【摘要】：啟動(dòng)"全球可持續(xù)發(fā)展報(bào)告"(GSDR)編寫(xiě)進(jìn)程是"里約+20"峰會(huì)達(dá)成的重要成果之一,受到了國(guó)際社會(huì)的廣泛關(guān)注。目前,國(guó)際社會(huì)已經(jīng)在報(bào)告的總體定位、核心議題、框架結(jié)構(gòu)和編寫(xiě)周期等方面初步達(dá)成一致,但在GSDR與SDGs/Post-MDGs的關(guān)系、應(yīng)采用的組織模式以及是否需要相應(yīng)編寫(xiě)國(guó)家可持續(xù)發(fā)展報(bào)告等問(wèn)題上仍存在較大分歧。本文基于中國(guó)視角,對(duì)GSDR編寫(xiě)進(jìn)程提出了若干建議:1報(bào)告應(yīng)定位在"基于科學(xué)、面向決策"的評(píng)估報(bào)告;2以SDGs/Post-MDGs確定的優(yōu)先領(lǐng)域?yàn)楹诵?3努力研究提出"數(shù)目不多、易于量化、具有普適性"的可持續(xù)發(fā)展綜合評(píng)估指標(biāo)體系;4建立全球可持續(xù)發(fā)展報(bào)告國(guó)際專家工作組;5鼓勵(lì)各國(guó)根據(jù)國(guó)情編寫(xiě)"國(guó)家可持續(xù)發(fā)展報(bào)告";6把可持續(xù)發(fā)展報(bào)告與高級(jí)別政治論壇有機(jī)結(jié)合。文章還就中國(guó)如何參與GSDR進(jìn)程提出了若干建議:1在SDGs/Post-MDGs框架下根據(jù)國(guó)情研究提出面向2030年的中長(zhǎng)期國(guó)家可持續(xù)發(fā)展目標(biāo);2圍繞實(shí)施國(guó)家可持續(xù)發(fā)展目標(biāo),啟動(dòng)相應(yīng)的進(jìn)展評(píng)估工作并定期編寫(xiě)國(guó)家可持續(xù)發(fā)展報(bào)告;3組織中國(guó)科學(xué)家積極參與GSDR編寫(xiě)進(jìn)程。
[Abstract]:The launch of the Global Sustainable Development report (GSDR) process is one of the important outcomes of the Rio 20 Summit, and has received extensive attention from the international community. At present, the international community has reached a preliminary agreement on the overall orientation of the report, core issues, framework structure and preparation cycle, but on the relationship between GSDR and SDGs/Post-MDGs. There are still considerable differences on the organizational model to be adopted and on whether or not national sustainable development reports should be prepared accordingly. Based on the Chinese perspective, this paper puts forward some suggestions on the GSDR writing process: (1) the report should be located in the "science-based, decision oriented" evaluation report, (2) the priority areas identified by the SDGs/Post-MDGs should be the core; (3) to study and propose a comprehensive evaluation index system for sustainable development, which is "few, easy to quantify and universal"; (4) to establish an international expert working group on the global sustainable development report; (5) encourage countries to prepare national sustainable development reports according to national conditions; 6 integrate sustainable development reports with high-level political forums. The paper also puts forward some suggestions on how China should participate in the GSDR process: (1) under the framework of SDGs/Post-MDGs, a long-term national sustainable development goal for 2030 is put forward according to the national conditions; (2) starting the corresponding progress evaluation work around the implementation of the national sustainable development goals and regularly compiling the national sustainable development report; (3) organizing Chinese scientists to take an active part in the GSDR writing process.
