【摘要】：我國存在許多石油資源型城市，油氣采掘業(yè)在這些城市中發(fā)揮著舉足輕重的作用，當?shù)亟?jīng)濟的發(fā)展主要靠資源型產(chǎn)業(yè)的帶動。但是石油屬于不可再生資源，隨著油氣可開采量的不斷下降，資源型產(chǎn)業(yè)的發(fā)展受到制約，石油資源型城市面臨產(chǎn)業(yè)結(jié)構(gòu)不合理、資源枯竭、生態(tài)失衡、環(huán)境破壞等一系列問題，從而使城市經(jīng)濟發(fā)展陷入進退兩難的境地。隨著國家支持資源型城市可持續(xù)發(fā)展政策的實施，關(guān)于資源型城市轉(zhuǎn)型與接續(xù)替代產(chǎn)業(yè)選擇的研究越來越多，但是盤錦市經(jīng)濟發(fā)展具有自己的獨特性，不能照搬已有研究成果，所以如何選出一條適合盤錦市產(chǎn)業(yè)轉(zhuǎn)型與接替產(chǎn)業(yè)發(fā)展的路徑顯得尤為重要。 首先，本文對國內(nèi)外關(guān)于接續(xù)替代產(chǎn)業(yè)的研究現(xiàn)狀進行了回顧，希望對下文的分析奠定理論基礎；其次，對資源型城市產(chǎn)業(yè)轉(zhuǎn)型與接續(xù)替代產(chǎn)業(yè)的相關(guān)理論進行了闡述；再次，通過對盤錦市三次產(chǎn)業(yè)結(jié)構(gòu)、各產(chǎn)業(yè)發(fā)展現(xiàn)狀的分析及盤錦市發(fā)展接續(xù)替代產(chǎn)業(yè)的SWOT分析，得出盤錦市產(chǎn)業(yè)結(jié)構(gòu)存在的問題及發(fā)展接續(xù)替代產(chǎn)業(yè)的優(yōu)勢、劣勢、機遇與挑戰(zhàn)；復次，本文通過灰色聚類模型對盤錦市待選的21個產(chǎn)業(yè)進行聚類分析，，最終由聚類結(jié)果得出盤錦市的接替主導產(chǎn)業(yè)、輔助產(chǎn)業(yè)、一般產(chǎn)業(yè)，并根據(jù)各主導產(chǎn)業(yè)發(fā)展現(xiàn)狀及當?shù)乇容^優(yōu)勢等因素，給出接續(xù)替代產(chǎn)業(yè)的發(fā)展重點；最后，為促進盤錦市接續(xù)替代產(chǎn)業(yè)更好的發(fā)展，本文給出了自己的幾點建議。本文的研究結(jié)果可以為盤錦市接續(xù)替代產(chǎn)業(yè)的選擇提供科學依據(jù)，為盤錦市接續(xù)替代產(chǎn)業(yè)的發(fā)展提供理論與實踐支持。
[Abstract]:There are many petroleum resource-based cities in China. Oil and gas extraction industry plays an important role in these cities, and the development of local economy is mainly driven by resource-based industries. However, petroleum is a non-renewable resource. With the decline of oil and gas exploitation, the development of resource-based industry is restricted. The petroleum resource-based city is faced with unreasonable industrial structure, resource depletion and ecological imbalance. A series of problems, such as environmental damage, make the development of urban economy in a dilemma. With the implementation of the policy of sustainable development of resource-based cities, there are more and more researches on the transformation of resource-based cities and the choice of alternative industries. However, the economic development of Panjin City has its own uniqueness and cannot copy the existing research results. So how to choose a suitable industry transformation and replacement industry development path is particularly important. First of all, this paper reviews the domestic and foreign research on the alternative industry, hoping to lay a theoretical foundation for the following analysis; secondly, the related theories of industry transformation and alternative industry in resource-based cities are expounded; thirdly, Based on the analysis of the three industrial structure of Panjin City, the present situation of the development of each industry and the SWOT analysis of the development of alternative industry in Panjin City, the problems existing in the industrial structure of Panjin City and the advantages, disadvantages, opportunities and challenges of developing the alternative industry are obtained. In this paper, the 21 industries in Panjin are analyzed by the grey cluster model. Finally, the following results are obtained: leading industry, auxiliary industry, general industry, etc. According to the development status of leading industries and local comparative advantages, this paper gives the development focus of alternative industries. Finally, in order to promote the better development of alternative industries in Panjin City, this paper gives some suggestions. The results of this paper can provide scientific basis for the choice of alternative industry in Panjin city and provide theoretical and practical support for the development of alternative industry in Panjin city.
