟(jì)公平程度與效率水平的必由途徑,也是中國經(jīng)濟(jì)實(shí)現(xiàn)可持續(xù)發(fā)展的必要條件。進(jìn)入21世紀(jì)以來,中國東部、東北部、中部和西部地區(qū)經(jīng)濟(jì)發(fā)展具有趨同傾向,中部與西部地區(qū)經(jīng)濟(jì)增長率超過了東部和東北部地區(qū),中國區(qū)域經(jīng)濟(jì)發(fā)展差異系數(shù)呈現(xiàn)縮小態(tài)勢(shì),西部地區(qū)內(nèi)部經(jīng)濟(jì)發(fā)展差異也趨于縮小。然而,通過對(duì)西部地區(qū)產(chǎn)業(yè)結(jié)構(gòu)分析后發(fā)現(xiàn),其經(jīng)濟(jì)增長主要來源于第二產(chǎn)業(yè)推動(dòng),產(chǎn)業(yè)快速發(fā)展并沒有帶動(dòng)就業(yè)在產(chǎn)業(yè)之間轉(zhuǎn)移,就業(yè)增長率相對(duì)較為緩慢,西部地區(qū)產(chǎn)值結(jié)構(gòu)與就業(yè)結(jié)構(gòu)依然保持著嚴(yán)重的不對(duì)稱狀態(tài),產(chǎn)業(yè)結(jié)構(gòu)效益不高,這種產(chǎn)業(yè)結(jié)構(gòu)推動(dòng)下的經(jīng)濟(jì)增長是不可持續(xù)的。因此,必須降低西部產(chǎn)業(yè)結(jié)構(gòu)的外生性,形成內(nèi)生性的產(chǎn)業(yè)結(jié)構(gòu),促進(jìn)西部基于本地區(qū)比較優(yōu)勢(shì)與要素稟賦的區(qū)域產(chǎn)業(yè)體系,提高產(chǎn)業(yè)結(jié)構(gòu)效益,推進(jìn)區(qū)域經(jīng)濟(jì)發(fā)展從非均衡到均衡發(fā)展。
[Abstract]:The balanced development of regional economy is a necessary way to improve the level of economic fairness and efficiency in China, and is also a necessary condition for the sustainable development of Chinese economy. Since the beginning of the 21st century, the economic development of the eastern, northeast, central and western regions of China has tended to converge, and the economic growth rate of the central and western regions has exceeded that of the eastern and northeastern regions. The coefficient of regional economic development in China is shrinking, and the difference in economic development in western China is also decreasing. However, through the analysis of the industrial structure in the western region, it is found that the economic growth mainly comes from the second industry, and the rapid development of the industry does not lead to the transfer of employment among industries, and the employment growth rate is relatively slow. The structure of output value and the structure of employment in the western region still maintain a serious asymmetrical state and the efficiency of industrial structure is not high. The economic growth promoted by this industrial structure is not sustainable. Therefore, it is necessary to reduce the externality of the western industrial structure, form an endogenous industrial structure, promote the regional industrial system based on the comparative advantage and factor endowment of the western region, and improve the efficiency of the industrial structure. Promote regional economic development from unbalanced to balanced development.
