寧夏地方政府融資平臺風(fēng)險(xiǎn)防范問題研究

【摘要】:在20世紀(jì)90年代初,伴隨著我國城市化建設(shè)步伐的加快,各地方城市基礎(chǔ)設(shè)施的建設(shè)規(guī)模迅速擴(kuò)張。但分稅制的改革嚴(yán)重削弱了地方政府的財(cái)力,使地方政府有限的財(cái)政收入和日益增加的財(cái)政支出之間的矛盾激化,在地方政府不允許發(fā)債的法律框架下,地方政府只能借助設(shè)立融資平臺舉債來滿足融資需求,融資平臺也由此應(yīng)運(yùn)而生。特別是受到2008年的國際金融危機(jī)的影響,我國政府為了擴(kuò)大內(nèi)需,發(fā)展地方經(jīng)濟(jì),出臺了4萬億的投資計(jì)劃,并在政策上給融資平臺的設(shè)立很大的支持,由此我國地方融資平臺迅速大量涌現(xiàn)。 地方政府融資平臺的產(chǎn)生和發(fā)展對我國經(jīng)濟(jì)回暖、發(fā)展地區(qū)經(jīng)濟(jì)發(fā)揮了積極作用,同時(shí)由于融資平臺運(yùn)行過程中的制度和法律缺陷使得地方政府債務(wù)問題顯著,并對我國金融領(lǐng)域和宏觀經(jīng)濟(jì)產(chǎn)生了消極影響。因此,防范和化解融資平臺的風(fēng)險(xiǎn)問題已是迫在眉睫,并且建立融資平臺的風(fēng)險(xiǎn)防范制度具有重要的現(xiàn)實(shí)意義。 該論文首先對寧夏地方融資平臺的現(xiàn)狀進(jìn)行了描述,接著對寧夏融資平臺的財(cái)政、金融、道德三方面的風(fēng)險(xiǎn)進(jìn)行了分析,并在風(fēng)險(xiǎn)分析的基礎(chǔ)上對寧夏地方政府融資平臺的風(fēng)險(xiǎn)防范的制度建設(shè)發(fā)表了自己的見解,希望對寧夏地方政府對融資平臺的風(fēng)險(xiǎn)把控和預(yù)防有可借鑒之處。
[Abstract]:In the early 1990s, with the acceleration of urbanization in China, the construction scale of local urban infrastructure expanded rapidly. However, the reform of the tax distribution system has seriously weakened the financial resources of the local governments, intensified the contradiction between the limited revenue and the increasing fiscal expenditure of the local governments, and under the legal framework that the local governments do not allow the issuance of bonds, Local governments can only use the establishment of financing platform debt to meet financing needs, financing platform emerged as the times require. Especially under the influence of the international financial crisis in 2008, in order to expand domestic demand and develop the local economy, the Chinese government has issued a $4 trillion investment plan, and has greatly supported the establishment of a financing platform. As a result, local financing platforms in China are emerging in large numbers. The emergence and development of local government financing platform has played a positive role in the economic recovery and regional economy development of our country. At the same time, due to the institutional and legal defects in the operation of the financing platform, the local government debt problem is prominent. And has produced the negative influence to our country finance domain and the macro-economy. Therefore, it is urgent to prevent and resolve the risk of financing platform, and it is of great practical significance to establish the risk prevention system of financing platform. This paper first describes the current situation of Ningxia local financing platform, and then analyzes the financial, financial and moral risks of Ningxia financing platform. On the basis of risk analysis, the author puts forward his own opinion on the risk prevention system construction of Ningxia local government financing platform, hoping to control and prevent the risk of Ningxia local government financing platform.
