【摘要】：作為中國共產黨在少數(shù)民族地區(qū)建立的第一個民族自治地方,內蒙古自治區(qū)經過60多年的發(fā)展,經濟社會取得了長足的發(fā)展。但從總體上看,內蒙古仍是欠發(fā)達地區(qū),農牧區(qū)貧困問題仍然十分突出,扶貧開發(fā)的任務還非常艱巨。 政府是扶貧開發(fā)制度與政策的最大供給者和實踐者。新中國成立以來,中國政府始終把消除貧困作為社會主義現(xiàn)代化事業(yè)的重大任務。特別是改革開放以來,政府把扶貧工作納入日程,實施了一系列有針對性的扶貧政策,扶貧效果顯著。在內蒙古農牧區(qū)扶貧開發(fā)過程中,中央和地方政府扮演著絕對主導者的角色,取得了巨大的成就。但是,單純依靠政府主導扶貧,在實踐中也存在著扶貧績效低、資金使用缺乏有效監(jiān)管、運行機制不暢、相關主體參與缺失等問題。因此,各級政府應當在繼續(xù)堅持政府主導扶貧開發(fā)的模式下,更新理念,加強法制化建設,創(chuàng)新運行機制,加強對扶貧資金與項目的監(jiān)督約束,構建“政府主導、多元參與”的大扶貧格局,以此推動內蒙古農牧區(qū)扶貧開發(fā)效果的提升,加快農牧區(qū)脫貧致富和社會主義新農村新牧區(qū)建設的步伐,建設和諧、美麗的內蒙古。
[Abstract]:As the first national autonomous area established by the Communist Party of China in minority areas, Inner Mongolia Autonomous region has made great progress in economic and social development after more than 60 years of development. But on the whole, Inner Mongolia is still an underdeveloped region, the problem of poverty in agricultural and pastoral areas is still very prominent, and the task of poverty alleviation and development is still very arduous. The government is the biggest supplier and practitioner of the system and policy of poverty alleviation and development. Since the founding of the people's Republic of China, the Chinese government has always made poverty eradication a major task in the cause of socialist modernization. Especially since the reform and opening up, the government has put poverty alleviation into the agenda and implemented a series of targeted poverty alleviation policies. In the process of poverty alleviation and development in Inner Mongolia agricultural and pastoral areas, the central and local governments play the role of absolute leaders and have made great achievements. However, only relying on the government to lead poverty alleviation, there are some problems in practice, such as poor performance of poverty alleviation, lack of effective supervision over the use of funds, poor operation mechanism, lack of participation of relevant subjects, and so on. Therefore, governments at all levels should renew their ideas, strengthen the construction of legalization, innovate the operating mechanism, strengthen the supervision and restraint on the funds and projects of poverty alleviation under the mode of continuing to adhere to the pattern of government-led poverty alleviation and development, and construct "Government-led," In order to promote the development effect of poverty alleviation in Inner Mongolia's agricultural and pastoral areas, to speed up the construction of new socialist countryside and new pastoral areas, and to build a harmonious and beautiful Inner Mongolia.
